Abstract

Kegiatan pengabdian pada masyarakat ini bertujuan untuk: 1) membantu meningkatkan kualitas khususnya kapasitas kelembagaan dalam pengelolaan Bumdes Desa Pamboborang dan; 2) menganalisa potensi desa yang bisa diamnfaatkan guna pengembangan bidang usaha Bumdes Desa Pamboborang. Pengelolaan Badan Usaha Milik Desa (BUMDES) yang optimal dapat memberikan dampak yang positif terhadap peningkatan kesejahteraan masyarakat desa. Untuk mewujudkan pencapaian tersebut, maka perlu dilakukan pendampingan pengelolaan BUMDES termasuk di dalamnya melaksanakan analisis pengembangan. Adapun beberapa tahap yang dilakukan yaitu: 1) pelaksanaan workshop dengan beberapa anggota BUMDES serta aparat desa; 2) melakukan forum group discussion untuk menggali potensi desa yang dapat dikelola; dan 3) menyusuan laporan hasil analisis yang berguna sebagai bahan dalam pengelolaan BUMDES. Pelaksanaan pengabdian masyarakat terkait pendampingan pengembangan BUMDES dilakukan baik secara daring maupun luring dengan tetap menerapkan protokol kesehatan. Hasil analisis pengembangan BUMDES menunjukkan bahwa adanya sektor yang berpotensi untuk dikelola baik sektor pariwisata, perkebunan, maupun hasil produk olahan dari masyarakat.

Abstract

This study aims to determine competency variables based on Spencer's theory which reveals that there are five main competency characteristics that affect individuals, namely, knowledge, skills, self-concept/attitude, traits, and motives. motives). In this study, the competence seen was from the aspects of knowledge, skills, and attitudes of employees towards their work at the Office of the Social Service of Polewali Mandar Regency. This type of research is descriptive qualitative. Data collection techniques carried out are through interviews, observation, and documentation. The research data obtained were then processed using qualitative analysis, namely data reduction, data presentation and conclusion. The results showed that the competence of employees at the Social Service Office of Polewali Mandar Regency was sufficient. This can be seen based on the good results of the indicators of knowledge and skills. However, related to attitude indicators, there are differences in the level of satisfaction among employees with their work. This needs to be considered so that employees can maximize their performance as state civil servants.

Abstract

The implementation of Good Governance can be seen as part of the effort to implement democratic principles in public services. Given the current situation in public services that requires the implementation of Good Governance to achieve good organizational goals, human resources such as bureaucracy must have the qualities and attitudes of Good Governance principles to achieve those goals. This study aims to determine the implementation of Good Governance at the Tubbi Taramanu Sub-district Office in Polewali Mandar Regency. The research design used was descriptive quantitative research. The results of this study show that the implementation of Good Governance at the Tubbi Taramanu Sub-district Office in Polewali Mandar Regency has a fairly good quality in terms of efficient public services that meet the needs and facilitate administrative services for the community. Based on the reference to the aspect of e-KTP service efficiency, it is known that the results of the study show the percentage of each efficiency indicator, which includes successful and effective (2.82%), real work distribution (3.82%), rationality of authority and responsibility (2.94%), and real work procedures (2.88%). Based on the average/overall value, each of these indicators obtained an efficiency percentage of 2.88%, which is categorized as Efficient.

Abstract

Budget politics is a strategic part of regional development. Sustainable regional development is closely related to the Regional Expenditure Budget. This study seeks to reveal how actor relations are in the formulation of Local government budgetPolicy in Polewali Mandar Regency in 2025, the actors in question are the executive represented by the Regional Government Budget Team and the legislative represented by the Local Legislative Assembly Budget Agency. It is interesting because the preparation of the 2025 Local government budgetwill be carried out in 2024 which is a political year and a year of leadership transition with the simultaneous Legislative and Regional Elections. This research uses a qualitative approach that with the type of case study of the object or social reality being researched, it is holistic, complex, dynamic and full of meaning. The results of the study found that the actors involved in the preparation of the Regional Expenditure Budget are very dominated by formal executive and legislative actors, there is no room for informal actors. The transition period of executive leadership and legislative membership transition is not an obstacle to formulating the 2025 Local government budget. Compromise and Consensus are produced in their entirety by prioritizing the principle of togetherness and the welfare of citizens (constituents). The Compromise aspect in the preparation of the 2025 Local government budgetis carried out by means of formal lobbying between the executive and the Legislature. The Consensus aspect was reached several agreements on efforts to make the Local government budgethealthy (no deficit), the alignment of the Local Government Budget with the Local go government medium term (5 year) development plan and Local Government Budget as much as possible in line with the visions and missions of the elected regent.
