Abstract

Abstract: The Dynamics of Regional Regulation Formulation in Palembang City was written with the aim of contributing to the development of public policy studies, especially those related to policy formulation, and can be used as a basis for further research and is expected to provide input to local governments in formulating public policies properly so that local governments can produce regional regulations that do not conflict with laws and are accepted by the community. The method used in this article is a type of Policy Research with a qualitative descriptive approach, located at the Palembang City DPRD Office and the Palembang City Regional Government Office. Primary and secondary data will be taken from interviews, observation, and documentation. Informants are determined through the snowball and the purposive method. Based on the results of the study it was found that a policy in the form of a regional regulation would appear due to political forces in the city of Palembang. In conclusion, a policy cannot be adequately implemented if the policy formulation is terrible. A suitable policy formulation will produce a good policy.Abstrak: Dinamika Perumusan Peraturan Daerah di Kota Palembang ini ditulis dengan tujuan memberikan kontribusi bagi pengembangan studi kebijakan publik, terutama yang terkait dengan perumusan kebijakan serta dapat dijadikan pijakan bagi penelitian selanjutnya serta diharapkan dapat memberikan bahan masukan kepada pemerintah daerah dalam merumuskan kebijakan publik dengan baik sehingga pemerintah daerah dapat menghasilkan peraturan daerah yang tidak bertentangan dengan undang-undagan dan diterima oleh masyarakat. Metode yang digunakan dalam artikel ini adalah jenis Policy Research dengan pendekatan deskriptif kualitatif, berlokasi di Kantor DPRD Kota Palembang dan Kantor Pemerintah Daerah Kota Palembang. Data primer dan sekunder diambil dari wawancara, observasi dan dokumentasi. Informan ditentukan melalui metode snowball dan metode purposive. Berdasarkan hasil penelitian ditemukan bahwa sebuah kebijakan berupa peraturan daerah akan muncul disebabkan oleh kekuatan politik di Kota Palembang. Kesimpulan sebuah kebijakan tidak dapat diimplementasikan dengan baik apabila formulasi kebijakannya buruk. Formulasi kebijakan yang baik akan menghasilkan good policy.

Abstract

Tourism development is a significant phenomenon carried out by the government, this is due to changes in lifestyle in society, especially Indonesian people who prefer to travel. In the current era, the government relies heavily on the tourism sector to increase state foreign exchange and local revenue. However, the fact is that tourism development in Indonesia raises several new problems that need to be found for solutions so that the tourism sector can be superior. Based on this description, the Annisa Dwi Salfaritzi Palembang College of Administration and Government held community service activities through the theme of Government Governance in the Development of Tourism Areas in Burai Village, Ogan Ilir Regency. Tourism development aims to increase economic growth so that it can impact the welfare level of South Sumatra Province people in general, Burai Village, Ogan Ilir Regency in particular. The method used is socialization and assistance to the community. The solution to resolving government governance problems in developing the tourism area in Burai Village is forming a food business group, empowering environmentally based purun craftsmen groups, and mentoring and training craftsmen groups.
