Abstract

HIRADC (Hazard Identification, Risk Assessment and Determining Control) is one of the K3 programs in ports that identifies hazards in activities or work processes. Initial interview results showed that there had been an incident during the loading and unloading process at PT Pelindo Dumai which caused minor injuries such as slipping, broken bones and hitting the head. Observation results also found that there were workers who did not use Personal Protective Equipment (PPE). This research aims to determine and analyze the risk of work accidents using the HIRADC method among container loading and unloading workers at PT Pelindo Dumai I in 2023 through the variables of hazard identification, risk assessment and risk control. This type of research is observation with a qualitative analytical approach, and was carried out in July 2023 through document searches, direct observation, and in-depth interviews with 5 informants, namely 1 person from the K3 section as key informant, 3 workers loading and unloading crates packing as the main informant and 1 Supervisor as a supporting informant. The results of the research show that in the three stages/process of container loading and unloading, 25 sources of danger have been identified and the results of the risk assessment obtained a low risk level of 20% with a total of 5 sources of danger, a moderate risk level of 44% with a total of 11 sources of danger and a high risk level of 30 % with a total of 9 sources of danger. The form of hazard control commonly implemented at Pelindo I is the use of PPE. The company should remain consistent in implementing briefings and emphasizing the use of PPE. Apart from that, workers also need to take active relaxation breaks to relax muscle tension due to work.

Abstract

Indonesia merupakan salah satu negara dengan pengelolaan sampah anorganik yang kurang berjalan maksimal terkhususnya di Kota Pekanbaru. Seperti perilaku 3-R masih jarang dilakukan di setiap rumah tangga yang disebabkan kurangnya kesadaran dari masyarakat serta kurangnya edukasi dari pihak pemerintahan. Tujuan penelitian ini untuk Mengetahui Pengelolaan Sampah Anorganik di Kecamatan Binawidya Kota Pekanbaru Tahun 2021. Penelitian ini merupakan penelitian kualitatif deskriptif menggunakan metode wawancara mendalam dan observasi lapangan dengan jumlah 6 orang informan, variabel yang diteliti yaitu sumber daya manusia, anggaran, sarara dan prasarana, reduce, reuse, recycle, pemilahan, pengumpulan dan pengangkutan sampah. Hasil penelitian menunjukkan sumber daya manusia yang tersedia masih belum mencukupi untuk pengelolaan sampah anorganik, sarana dan prasarana yang sudah ada walaupun masih ada kekurangan, masyarakat yang sudah mulai memiliki kesadaran dalam melakukan 3R walaupun sulit untuk mengajak masyarakat dalam melakukan kegiatan 3R serta proses pengelolaan sampah yang sudah mulai berjalan dengan baik di Kecamatan Binawidya. Saran yang dapat peneliti sampaikan yaitu agar sumber daya manusia dan peralatan untuk pengelolaan sampah anorganik dapat ditambahkan lagi agar kinerja dari bank sampah dapat berjalan maksimal. Indonesia is one of the countries with anorganic waste management thatis not running optimally, especially in Pekanbaru City. Such as 3-Rbehavior is still rarely carried out in every household due to lack ofawareness from the community and lack of education from thegovernment. The purpose of this study is to determine Anorganic WasteManagement in Binawidya District, Pekanbaru City in 2021. Thisresearch is a descriptive qualitative research using in-depth interviewsand field observation with a total of 6 informants, the variables studiedNare human resources, budget, facilities and infrastructure, reduce,reuse, recycle, sorting, collecting and transporting waste. The resultsshow the available human resources are still not sufficient for anorganicwaste management, existing facilities and infrastructure although thereare still shortcomings, people who have started to have awareness indoing 3R although it is difficult to invite the community to carry out 3Ractivities and waste management processes that have beenimplemented started well in Binawidya District. Suggestions thatresearchers can convey are that labor and equipment for anorganicwaste management can be added again so that the performance of thewaste bank can run optimally.
