Abstract This study intends to explore and analyze how the implementation of the Poor Empowerment Program through Direct Social Empowerment in Gubukusuma Village, North Tidore Subdistrict Tidore Kepulauan City as one of the strategic business to increase the family's economic income in the survival, the method used in this study is descriptive qualitative, while the main instrument in the field data collection conducted through in-depth interviews, participatory observation and to obtain additional data traced also written reports from the Head of Kelurahan Gubukusuma, Joint Business Group I Kelurahan gubukusuma and Social Service Work and Transmigration of Tidore Islands The islands are concerned with the research focus. Based on the findings of the field show that: First, the existence of obstacles in the implementation of the program such as information delays by the village, the information is less accurate so that there are differences of interpretation from various target groups and socialization of programs that are less intense and maximized on the program development system. Second, the target group/KUBE I acknowledge that they have a lack of experience and information about agriculture that requires competent companions, but the government (Head of Social Affairs) says that they experience a shortage of personnel resources and monitoring funds making it difficult to provide targeted assistance to the target group. In conclusion, Implementation of Poor Empowerment Program through KUBE of Kelurahan Gubukusuma Sub-district of North Tidore has not got significant result either from quantity or quality of service, either from program development and supervisor / social assistance side.

Penelitian ini bermaksud untuk menggali dan menganalisis bagaimana implementasi Program Pemberdayaan Fakir Miskin Melalui Bantuan Langsung Pemberdayaan Sosial di Kelurahan Gubukusuma Kecamatan Tidore Utara Kota Tidore Kepulauan sebagai salah satu usaha strategis untuk menambah pendapatan ekonomi keluarga dalam kelangsungan hidup, metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, adapun instrument utama dalam pengumpulan data dilapangan dilakukan melalui wawancara mendalam, observasi partisipatif dan untuk mendapatkan data tambahan ditelusuri pula laporan-laporan tertulis dari Kepala Kelurahan Gubukusuma, Kelompok Usaha Bersama I Kelurahan gubukusuma dan Dinas Sosial Tenaga Kerja dan Transmigrasi Kota Tidore Kepulauan yang berkaitan dengan fokus penelitian. Berdasarkan temuan dilapangan menunjukan bahwa:Pertama, adanya kendala dalam pelaksanaan program seperti keterlambatan informasi oleh pihak kelurahan, informasi yang kurang akurat sehingga terjadi perbedaan penafsiran dari berbagai kelompok sasaran dan sosialisasi program yang kurang intens dan maksimal pada sistem pengembangan program. Kedua, kelompok sasaran/KUBE I mengakui bahwa mereka memiliki kekurangan pengalaman dan informasi tentang pertanian sehingga membutuhkan pendamping yang kompeten, namun pihak pemerintah (Kepala Bidang Sosial) mengatakan bahwa mereka mengalami kekurangan tenaga sumber daya aparatur dan dana monitoring sehingga sulit memberikan pendampingan yang sesuai keinginan kelompok sasaran. Kesimpulan, Implementasi Program Pemberdayaan Fakir Miskin Melalui KUBE Pertanian Kelurahan Gubukusuma Kecamatan Tidore Utara belum memperoleh hasil signifikan baik dari jumlah maupun mutu pelayanan, baik dari sisi strategi pengembangan program dan supervisor/pendamping sosial.

Plantation is the number one business that is mostly cultivated by the people in the City of Tidore Islands. With its geographical location and tropical climate, Tidore is one of the cities with good plantation business development, one of which is coconut plantations. The potential of coconut is so good that it can be developed to improve the community's economy. However, because of this potential, this happens which has not been fully utilized by the community. The conventional method of drying coconuts into copra by the Gubukusuma community is by smoking, of course the results are also different from modern drying which is carried out using a drying machine, the drying system into copra which is carried out using a machine will produce white copra with quality. which is better with a smoking system that produces black or gray copra. Problems that are often encountered by copra coconut farmers who are considered low by copra buyers in the market, departing from the problem of processing coconuts into copra, this is the basis for researchers to conduct research in Gubukusuma Village, namely to find out how much coconut contributes to copra for household income. farmer's ladder. The urgency of the research that the researcher wants to convey from this research is that the local government, especially the Tidore Islands City Government, must strictly monitor the selling price of copra in the market so that there is no price game by copra buyers.

This study aims to determine the impact or influence of administration on community participation in development and development in Sirongo Folaraha Subdistrict North Tidore Subdistrict, Tidore Islands City, with the formulation of the problem "whether the role of administrative services can increase community participation in Sirongo Folaraha Village Office North Tidore District Tidore Islands. The method used in this research is descriptive quantitative method with the help of frequency tables. The variables in this study consisted of two variables, namely the independent variable in the form of administrative services and the dependent variable in the form of public participation. To measure the data obtained using indicators related to each of these variables. The data in this study were obtained by conducting observations, interviews, questionnaires and literature studies. To further accentuate the research, in addition to taking samples from the elements of the kelurahan apparatus, they also took samples from the community as a comparison. Research that there is an impact or influence from administrative services by Sirongo Folaraha village officials with community participation in development, this is obtained by looking at the decline in the distribution of respondent data about significant administrative service variables with community participation.

Tujuan yang ingin dicapai dalam penelitian ini adalah; memberikan gambaran secara deskriptif tentang dampak siaran televisi terhadap perkembangan mental anak di SD Negeri 1 Gubukusuma Kecamatan Tidore Utara Kota Tidore Kepulauan, memberikan gambaran tentang antisipasi orang tua terhadap dampak siaran televise pada perkembangan mental anak di SD Negeri 1 Gubukusuma Kecamatan Tidore Utara Kota Tidore Kepualaun. Metode yang digunakan dalam penelitian ini adalah; populias dan sampel, instrument penelitian, prosedur pengumpulan data, serta teknik analisis data. Berdasarkan penelitian ini maka hasil yang diperoleh adalah siaran televisi sangat berpengaruh terhadap perkembangan mental anak di SD Negeri 1 Gubukusuma Kecamatan Tidore Utara Kota Tidore Kepulauan. Antisipasi orang tua terhadap dampak negatif yang ditimbulkan siaran televisi pada perkembangan mental anak di SD Negeri 1 Gubukusuma Kecamatan Tidore Utara Kota Tidore Kepulauan.

This research was conducted at the Tidore Islands City Transportation Service Office which aims to implement Sea Transportation Passenger Service Standards at the Loleo-Tidore SpeedBoad Port for the Loleo-Tidore Route at the Tidore Islands City Transportation Service and the constraints in implementing passenger service standards. The method used in this study is a qualitative method with a descriptive approach while data collection techniques are carried out through observation, interviews, and documentation. The results of the study indicate that the implementation of sea transportation passenger service standards at the port of Loleo has carried out a large-scale rehabilitation to meet passenger service standards. It can be seen that each passenger in a year can reach 32,361 incoming passengers and 42,428 outgoing passengers. It is better if the Department of Transportation pays more attention to existing infrastructure facilities at the Loleo speedboat port in order to make it easier for passengers to use existing facilities.

The village is the spearhead of development so it needs to be developed, by increasing community participation because successful development will be the pleasure of the community. The purpose of this study was to find out: Village Government Efforts to Increase Community Motivation and Participation in Development in Fluk Village, South Obi District, South Halmahera Regency and Factors Influencing Village Government Efforts to Increase Community Motivation and Participation in Development in Fluk Village, South Obi District, Halmahera Regency South. This study used descriptive qualitative methods, the number of informants in this study was 15 people. Data collection techniques used observation, interviews and documentation. Data analysis techniques used data reduction, data presentation and conclusions. The results of the study show that: first, community participation in development has not been maximized because the village head as the leader in the village has not been able to establish communication and be transparent with the community so that the community's motivation to participate in every development activity is still low. Second, the constraints for the village government are internal factors: communication, transparency of the village head, external factors: level of education, employment, awareness/willingness.

Convict coaching is an action to educate, foster, and guide convicts by improving the mindset and behavior as well as the mentality of each convict while serving his sentence. This study aims to determine the effectiveness of fostering drug convicts and the factors that become obstacles to the implementation of the Effectiveness of Guiding Drug Convicts at the Class IIB Soasio State Detention Center (RUTAN) in the City of Tidore Islands. The type of research used is descriptive qualitative by means of field observations, interviews with 9 informants and documentation. development as stated in the Decree of the Minister of Justice No. M.02.PK.0410 of 1990, while the obstacles found in this study include, the lack of budget obtained from RUTAN, lack of infrastructure, lack of coaching staff, low participation of convicts in coaching.

This study aims to understand the form of the Tidore Resort police strategy in increasing awareness of the traffic of two-wheeled motorized vehicle drivers at the Taman Siswa Road Crossing, Tidore Islands City. As well as to find out the obstacle factors in implementing the Tidore Resort police strategy in increasing awareness of the traffic of two-wheeled motorized vehicle drivers at the Taman Siswa Road Crossing, Tidore City Archipelago.This study uses a qualitative method with a descriptive approach, by means of observation, interviews with 14 informants and documentation. The analysis technique used is data collection, data reduction, data presentation and conclusion.The results showed that the strategy of the Tidore Resort Police in increasing traffic awareness for drivers of two-wheeled motorized vehicles at the Taman Siswa crossroads in Tidore Islands City is still very minimal, because until now there are still many drivers who do not have awareness while driving, and the types of violations that are often It was found that the driver was not wearing a helmet. While the factor that is an obstacle in implementing the traffic police strategy is the lack of Tidore Police Traffic Unit Personnel. This situation proves that the purpose of application in the field is incompatible. This problem causes the way of prosecution and prevention in order to reduce the number of traffic violations is very minimal.
