Abstract

Penelitian ini dilakukan untuk mengkaji pengaruh budaya organisasi, kepuasaan kerja dan kepemimpinan etika terhadap integritas polisi di wilayah hukum Polres Jakarta Pusat. Integritas anggota polisi merupakan unsur yang sangat penting dalam menciptakan kepercayaan publik terhadap kepolisian. Jumlah sampel penelitian ini sebanyak 135 orang yang dipilih secara kluster random sampling dari Polres Jakarta Pusat dan 6 Polsek yang berada di wilayah Polres Jakarta pusat. Dalam Polres dan masing-masing Polsek, responden terdiri dari fungsi satreskrim, satresnarkoba, intelijen, shabara, dan binmas. Teknik analisis data menggunakan Structural Equation Model (SEM) berbasis Partial Least Square (PLS).Temuan penelitian secara deskriptif menunjukkan bahwa dari 9 indikator integritas polisi yang dikembangkan Klockars (2006) terdapat dua indikator yang dinilai rendah. Responden menilai bahwa untuk variabel kepuasan kerja, dimensi instrinsik lebih tinggi dibandingkan dimensi ekstrinsik. Analisis deskriptif untuk variabel kepemimpinan etika menunjukkan bahwa dimensi task behaviour dipersepsikan yang paling tinggi. Dari 12 butir indikator variabel budaya organisasi, ditemukan bahwa indikator memahami tugas utama dalam kepolisian adalah indikator paling tinggi. Hasil analisis SEM menemukan bahwa kepuasan kerja mempengaruhi budaya organisasi secara signifikan (r=0.484;p< 0.05) dan kepuasan kerja juga mempengaruhi integritas polisi secara signifikan (r=0.171;p< 0.05). Selanjutnya, budaya organisasi mempengaruhi integritas secara signifikan (r=0.296; p<0.05). Kepemimpinan etika mempengaruhi integritas anggota polisi secara signifikan (r=0.118; p<005) dan kepemimpinan etika juga mempengaruhi budaya organisasi secara signifikan (r= 0.320; p< 0.05). Kesimpulan bahwa persepsi polisi terhadap integritas yang akan ditentukan oleh budaya organisasi, kepuasan kerja dan kepemimpinan etika. Ketiga faktor tersebut akan menentukan berperilaku yang menunjukkan integritas polisi. Kepuasan kerja dan kepemimpinan etika akan membentuk budaya organisasi sebagai perwujudan norma dan nilai-nilai organisasi Polres Jakarta Pusat. Oleh sebab itu, kepemimpinan etika diharapkan dapat membangun budaya organisasi yang mengedepankan nilai-nilai integritas anggota dalam melaksanakan tugas dilapangan. Kepuasan kerja anggota yang bersifat intrinsik merupakan dimensi yang masih perlu dikembangkan organisasi Polres Jakarta Pusat.   Kata kunci: Integritas Polisi; Kepuasan kerja; Kepemimpinan Etika; Budaya organisasi

Abstract

Sex abused and pornography crimes are an emergency in a number of places in Indonesia and the victims are teenagers and children. It is acknowledged that teenagers and children are very vulnerable and weak in carrying out resistance, especially since it is known that the crime actor are adults who have strong power. Bengkulu, as an land dominated by plantations, agriculture and fisheries, has the potential for this crime to occur, and usually the victims will remain silent and do not dare report it to the polices. Beside it, cases are resolved using compensation and village customary law, not the positive law of the Republic of Indonesia. Therefore, this community service activity discusses socialization to anticipate the prevention of crimes of sex abused and pornography. The community service method involves conducting outreach, information and FGD to find out the dominant factors that cause this sex abused to exist. Activities were carried out at the North Bengkulu Police Station by providing counseling to high school and vocational high school students. In-depth FGDs were carried out with members of the North Bengkulu Police Unit, related Local Government Services, victims, perpetrators and also traditional and religious leaders. The findings show that many parties do not understand the forms and types of sex abused and pornography that exist. Likewise with the legalistic rules related to this. Insufficient socialization and non-synergistic handling between relevant stakeholders has caused this sex abused to increase. The influence of social media and gadgets also influences this deviant behavior in North Bengkulu.

Abstract

This literature review article examines the empirical relationships between leadership style, work discipline, and job satisfaction among police personnel. Law enforcement organizations operate in complex, high-risk environments where leadership quality, behavioral discipline, and psychological well-being of officers significantly shape organizational effectiveness and service quality. Drawing on empirical studies published between 2015 and 2025, this review synthesizes findings from policing and public-sector contexts to identify dominant leadership styles, disciplinary mechanisms, and job satisfaction determinants within police institutions. The review follows a structured literature review methodology, involving systematic identification, screening, and narrative synthesis of peer-reviewed journal articles and institutional studies. The findings reveal consistent evidence that transformational and ethical leadership styles positively influence work discipline and job satisfaction, while authoritarian or rigid leadership approaches often generate compliance without sustained satisfaction. Work discipline emerges as both an outcome of leadership practices and a mediating factor influencing job satisfaction and performance. Job satisfaction is found to be shaped by leadership fairness, organizational justice, workload management, and career development opportunities. The synthesis further highlights contextual moderators such as organizational culture, hierarchical structures, and public accountability pressures. This review contributes to the literature by integrating leadership, discipline, and satisfaction into a unified analytical framework specific to policing. The article concludes by emphasizing the need for leadership development strategies that balance authority and support, promote internal discipline through fairness rather than coercion, and enhance job satisfaction to sustain professional policing performance.

Abstract

Compensation systems and career development are central human resource levers that influence work motivation within police organizations. This literature review synthesizes empirical and conceptual studies published between 2015 and 2025 to examine how monetary and non monetary compensation, promotion policies, career pathways, and professional development opportunities determine motivation among police personnel. The review employs a structured literature search across academic databases, followed by qualitative synthesis of twenty five peer reviewed articles and institutional reports. Findings indicate that compensation fairness and transparency, alignment of rewards with performance, and clear merit based promotion systems enhance extrinsic motivation while career development initiatives foster intrinsic motivation, professional identity, and long term retention. Career development that includes mentorship, competency frameworks, and continuous training strengthens affective commitment which amplifies motivational effects from compensation. Contextual moderators such as organizational culture, budgetary constraints, unionization, and national employment norms shape the magnitude of these relationships. Notable tensions appear when compensation policies prioritize seniority over competency, creating misalignment between motivational incentives and desired behavioral outcomes. The review highlights methodological gaps including limited longitudinal studies, inconsistent operationalization of motivation, and scarce research on combined effects of compensation systems and career development in police settings. Practical implications emphasize integrated HR strategies that balance equitable compensation with transparent career development mechanisms to sustain motivation and organizational performance. The article concludes with a research agenda calling for longitudinal mixed method studies, cross jurisdictional comparisons, and experimental evaluations of incentive structures in policing contexts.
