Abstract

This research was conducted in Tidore Islands City and was the focus of the target in Tidore District. The method in this study is qualitative descriptive. The stages of the study included primary data sources which were informants, namely the Head of Social Services, Manpower and Transmigration, Head of District, Head of Village, and KUBE Management, as well as supporting data in the form of written documents and technical guidelines from the Tidore City Social Service and Transmigration Office Island. Data collection techniques through observation (observation) and interviews (interviews), usinginstruments tape recorder, questionnaires and notebooks. Data analysis was carried out by flowing stages of data reduction, data presentation, conclusion and verification. As for testing the credibility of data through increasing persistence to be able to provide accurate and systematic data descriptions of what was recorded, discussion of colleagues can make data more accurate through Focus Group Discussion (FGD), checking members by discussing research results to data sources that have been provide data, and check data with experts, namely: Expert Staff in the implementation of Regional Government focused on policy.

Abstract

This research was carried out in Gurabati Village, South Tidore Subdistrict, Tidore Islands City. The population made in this study were 12 employees in the Gurabati sub-district office in South Tidore District, Tidore Islands City. The samples used in the study were 12 government employees at Gurabati Urban Village office and 3 Social Service staff and 15 people from the community so that the total sample or respondents were 30 people. The dependent variable includes the distribution of BLT which has indicators: adjusting data for the poor with the applicable provisions; evenly determining the number of BLT received by the poor; the suitability of BLT received by the community according to its provisions; the distribution of BLT is right on target. In analyzing the data obtained in this study using qualitative descriptive techniques that are assisted by frequency tables, it can be stated that the pattern of government oversight in the distribution of Cash Direct Assistance in Gurabati Subdistrict, South Tidore District, Tidore Islands City is measured to be quite good.
