Abstract

Sejak berdirinya PDAM Tirta Ogan didapati adanya fenomena kelemahan pelaksanaan Good Corporate Governance (GCG) dalam praktiknya. Penelitian ini bertujuan untuk mengetahui pelaksanaan prinsip GCG serta segala problem yang menyangkut dengan masalah itu secara komprehensif. Penelitian ini menggunakan metode analisis data dengan menggunakan metode kualitatif. Berdasarkan hasil penelitian dan pembahasan mengenai kesesuaian tata kelola PDAM Tirta Ogan Kabupaten Ogan Ilir dengan prinsip-prinsip Good Corporate Governance (GCG) yang dilihat dari aspek keuangan, aspek teknis dan operasional dan aspek kelembagaan maka dapat disimpulka bahwa masih jauh kesesuaiannya dengan prinsip-prinsip Good Corporate Governance (GCG). Ketidaksesuaian tata kelola perusahaan dengan prinsip-prinsip korporasi mengakibatkan PDAM Tirta Ogan tidak mampu melaksanakan fungsi yang dimiliki sebagai BUMD belum bisa diwujudkan yaitu mensejahterakan masyarakat PDAM masih terkendala dengan pelayanan yang masih jauh dari harapan, dan juga PDAM belum mampu meraup keuntungan sama sekali tidak bisa dicapai karena PDAM Tirta Ogan masih mengalami kerugian.

Abstract

Tourism development is a significant phenomenon carried out by the government, this is due to changes in lifestyle in society, especially Indonesian people who prefer to travel. In the current era, the government relies heavily on the tourism sector to increase state foreign exchange and local revenue. However, the fact is that tourism development in Indonesia raises several new problems that need to be found for solutions so that the tourism sector can be superior. Based on this description, the Annisa Dwi Salfaritzi Palembang College of Administration and Government held community service activities through the theme of Government Governance in the Development of Tourism Areas in Burai Village, Ogan Ilir Regency. Tourism development aims to increase economic growth so that it can impact the welfare level of South Sumatra Province people in general, Burai Village, Ogan Ilir Regency in particular. The method used is socialization and assistance to the community. The solution to resolving government governance problems in developing the tourism area in Burai Village is forming a food business group, empowering environmentally based purun craftsmen groups, and mentoring and training craftsmen groups.

Abstract

This study examines the implementation of the Palembang Parking Information Application System (SIAPP) as an e-Government initiative in urban parking services. Existing research on digital and smart parking systems has largely focused on their technical design and performance, with limited insight into how they are implemented and maintained within local government institutions. To address this gap, this study analyzes the institutional, organizational, and managerial factors that shape SIAPP's effectiveness. A qualitative descriptive approach was employed, using in-depth interviews, field observations, and document analysis to capture the dynamics of implementation in practice. The findings indicate that SIAPP has facilitated a shift from manual to ICT-based parking management, thereby improving operational efficiency, transparency, and accountability, and increasing local government revenue. Digital record-keeping and information accessibility have strengthened oversight and helped reduce illegal parking practices. However, the results also reveal uneven implementation outcomes. Institutional and policy support emerged as key enabling factors, while limited human resource capacity and the continuation of partially manual administrative processes limited the system's performance despite adequate technological infrastructure. The study further demonstrates that SIAPP generates value for both the government and citizens, particularly through improved revenue control and increased service trust. These findings underscore that effective e-Government implementation in urban services depends not only on technological readiness but also on sustained institutional commitment, capacity building, inter-agency data integration, and public engagement, which offer relevant policy insights for urban digital governance.
