Abstract

AbstractThis article examines find out how the implementation of herbal medicine licensing in public health efforts at The Surakarta City. This study was a non doctrinal research. The research approach was qualitative with problem based research. The types of data used were primary and secondary data. Technique of collecting data used was interview, observation and documentation. Data analysis was carried out using interactive analysis model. The results showed that  firstly the implementation of licensing still uses the old regional government regulation that do not refer to the new central government regulation. This made a variety of forms of traditional herbal healthcare permit at The Surakarta City. In addition, the program of socialization, guidance and supervision by the Public Health Office of Surakarta was still not optimal. Secondly, the problems affecting the implementation of licensing of herbal medicine at The Surakarta City is divided into aspect of legal structure, legal substance and legal culture. Thirdly, solution programs has been done by Public Health Office of Surakarta but not yet optimal. This was evidenced by the practice of traditional herbal health services licensed as much as 42 percent. Keywords: Licensing; Traditional Medicine; HerbalAbstrakArtikel ini mengkaji bagaimana pelakasaanan perizinan pengobatan herbal dalam upaya kesehatan masyarakat di Kota Surakarta. Jenis penelitian dalam penulisan ini adalah nondoktrinal. Pendekatan penelitian bersifat kualitatif dengan penelitian berdasar masalah. Jenis data yang digunakan adalah data primer dan data sekunder. Teknik pengumpulan data yang dipergunakan adalah wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan menggunakan model analisis interaktif. Hasil penelitian menunjukkan bahwa pertama pelaksanaan perizinan masih menggunakan peraturan daerah lama yang tidak mengacu dengan peraturan pemerintah pusat yang baru. Ini membuat beragamnya bentuk izin upaya kesehatan tradisional herbal di Kota Surakarta. Selain itu, program sosialisasi, pembinaan dan pengawasan oleh Dinas Kesehatan Kota Surakarta  masihbelum optimal. Kedua, kendala yang mempengaruhi pelaksanaan perizinan pengobatan herbal di Kota Surakarta dibagi menjadi aspek struktur hukum, aspek substansi hukum dan aspek budaya hukum. Ketiga, program solusi sudah dilakukan oleh Dinas Kesehatan Kota Surakarta tetapi belum optimal. Hal ini dibuktikan dengan praktik pelayanan kesehatan tradisional herbal yang berizin sebanyak 42 persen. Kata Kunci: Perizinan; Pengobatan Tradisional; Herbal

Abstract

The 2023 expansion of Indonesia's National Health Insurance (JKN) to 95.2% coverage and the rising burden of non-communicable diseases have driven increases in patient length of stay and inpatient visits, yet hospital bed distribution remains uneven across provinces, causing patient backlogs and delays in critical care. To comprehensively review demand, supply, and policy factors affecting inpatient unit utilization, measured by the Bed Occupancy Rate (BOR), in literature published from 2020 to 2025. A Literature Review was conducted using the PEOS framework (Patient, Exposure, Outcome, Studies). Articles were sourced from Science Direct, SpringerLink, and ProQuest, followed by deduplication, title/abstract screening, and full-text selection based on inclusion-exclusion criteria. The PRISMA flowchart guided the screening process to ensure alignment with PEOS. Out of 57 identified articles, 20 met the criteria for full analysis. Findings indicate that patient demand, bed supply capacity, and financing and referral policies significantly influence BOR. However, no study was found that integrates all three aspects comprehensively. Demand, supply, and policy are key determinants of hospital bed utilization. Further research examining their interactions is needed to develop strategic recommendations for capacity management and equitable access to inpatient services.
