Abstract

In this study, there are 2 (two) groups of conflicting citizens, namely the Papuans living in Yogyakarta which consist of students and working residents, and Yogyakartans, that is several ethnic groups other than ethnic Papuan. This study uses a qualitative approach and the paradigm of constructivism. The root of the conflicts is the Papuans’ perception of their historical past as well as cultural elements such as poverty, lack of education, and lifestyle. The triggers of conflict is the Papuans’ negative lifestyles, namely frequently get drunk, eating without paying the bill, breaking traffic rules, and always shouting “merdeka” (meaning independence) when making protesting rallies. On the other side, the people of Yogyakarta have negative prejudices against Papuans and discriminate them accordingly, which could even be perceived as a racial attitude. The Yogyakartan police seem not to have a good understanding about the root and causes of conflicts, because they tend to handle conflicts by repressive measures only after the violence had occurred. They clearly believe Papuan case is politically sensitive and full of outsiders’ influences. They also fail to have an open communication with the Papuans because the Papuans do not trust the police. For those reasons, the police often let Papuans who broke the law left unpunished, which produces suspicion among the people of Yogyakarta that the police might be afraid of the Papuans.

Abstract

The conflict in Papua represents a complex interplay of identity, sovereignty, and historical grievances, shaped by structural violence and socio-political exclusion. This study explores strategies for advancing peace-building and justice in Papua, drawing on Johan Galtung’s theory of peace and conflict and comparative lessons from the Aceh conflict in Indonesia and the Irish Republican Army’s (IRA) struggle in South Ireland. The findings emphasize the importance of addressing root causes such as historical injustices, economic inequality, and cultural exclusion. Inclusive governance and dialogues that respect ethnic diversity and local identities are critical to creating sustainable solutions. Case studies reveal that effective conflict resolution integrates local aspirations with broader national goals, utilizing participatory approaches to foster reconciliation and long-term stability. Lessons from Aceh and South Ireland underscore the need for transformative justice frameworks that prioritize structural change and community empowerment. This research contributes a comprehensive framework for addressing Papua's unique challenges by combining theoretical insights and practical lessons, advocating for policies that balance national unity with local self-determination. It calls for state and community collaboration to promote inclusivity, accountability, and sustainable peace in Papua.

Abstract

Peraturan Komisi Pemilihan Umum (PKPU) untuk penyelenggaraan Pemilu 2024 telah sah dan telah diundangkan melalui PKPU Nomor 3 Tahun 2022. Ini artinya, tahapan dan jadwal penyelenggaraan Pemilihan Umum 2024 sudah disepakati. Untuk itu, memasuki tahun 2023 ini menjadi tahun politik yang berpotensi memicu konflik dan polemik antar partai politik peserta Pemilu ditahun 2024. Di samping itu, tahun 2023 ini, juga diprediksi akan terjadi ketidakpastian ekonomi karena ancaman resesi global. Tahun politik dan tahun ketidakpastian ekonomi akibat ancaman resesi global yang akan terjadi dan Indonesia diprediksi bakal terdampak gelombang resesi ekonomi. Banyak orang yang berpandangan bahwa tahun 2023 dalam perspektif politik ekonomi akan mengancam stabilitas politik dan keamanan serta penuh ketidakpastian.
