Abstract

For the Regency/City General Election Commission (KPU) that does not hold the 2020 Regional Head General Election (Pilkada), the annual budget is only sufficient for operational and personnel expenditure. The lack of operational budget led the KPU leadership to look for ways to make operational activities run with innovation and using the minimum budget or without the budget. This study aims to determine how programs and activities can run with minimal or no budget with innovation and motivation from leaders and staff. This research method uses qualitative methods with primary data collection techniques through in-depth interviews and secondary data through literature studies. The results showed that programs and activities could run with minimal or no budgets accompanied by strong motivation from the leadership and staff. The conclusion of this research is that programs and activities can run along with strong innovation and motivation.

Abstract

The current condition of the COVID-19 pandemic has made government offices implement work from home this has resulted in a large number of official archives, , especially the letter of responsibility (SPJ) for official travel and the letters that come in every day make the archives pile up and also the archives that do not fit to accommodate the archives, the implementation of activities that are hampered because the disposition letter of the leadership has not been dropped and the use of Simaya's correspondence application by The leadership of the DPRD and the DPRD Secretariat who have not been integrated into accelerating the disposition of program implementation policies. This makes SKPD leaders need a strategy to reduce the archives that keep coming and integrate programs and activities. One of the strategies is to digitize archives. This study uses a qualitative method by conducting interviews with related actors, namely archivist functional officers and structural officials as well as secondary data staff. The results of the study show that innovation and archive management, one of which is archive digitization, can reduce the place to accommodate archives, work faster in data access, and can support improving the performance of the Probolinggo City DPRD.

Abstract

As one of the requirements for the management of Building Approval (PBG), the City Plan Description (KRK) must be fulfilled by article 19 PP 16 of 2021 concerning Building Buildings. So far, the City Plan That contains the designation and intensity of the building is based on the Detailed Plan of Urban Spatial Planning (RDTRK) or the Building and Environmental Planning Plan (RTBL). The public is still many who do not know about the City Spatial Plan because it has not been socialized by RDTRK and RTBL and is still limited through the Regency / City Government website. Spatial Planning products have not been digitally packaged through the WEB and Android applications. The purpose of this research is to analyze the readiness of organizational capacity and resources (HR, infrastructure, e-KRK and budget) in preparing e-KRK based on the Digital Spatial Plan and cultural readiness of the community in information technology for e-KRK licensing. This research uses the Qualitative Descriptive method. Primary data collection through in-depth interviews with staff who handle SKRK in districts/cities that have implemented KRK and secondary data through websites, media mas, journals, and others. Data analysis by performing data reduction steps, presentation, and conclusion or verification. The results of this study are expected to increase KRK service performance with the provision of electronic KRK (e-KRK) based on RDTRK and RTBL digital by Government Regulation 16 of 2021 concerning Building Buildings and Government Regulation 21 of 2021 on Spatial Planning. Resources (HR, infrastructure e KRK, organizational culture and budget) are available, and the culture of people who have received information technology permits.

Abstract

Perizinan Bangunan Gedung sebelum dibangun adalah Persetujuan Bangunan Gedung (PBG) dan sebelum dimanfaatkan adalah Sertifikat laik fungsi (SLF). Dalam proses perizinan bangunan Gedung melalui Sistem informasi Manajemen Bangunan Gedung (SIMBG) yang berbasis WEB agar prosesnya berjalan cepat, transparan serta terintegrasi dengan perizinan lainnya. Penelitian ini bertujuan untuk nebgetahui dan menganalisis implementasi SIMBG dalam proses perizinan PBG dan SLF di Kota Madiun dan Kabupaten Gresik Propinsi Jawa Timur. Penelitian ini mengunakan metode kualitatif deskriptif dengan pendekatan studi kasus dengan informan dari Penentu kebijakan penyelenggara perizinan yaitu Dinas Penanaman Modal dan Perizinan Satu Pintu (DPMPTSP) dan Dinas Teknis Bangunan Gedung. Pengumpulan data melalui wawancara mendalam, Forum Group Discusion (FGD) dan data sekunder melalui textbook, jurnal, masmedia, website. Analisis data melalui pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Penelitian menghasilkan pelaksanaan SIMBG yang dilakukan oleh Pemerintah Kota Madiun dan kabupaten Gresik adalah pelayanan system hybrid yaitu pelayanan secara online dan offline dengan mendampingi masyarakat untuk memenuhi syarat gambar teknis. Membuka pelayanan klinik SIMBG bagi masyarakat yang kurang menguasai teknologi informasi digital dan peningkatan kapasitas organisasi dengan meningkatkan SDM, Struktur Birokrasi, komunikasi dan koordinasi serta disposisi dalam menyelesaikan permohonan perizinan bangunan Gedung.

Abstract

Pengisian aplikasi SMART dan e-Monev dalam meningkatkan kinerja anggaran instansi Pemerintah membutuhkan pengelolaan yang cermat oleh pimpinan organisasi. Penelitian ini bertujuan untuk menganalisis manajemen kinerja pengendalian organisasi dalam monitoring dan evaluasi pengisian aplikasi SMART dan e-Monev menjadi perhatian pimpinan agar visi dan misi organisasi dapat tercapai. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus. Pengumpulan data primer melalui wawancara mendalam terhadap staf yang menangani Aplikasi SMART dan e-Monev dan pengumpulan data sekunder melalui website, mas media, jurnal dan lain-lain. Analisis dalam penelitian ini terdiri dua tahap. Pada tahap pertama, analisis data kualitatif dilakukan dengan menggunakan teori strategi dan tahap kedua mengunakan analisis SWOT untuk menentukan strategi pengendalian organisasi. Analisis data dengan melakukan Langkah reduksi data, penyajian data dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukan bahwa penerapan manajemen pengendalian kinerja secara konsiten dan hasil analisis SWOT menghasilkan 8 strategi yaitu : Penguatan komitmen Pimpinan Satker dalam pemberdayaan kapasitas keuangan dan pelaksanaan pengisian Smart dan e-Monev; Peningkatan implementasi Kinerja Keuangan sesuai PP 39 th 2006 dan Permenkeu Nomor 214 Th 2017;Peningkatan sosialisasi dan perbaikan pelaksanaan pengisian aplikasi SMART dan e-monev kepada staf keuangan; Peningkatan komunikasi secara internal KPU dan ekternal dengan KPU Propinsi, KPU RI dan Inspektorat KPU; Peningkatan sumberdaya secara bertahap dalam peningkatan kinerja keuangan; Peningkatan koordinasi Kasubag dengan Staf dalam Pengisian Samrt dan e-Monev;Penguatan tugas dan fungsi sub bagian urusan keuangan dalam Peningkatan Kinerja laporan keuangan; dan Melakukan Studi Referensi ke Satker KPU yang Berprestasi.

Abstract

The village government, as a public organization that is close to the community and micro, small, and medium enterprises (UMKM), has a role in empowering UMKM but the limited capacity of the Village Government needs assistance from universities in increasing the organizational capacity of the Village Government and UMKM. UMKM data in 2019 amounted to 65.47 million. In detail, as many as 64.6 million units are micro-enterprises. A total of 798,679 units are small businesses. The proportion is 1.22% of the total UMKM in the country. Small enterprises are UMKM that need to be assisted and facilitated by universities in community service because few UMKM businesses are thriving and need to be empowered. With other similar products.This study aims to determine the contribution of the Open University in the aspect of the Tri Dharma College of community service by increasing the capacity of the Village Government and empowering UMKM through increasing business capital, product innovation, digital marketing, branding, bookkeeping, customer loyalty, and business licenses.The method used in this research is descriptive qualitative. Primary data is collected through discussion group forums and dialogues at the Village Government and UMKM workshop locations, and secondary data through websites, mass media, journals, books, and others. Data analysis involves data reduction steps, data presentation, and drawing conclusions or verification.The results of the study show that the capacity of the village government increases, and the empowerment of UMKM businesses by the Open University develops by the problems of UMKM and can compete with other similar products.

Abstract

This study aims to find out how the implementation of planning, budgeting and administration in Anambas Islands Regency using the Sistem Informasi Pemerintahan Daerah (SIPD) and how the system model is more optimal in terms. The method used in this study is a qualitative method that describes a management information system that conceptually, structure and development are appropriate and the input, process, output and feedback. The data collection technique used in this study was by interviews, observation, and documentation studies with respondents in Anambas Islands Regency who are directly related to SIPD in their daily work. The results of the research and data analysis describe that the implementation of SIPD in the planning, budgeting and administration processes in Anambas Islands Regency is not optimal yet. This can be seen from SIPD which is still difficult to access due to network constraints and human factors. Therefore, a strong commitment from all parties is needed to maximize the SIPD function which wants to integrate the implementation of planning, budgeting, and administration.

Abstract

Due to the diverse educational backgrounds and digital skills of students in both undergraduate and graduate programs at Universitas Terbuka, there is a need to optimize the institution's e-learning program. This study aims to find out the concept of the implementation of e-learning strategies for the students of Universitas Terbuka and the evaluation process of the e-learning conducted in the distance learning mode. This research used descriptive qualitative research, employing two research instruments: semi-structured interviews and document analysis. Ten graduate students who have two years’ experience with the Universitas Terbuka e-learning activities were invited in the semi-structure interviews. Data analysis follows the interactive analysis model and SWOT Analysis. These stages collectively yield strategies for implementing e-learning learning and the evaluation of e-learning learning. The results of this study show that the e-learning implemented in Universitas Terbuka has greatly helped the students to follow the UT learning process effectively and has greatly improved the overall e-learning experience for the students. The findings from this research also show that diverse learning resources are able to cater the various learning styles and preferences, as well as enhancing student engagement and understanding. Some recommendations in relation to the implementation of e-learning are provided.

Abstract

Cash Management System (CMS) is a service provided by banks for institutions or companies to be able to manage finances non-cash. This non-cash policy is something that has just been implemented within the Directorate General of Pharmaceuticals and Medical Devices. This study aims to determine the implementation of CMS using the McKinsey 7S model, and analysis of strategies with SWOT and QSPM to obtain the best alternative strategies to improve CMS implementation. The method used is descriptive qualitative using primary and secondary data. The results of the study reveal that CMS implementation has been going well, although system errors, transaction failures and third parties still cannot make non-cash payments. The best alternative strategy that can be applied to institutions is to prepare SOPs, improve the quality of financial human resources, and carry out regular CMS evaluations. Thus, the implementation of CMS Banking within the Directorate General of Pharmaceuticals and Medical Devices still needs to be refined by considering the results of alternative strategies so that CMS implementation can be better in realizing clean, transparent and accountable financial management.

Abstract
