Abstract

ABSTRAKQlue (PT Qlue Performa Indonesia) adalah perusahaan teknologi yang mengembangkan ekosistem smart city di Indonesia. Qlue Manado adalah aplikasi yang dapat digunakan warga untuk melaporkan peristiwa yang terjadi seperti banjir, tindak kriminal, kebakaran, dan lain-lain. Laporan warga akan direspon untuk ditindaklanjuti. Tujuan penelitian ini adalah untuk mengetahui dan menjelaskan efektivitas dari aplikasi Qlue di Kota Manado. Penelitian ini mengunakan metode penelitian kualitatif. Hasil penelitian yang didapat berupa: Pertama pemberian layanan kepada masyarakat oleh dinas komunikasi dan informatika kota Manado lewat jarak jauh dengan bekerja sama dengan PT. Qlue Indonesia agar pelayanan publik lebih maksimal kepada masyarakat Indonesia terlebih khusus masyarakat Kota Manado provinsi Sulawesi Utara. Kedua Tata cara Dinas Komunikasi dan Informatika Kota Manado melayani masyarakat mengikuti sesuai dengan Standar Operasional Procedur (SOP) dalam melayani masyarakat kota Manado lewat layanan informasi aplikasi Qlue serta bekerja sama dengan dinas-dinas terkait seperti dinas Perhubungan kota Manado, Dinas PUPR kota Manado, dan dinas-dinas lainnya yang ada di kota Manado, dan beserta tugas dari struktur organisasi dari dinas komunikasi dan informatika kota Manado.[i]Kata Kunci : Efektivitas,  Aplikasi  Qlue dan  Pelayanan Publik[ii][iii] ABSTRACTQlue (PT Qlue Performa Indonesia) is a technology company that develops smart city ecosystem in Indonesia. Qlue Manado is an application that can be used by residents to report events such as floods, crimes, fires, and others. Citizen reports will be responded to for follow up. The purpose of this study was to determine and explain the effectiveness of the Qlue application in Manado City. This research uses qualitative research methods. The results obtained are in the form of: First, the provision of services to the community by the communication and informatics office of the city of Manado via long distance in collaboration with PT. Qlue Indonesia so that public services can be maximized to the Indonesian people, especially the people of Manado City, North Sulawesi province. Second, the procedures for the Manado City Communication and Informatics Service to serve the public follow the Standard Operating Procedure (SOP) in serving the people of the city of Manado through the Qlue application information service and in collaboration with related agencies such as the Manado City Transportation Service, Manado City PUPR Service and the -Other services in the city of Manado, and along with the duties of the organizational structure of the Manado city information and communication office. Keywords: Effectiveness, Qlue Application and Public Service

Abstract

This study aims to analyze the implementation of the Manado standby 112 call center service program in Manado City. The research was conducted from March to April 2023 in the Regional Technical Implementation Unit (UPTD) room located on the 2nd floor of the Manado City Hall building. The data analysis technique used in this study is an interactive qualitative technique. The results of the study are that there are several things that can support emergency complaint services maximally. The first factor is good cooperation between OPDs, where all OPDs join in carrying out the emergency complaint service process in this program. Friendly, fast and responsive service is the second factor, because this program does require fast service in dealing with emergencies in the City of Manado.
