Abstract

ABSTRAK Tourism Information Center (TIC) is a form of public service under the authority of the Departement of Youth, Sports, and Tourism in supporting national tourism programs in providing services of promotional media, travel advice and support, and providing of tourism education. The purpose of this study was to find out how effective the implementation of TIC in the development of tourism in Sidoarjo District, to analyze the supporting and inhibiting factors, as well as what efforts carried out by the government in overcoming these obstacles. This study uses a qualitative method with an inductive descriptive approach that aims to describe phenomena related to the scope of research. Data collection is carried out using documentation, interview, and observation techniques. The results showed that Tourism Information Center providers held in Sidoarjo District, East Java Province have not been effective if measured based on Effectiveness Theory by Sondang P Siagian (2015:20-21). This is because in its implementation there are still some shortcomings including limited funds, lack of human resources, and lack of socialization and promotion of TIC. Keyword: Tourism Information Center (TIC), Role, Supproting and Inhibiting Factors ABSTRAK Tourism Information Center (TIC) adalah suatu bentuk public service yang penyelenggaraannya berada di bawah wewenang Dinas Kepemudaan, Olahraga, dan Pariwisata dalam mendukung program pariwisata nasional dalam memberikan layanan berupa media promosi, travel advice and support, dan sebagai sarana edukasi pariwisata. Tujuan penelitian ini adalah untuk mengetahui bagaimana efektivitas penyelenggaraan TIC dalam pengembangan pariwisata di Kabupaten Sidoarjo, mengurai faktor pendukung dan penghambat, serta upaya apa saja yang dilakukan oleh pemerintah dalam mengatasi hambatan tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif induktif yang bertujuan untuk menggambarkan fenomena yang terkait dengan lingkup penelitian. Pengumpulan data dilaksanakan dengan menggunakan teknik dokumentasi, wawancara, dan observasi. Hasil penelitian menunjukkan bahwa penyedia layanan informasi pariwisata TIC yang diselenggarakan di Kabupaten Sidoarjo Provinsi Jawa Timur belum berjalan efektif jika diukur berdasarkan Teori Efektivitas oleh Sondang P Siagian (2015:20-21). Hal ini disebabkan karena dalam penyelenggaraannya masih menemui beberapa kekurangan antara lain keterbatasan dana, kurangnya sumber daya manusia, dan kurangnya sosialisasi dan promosi TIC. Abstract

The merit system stands as a cornerstone in human resource management, emphasizing qualifications, competencies, and performance across various facets such as planning, recruitment, payroll, development, promotion, retention, discipline, and retirement of employees. However, the implementation of this system within the Malang Regency Government reveals gaps, particularly in the fulfillment of positions, notably within sub-districts and kelurahans. This research delves into the challenges surrounding the promotion of civil servants in echelon III and IV positions based on the merit system. The aim is to scrutinize the promotion process and Strategies adopted by the Malang Regency government, East Java Province. Employing a qualitative approach with a case research method, primary data is gathered from interviews with informants, complemented by secondary data derived from documentation. Through techniques such as interviews, documentation, and observation, qualitative data analysis is conducted. The promotion strategy is further evaluated using a SWOT analysis, pinpointing strengths, weaknesses, opportunities, and threats. Findings reveal that vacancies in sub-districts stem from employees' educational levels, often limited to high school qualifications, leading to the appointment of personnel through PLT. The Department of Human Resources (BKPSDM) endeavors to incentivize employees to pursue higher education. Notably, nine key indicators—honesty, discipline, work performance, cooperation, proficiency, loyalty, leadership, communication, and education—emerge as crucial in promotion evaluations, though challenges persist, particularly in meeting education and discipline requirements. The SWOT analysis aids in identifying priority programs and activities essential for advancing promotion based on the merit system in Malang Regency, East Java Province.

Abstract

Apparatus resources are one of the most important factors in a government institution in addition to other factors such as money, technology-based tools such as computers, the internet. Therefore, natural resources management should be carried out in a professional way so that a balance between the capabilities of natural resources and organizational needs can be realized so that they can develop productively. In Government Regulation No. 11/2017 concerning Civil Servant Management, which contains competency development, which is followed by Circular Letter No. 28/2021 which regulates Competency Development for Civil Servants through the Education route. BKPSDM Badung Regency, Bali Province plays a very important role in improving the performance of quality employees through training programs. In the implementation of the management of BKPSDM civil servants, they encounter obstacles, both internal and external obstacles. The purpose of the research is to analyze how the Development of Apparatus Resource Competency through Training at BKPSDM Badung Regency, Bali Province. Methods: This research is a qualitative method. The results of the research show that the development of Civil Servant competencies organized by the Badung Regency BKPSDM has been carried out well but is not optimal. There are several factors that hinder the development of civil servant competencies through training, including facilities and infrastructure, lack of budget allocation for training programs, lack of employee motivation. So it can be concluded that the Badung Regency BKPSDM has been quite helpful in terms of making the wrong implementation of training effective, although it can still be said that it is not optimal.

Abstract

Pelayanan kenaikan jabatan fungsional arsiparis merupakan tanggung jawab dari Badan Kepegawaian Daerah dalam mengembangkan karir jabatan fungsional arsiparis didaerah. Dalam masa pandemi covid-19 pelayanan yang diberikan harus mampu beradaptasi dengan kondisi pandemi covid-19 yang telah ditetapkan sebagai bencana nasional non-alam di Indonesia. Tujuan penelitian ini adalah untuk mengetahui efektivitas pelayanan kenaikan jabatan fungsional arsiparis pada masa pandemi covid-19 di Badan Kepegawaian Daerah Provinsi Kalimantan Barat. Penelitian ini menggunakan jenis penelitian analisis deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik dokumentasi dan wawancara. Teknik analisis data terdiri dari reduksi data, display data dan verifikasi data berdasarkan pada tolak ukur efektivitas. Hasil penelitian menunjukan bahwa pelayanan kenaikan jabatan fungsional arsiparis belum berjalan dengan efektif. Terbukti dari tidak tercapainya target pelayanan pada masa pandemi covid-19, ketidakmampuan pelaksana pelayanan dalam melakukan adaptasi dengan pandemi covid-19, menurunnya kepuasan kerja jabatan fungsional arsiparis serta kurangnya tanggung jawab dari Badan Kepegawaian Daerah Provinsi Kalimantan Barat dalam melakukan pelayanan kenaikan jabatan fungsional arsiparis. Mengatasi hambatan tersebut maka Badan Kepegawaian Daerah Provinsi Kalimantan Barat perlu membuat inovasi pelayanan kenaikan jabatan fungsional arsiparis, malakukan sosialisasi kenaikan jabatan fungsional arsiparis serta mengembangkan kapasitas pelayanan kenaikan jabatan fungsional arsiparis.
