Abstract

This research aims to look at the phenomenon of bureaucratic politicians in Indonesia from a public administration perspective. The research method used by the researcher is qualitative research using the desk research method, where the research results obtained by the author are analyzed using the theory of bureaucratic political control. The results of this research show that bureaucratic politicization in Indonesia is often found during political contestation, namely general elections (Pemilu) and regional head elections (Pilkada). In the scientific scope of public administration, the dichotomy of politics and administration is proof that political and administrative issues cannot be combined. In the context of bureaucratic politicization, political and bureaucratic control should be able to protect State Civil Servants (ASNs) from violating ASN neutrality. Unfortunately, these ASN individuals are willing to sacrifice their integrity just to fulfill their personal interests rather than prioritizing the public interest, namely community satisfaction. Apart from that, the politicization of the bureaucracy will only hinder the ideals of the Indonesian bureaucracy, which prioritizes a merit system. To minimize bureaucratic politicization in Indonesia, several strengthening strategies are needed, such as (1) optimizing SBT (Integrated Sharing System), (2) strengthening relationships between interrelated stakeholders, (3) maximizing the role of whistleblowers in each agency and providing guarantees of protection, and (4) imposing strict sanctions.

Abstract

Paket Layanan Komplit is a innovation form Karanganyar civil registry service in order to give civil administration service from anywhere. This innovation undoubtedly facilitates the application process for service seekers. However, there remains an issue with a high percentage of rejections, particularly concerning the “Paket Layanan 2: Pindah Datang”. This is an interesting thing to research, especially how the service quality from “Pindah Datang” service by “Paket Layanan Komplit” is based on the perceptions and expectations of service users. This research measured by using the E-Govqual theory proposed by Papadomichelaki & Mentzas (2012), which consists of indicators such as efficiency, reliability, trust, and citizen support. This research analyze how the quality public service by using descriptive quantitative method with importance performance analysis that consisting of analysis of the suitability level and quadran analysis IPA with diagonal model. The result, suitability level of all attributes is 91,26% which means quite good, with the lowest value is 89,38% on the TR1 attribute (user data is secure) and the higher value is 94.42% on the CS4 attribute (Employees have the ability to convey trust and confidence). The priority improvement in this case is EF7 attributes (Information about field's completion are clear and detailed), RE3 attribute (service process is carried on time), and EF6 attribute (information provided is updated reguraly).

Abstract

Liquid organic fertilizer is a fertilizer whose basic ingredients come from animals or plants that have undergone fermentation, and the product is in liquid form. Training on making liquid organic fertilizer (POC) by utilizing household organic waste and agricultural waste was carried out in Blungun Village, Jepon District, Blora Regency, on August 4, 2025. The purpose of this research is to increase the awareness and skills of the Blulung Village community in utilizing organic waste as a basic material for making liquid organic fertilizer (POC). The training method used by the community service team for the community service partners was carried out through several methods, namely the compaction method and question and answer. Through training activities, it is hoped that it can increase the participants' understanding of how to turn unused organic waste into something valuable.

Abstract

The sudden shift from a traditional work system to a remote work system / Work From Home (WFH) due to the COVID-19 pandemic raises questions about how this condition affects employee productivity and performance achievement. This study aims to analyze the impact of Work From Home (WFH) implementation on employee performance at the Regional Office of the Directorate General of Taxes East Java III during the 2019–2020 period. This study focuses on comparing Employee Performance Achievement (EPA / CKP) before and during WFH to understand whether this policy has a significant impact on employee performance. Employee performance in this study is measured based on annual CKP, which includes assessments from direct supervisors and the achievement of Key Performance Indicators (KPI / IKU). The analysis was conducted using regression methods in the SMART PLS software, with independent variables including gender, age range, job cluster, and office location. The study results indicate a decline in the average CKP during WFH, although the degree of decline varies. Employees whose jobs require direct interaction with taxpayers (TP / WP) experienced a more significant impact than those who do not interact directly. From a demographic perspective, female employees demonstrated better performance resilience than male employees, while younger employees adapted more easily to remote work patterns than senior employees. Conversely, office location did not have a significant influence on changes in employee performance due to the relatively equal technological infrastructure across the research area. This study concludes that WFH implementation has varying impacts on employee performance at Regional Office of the Directorate General of Taxes East Java III. In general, there was a decline in the average CKP during WFH, indicating challenges in adjusting to remote work patterns. However, some employees managed to adapt to this work system and even showed improved performance. The study results also indicate that the examined variables have not fully captured the factors influencing employee performance comprehensively, suggesting the need for further research to explore other variables contributing to changes in employee performance during WFH.
