Abstract

Celebrating its fifth-year of implementation, the National Health Insurance System (NHIS) have been facing several problems including the chronic deficit on Healthcare and Social Security Fund (HSSF) up to 11,69 Trillion Rupiah. Using a descriptive qualitative and quantitative method, The Corruption Eradication Commission conducted a research to examine the cause of deficit by looking at the governance and corruption prevention mechanism in this policy. The result of this study highlights and suggests significant improvement on strategic purchasing policies, operational side, and contribution collection, so that the NHIS program can run more effectively, efficiently, and also able to close the loopholes

Abstract

Hajj pilgrimage cost (Biaya Penyelenggaraan Ibadah Haji/BPIH) requires around IDR 14 trillion every year. BPIH consists of direct and indirect costs, in which the largest cost component is the airfare reaching 86% of pilgrim deposits in 2019. This study shows that there is BPIH inefficiency that is caused by the disorganized appointment of the embarkation points and the division of flight groups that does not optimize aircraft capacity and airport capabilities. Through the operation research approach, this study models optimization BPIH by determining regional allocations of the pilgrims to embarkation points. The study aims to provide an alternative decision making for the Ministry of Religion in implementing an embarkation zoning policy so that BPIH becomes more efficient, transparent, and free from corruption.

Abstract

In poor rural areas, stunting threatens the health and nutrition of children aged five and under. Despite persistent efforts, Indonesia's stunting rate remains high. The primary objective of this study is to assess the effectiveness of programs designed to mitigate stunting. The e-PPGBM data analysis investigates whether there is a connection between potential corruption and the allocation of funds for a nutritional program in 2023. This study uses cost-benefit analysis to compare government program budgets with the potential benefits of taxable income as an indicator of potential state financial losses. The study's findings indicate that implementing local food-based feeding programs will have a favorable impact on state revenue. However, budget limitations on the program preclude interaction with the entire target group and the collection of substantially higher income tax, which might cost the state in the future. Furthermore, the study found the potential for financial losses for the state due to inaccurate aid recipient selection, which could cause the program to fall short of its intended results. From an academic perspective, this study advises health sector government officials to rely on data and evidence to meet program objectives without harming state budgets.
