Abstract

Sebagai negara anggota International Labour Organization (ILO), Indonesia dan Singapura menerapkan standar ketenagakerjaan yang sejalan, termasuk ketentuan bagi pelaut sebagaimana diatur dalam Maritime Labour Convention (MLC) 2006. Penelitian ini bertujuan menelaah kedisiplinan pelaut Indonesia dalam pengurusan sijil di Atase Perhubungan Singapura. Metode yang digunakan adalah deskriptif kualitatif dengan penekanan pada pemahaman kontekstual atas praktik pengurusan dokumen. Hasil menunjukkan bahwa kedisiplinan dipengaruhi oleh faktor internal (rasa tanggung jawab) dan faktor eksternal (dukungan serta norma lingkungan kerja). Implementasi prosedur pada dasarnya telah berjalan, namun belum optimal; masih dijumpai pelaut yang menunda pengurusan “sijil turun” lebih dari satu tahun, menandakan celah pemahaman terhadap ketentuan MLC 2006 mengenai hak repatriasi. Temuan ini mengimplikasikan perlunya sosialisasi terarah, penguatan pengawasan, serta penyederhanaan/penegakan prosedur agar kepatuhan meningkat dan hak-hak pelaut terpenuhi.   As member states of the International Labour Organization (ILO), Indonesia and Singapore apply broadly aligned labour standards, including provisions for seafarers under the Maritime Labour Convention (MLC) 2006. This study examines the discipline of Indonesian seafarers in processing the required certificates at the Indonesian Transport Attaché in Singapore. A qualitative descriptive approach is employed to capture contextual practices in document handling. Findings indicate that discipline is shaped by internal factors (sense of responsibility) and external factors (workplace environment and norms). While procedures are in place, implementation is not yet optimal; some seafarers delay processing the sign-off certificate (“sijil turun”) for more than one year, indicating limited understanding of MLC 2006 provisions on the right to repatriation. The results suggest the need for targeted outreach, stronger oversight, and simplified/enforced procedures to improve compliance and safeguard seafarers’ rights.
