Abstract

Peneliti dilakukan dengan menggunakan metode penelitian kualitatif dan dengan teknik pengumpulan data melalui studi kepustakaan, obeservasi, wawancara, dokumentasi. Penelitian dilakukan dikantor kecamatan gebang kabupaten Cirebon. Informan kunci Camat kecamatan gebang kabupaten Cirebon dan informan pendukung yaitu Kepala desa dan masyarakat. Hasil penelitian bahwa Pelayana pembuatan surat keterangan tidak mampu di Kecamatan Gebang Kabupaten Cirebon belum optimal karena masih masyarakat yang mengeluh dengan orang yang mampu bisa mendapatkan bantuan (beasiswa) sedangkan orang yang tidak mampu tidak mendapatkannya, sehingga sehingga masih banyak masyarakat yang tidak tepat sasaran,dalam faktor yang menghambat dalam pembuatan surat keterangan tidak mampu sudah cukup baik dalam pelayanannya namun lebih di teliti kedepannya, hambata-hambatan yang terjadi dalam pelayanan dikecamatan gebang kabupaten Cirebon diantaranya Masih belum adanya suatu keseimbangan antara jumlah pegawai dengan beban kerjanya, keterbatasan alat/computer dan belum tepat sasaran. Upaya yang dilakukan yang dilakukan dalam mengatasi hambatan yaitu menertibkan pedoman pelayanan dan menambahkan alat pencetak surat keterangan tidak mampu.Kata Kunci: Koordinasi, Pelayanan Publik

Abstract

Desa Kecomberan memiliki penduduk dengan tingkat partisipasi dalam program keluarga berencana yang sudah berjalan namun masih belum optimal dikarenakan masih kurangnya dasar pengetahuan masyarakat akan pentingnya program keluarga berencana, masyarakat yang memiliki kepercayaan pada keyakinan tertentu, hingga pola pikir masyarakat yang menyatakan bahwa banyak anak banyak rezeki. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana partisipasi masyarakat dalam pelaksanaan program keluarga berencana di Desa Kecomberan Kecamatan Talun Kabupaten Cirebon. Metode penelitian yang digunakan oleh penulis dalam penelitian ini adalah metode kualitatif yang bersifat deskriptif karena ingin menggambarkan, meringkaskan berbagai kondisi, situasi yang timbul di masyarakat. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah studi kepustakaan/literatur, observasi, wawancara, dan dokumentasi yang berupa foto maupun rekaman. Dalam pengujian keabsahan data, penulis menggunakan teknik triangulasi dengan sumber karena ingin membandingkan dan mengecek balik derajat kepercayaan suatu informasi yang diperoleh melalui waktu dan alat yang berbeda dalam penelitian kualitatif. Teknik analisis data yang digunakan dalam penelitian ini adalah analisis data kualitatif yang meliputi reduksi data, penyajian data, verifikasi, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Kepala Desa dan Kepala UPT Pengendalian Penduduk Keluarga Berencana Pemberdayaan Perempuan dan Perlindungan Anak (PPKBP3A) Kecamatan Talun sudah memberikan informasi kepada masyarakat melalui pegawai maupun bidan desa berupa sosialisasi atau penyuluhan mengenai program keluarga berencana walaupun masih memiliki kendala dalam pelaksanaannya. Untuk meningkatkan partisipasi masyarakat, dibutukan teori menurut Bintoro Tjokroamidjojo yang di dalamnya terdiri dari tiga elemen penting yaitu (1) Masalah Kepemimpinan, (2) Komunikasi, dan (3) Pendidikan.Katakunci: Partisipasi, Program Keluarga Berencana, Desa Kecomberan.

Abstract

This study aims to analyze the implementation of the duties and functions of the Village Consultative Body (BPD) in Cilimus Village, Kuningan Regency, particularly in accommodating and conveying community aspirations and planning development programs. The formation of BPD as a community representative within village governance is intended to accommodate and convey community aspirations. For program planning to be directly felt by the community, BPD should involve the community in planning programs to be implemented. Additionally, BPD has duties and functions in discussing and agreeing on Village Regulation (PerDes) drafts. As observed in the BPD of Cilimus Village, Kuningan Regency, the duties and functions of BPD have not run optimally, particularly in accommodating aspirations and the lack of initiative from BPD members in drafting and discussing PerDes. This research attempts to identify the duties and functions of BPD in carrying out their tasks and identify obstacles faced by the Village Consultative Body (BPD) in Cilimus Village, Kuningan Regency. This study aims to examine how the duties and functions of the Village Consultative Body (BPD) in Cilimus Village are implemented using qualitative methods. It is expected that after this research, BPD in Cilimus Village, Kuningan Regency, will be able to carry out their duties and functions as expected.

Abstract

Bureaucratic Reform of District Integrated Administrative Services (PATEN) The study at the Rajagaluh District Office, Majalengka Regency has the aim of explaining the bureaucratic reforms implemented by PATEN in improving service quality in Rajagaluh District and the supporting factors, obstacles to the successful implementation of PATEN in Rajagaluh District. The research method uses descriptive qualitative where the author uses information from the Rajagaluh District agencies and outside parties as a data balancer, namely the community. The results of this study indicate that the success of PATEN implementation in Rajagaluh District is seen in the PATEN implementation process through the behavior of PATEN employees, infrastructure, forms of commitment in implementing PATEN and service accountability. This makes Rajagaluh District strive to realize Bureaucratic Reform in its environment. The existence of PATEN not only aims to improve the quality of service in the District but also brings it closer to the community. Changes that occur through PATEN such as the provision of service facilities, a modern service system and the behavior of PATEN employees in accordance with service standards. Supporting factors in the success of PATEN are organizational capacity, coordination of interactions between actors involved and strategies for delivering information through a persuasive approach that lead to increased services such as training and improvement of infrastructure. In addition, this has a positive impact on the community so that people are satisfied with the existence of PATEN in Rajagaluh District. Despite the limited budget in increasing the capacity of human resources and infrastructure. The conclusion of the study is that in providing public services through PATEN it is related to PATEN officers so that there is a need for bureaucratic reform to achieve good governance. Therefore, the PATEN policy can produce institutions that are committed to advancing bureaucratic reform and paying attention to the needs of the community in public services.
