Abstract

Hizbut-Tahrir Indonesia (HTI) is a community organization that was born from the resistance of the Islamic community against Western occupation. Western values that hegemony national and state life are currently considered by HTI to be highly irrelevant to Islamic values. In addition, deteriorating national political conditions are perceived by HTI as a result of the failure of the Western system in Indonesia, so to resolve the issue there needs efforts to return Muslims to an Islamic system based on the Qur'an and Sunnah. By the Indonesian government, the ideas and solutions envisioned by HTI are considered to threaten national security which is referenced to Pancasila as the idea of state and community harmonization as the physical base of state. HTI construction as a threat that led to the dissolution of HTI on July 19, 2017 is a form of securitization carried out by the Indonesian government. This paper tries to explain how and why the securitization process was carried out and what the impact of HTI securitization itself was in Indonesian politics. This study seeks to fill the gap that previous research regarding how non-state actors play a major role in the HTI securitization process and how HTI securitization is a turning point for efforts to politicize and securitize other Indonesia's so-called radical communities after the PERPPU ORMAS.

Abstract

Kegiatan pengabdian ini berfokus pada pemberdayaan perempuan lokal Desa Tegaren, Kabupaten Trenggalek, dengan instrumen produk kerajinan besek bambu berteknik decoupage (pewarnaan) untuk meningkatkan kapasitas ekonomi desa sekaligus menaikkan kesejahteraan keluarga. Beberapa kelompok perempuan lokal telah menjadikan produk kerajinan bambu sebagai salah satu karya yang menghasilkan penghasilan tambahan untuk keluarga mereka. Namun demikian, para perempuan lokal tersebut terbukti masih belum mampu mengembangkan produk kerajinan bambu yang mereka tekuni. Oleh karenaitu, dengan menggunakan pendekatan pemberdayaan masyarakat observasi partisipatif, pengabdian masyarakat ini akan bertumpu pada peran perempuan lokal Tegaren untuk meningkatkan kapasitas ekonomi sosial mereka dan desa. Beberapa konsep teoretik yang digunakan dalam pengabdian masyarakat ini adalah penyuluhan sosial, pendampingan, pelatihan, decoupage, peningkatan kapasitas ekonomi (economic leverage), metode asset-based community development (ABCD), dan pemberdayaan perempuan. Hasil utama dari kegiatan pengabdian masyarakat ini termanifestasikan menjadi dua, yakni (1) peningkatan kapasitas perempuan pengrajin besek bambu sehingga mereka dapat membuat besek dengan teknik decoupage dan (2) besek hasil karya mereka dapat dijadikan sebagai bingkisan wisata desa.Kata Kunci: Pemberdayaan Perempuan, Besek, Peningkatan Kapasitas Ekonomi, Desa

Abstract

This study focuses on the collaboration between the Ministry of Education, Culture, Research and Technology of the Government of Indonesia, the Bhakti Jaya Indonesia Foundation, and the Universitas Pembangunan Nasional "Veteran" Jawa Timur to improve the economic protection of Indonesian migrant workers in Taiwan. The three actors are representatives of state actors and non-state actors. The financial condition of Indonesian migrant workers is often in the spotlight with their inability to get out of the debt trap and consumptive financial management. Moreover, this condition finally seemed to throw away all the hard work of PMI while working abroad. Based on this fact, an institutional collaboration between state and non-state actors has initiated a financial literacy program for Indonesian migrant workers, which is indeed the implementation of the normative law of economic protection in accordance with the mandate of state law. This research was conducted using a qualitative descriptive approach which aims to describe the phenomena raised by the researchers through contextual studies. Researchers also use a literature review instrument to complement the research approach. Meanwhile, researchers used qualitative data analysis that took primary and secondary data for data analysis. This study highlights how the gaps in Indonesian migrant workers' inability to manage their finances can be addressed with good collaboration between state and non-state actors. It is hoped that from this research, there will be many similar programs to improve Indonesian migrant workers' welfare, especially in Taiwan.
