Abstract

The visionary leadership style focuses on school principals' ability to create a forward-thinking vision for the school, driving change and setting the organization's direction. This scientific article proposes implementing visionary leadership to shape the Indonesian National Police (Polri) excellence in the Jakarta Metropolitan Police. The study uses a qualitative approach with analytical descriptive to provide a detailed overview. Primary and secondary data, collected through observation, interviews, and document studies, are used. The author validates the data using triangulation techniques. The research findings reveal that visionary leadership is performance-oriented, with a focus on designing a future vision. It encompasses three characteristics: (1) "Leading by example in front"; (2) "Creating opportunities for initiative in the middle"; and (3) "Providing support from behind." The current leadership style in the Jakarta Metropolitan Police has several weaknesses, including a military influence, an unclear vision, a lack of organizational orientation, weak managerial skills, a gap between top and low-level managers, a lavish lifestyle, and disregard for the environment. One indicator is the high number of violations by officers in 2022, including 26 disciplinary violations and 215 ethical code violations. Strategies for implementing visionary leadership in the Jakarta Metropolitan Police include defining the organizational vision, translating it into a mission, creating strategies, conducting evaluations, developing work plans, demonstrating commitment and integrity, upholding leadership ethics, and making prompt and accurate decisions.

Abstract

This research was motivated by the high number of traffic violations committed by participants in the 2015 Pilkada campaign. These traffic problems occurred due to low traffic awareness among the people of Surakarta. Considering the high number of traffic violations by students, the Surakartal Police Traffic Unit should prioritize taking action against violations against participants in the 2015 regional election campaign. This research was carried out to obtain an overview of the process of taking action against students by taking action against violations by the Surakartal Police Traffic Unit officers. This description includes the causes of traffic violations committed by campaign participants then with the available concepts and theories including law enforcement theory, routine activity theory and Law number 22 of 2009 concerning Road Traffic and Transportation to find out the picture of action against traffic violations. Carried out and taking into account the factors that influence the prosecution of traffic violations carried out by traffic officers within the jurisdiction of the Surakarta Police in order to create an increase in road traffic security.

Abstract

This creates new challenges for security institutions, including the Indonesian National Police (Polri), which are required to adjust their strategies, tactics, and special equipment (Almatsus) to address various threats and operational demands in this highly dynamic era. This study aims to analyze the factors causing the gap between the planning of special equipment (Almatsus) by Polri and the needs in the field in facing global challenges, as well as to analyze the impact of the gap between the Almatsus Blueprint and the reality of operational needs on the effectiveness of Polri's performance in maintaining security and order in the era of meta-globalization. This research employs a qualitative research method, using strategic management theory as the analytical lens. The findings reveal that the gap between the planning and needs of Polri’s special equipment (Almatsus) is caused by external factors, such as technological advancements and the dynamics of modern crime, as well as internal factors, including a lack of coordination, limited human resources, and inflexible planning. This results in a mismatch between what is planned and operational realities, negatively impacting Polri's effectiveness in maintaining security, especially in the era of meta-globalization. This gap can decrease operational effectiveness, personnel morale, and institutional image, as well as result in material losses due to inappropriate procurement.

Abstract

The purpose of this study is to analyze police human resources governance in revealing child sexual violence cases; and to describe the ideal design in handling cases of child sexual violence limited to the West Jakarta Metro Police. This study uses a qualitative approach. Procedurally in handling reports of sexual violence against children, PPA Unit Investigators conduct analysis using counseling methods through cognitive interviews. The obstacles experienced in handling sexual violence against children start from: First, legal obstacles where there are challenges in implementing the TPKS Law against victims of electronic-based sexual violence. Second, obstacles from law enforcement factors, especially related to the perspective of investigators regarding the formal legal aspects of evidence, especially from victim witness statements, are sometimes considered by investigators not to meet the requirements as evidence. Third, obstacles from the facility factor are in the form of the absence of an Integrated "One Roof" service. Fourth, obstacles from patriarchal culture in the community and the taboo of understanding early sexual education. Finally, the obstacle of the "victim blaming" attitude by the community. The ideal design in handling cases of child sexual violence who experience psychological trauma from the legal side is the need for the formation of a Government Regulation based on Article 46 paragraph (1) concerning the deletion and/or termination of access to electronic information and/or documents. Then the ideal design of a "one-stop" integrated service facility for services for victims of sexual violence against children is to create an MoU between the UPTD PPA and the Police to place officers on standby at the PPA Unit of the West Jakarta Metro Police.

Abstract

The implementation of restorative justice in the criminal justice system as regulated in Police Regulation No. 8 of 2021 aims to create a more humane case resolution by emphasizing victim recovery, perpetrator responsibility, and social balance. With this approach, the police can focus more on fair and balanced problem-solving so that justice is not merely about punishment, but also about restoring the social condition of society. This research uses a qualitative approach with a literature study method. The research results show that the implementation of restorative justice in Indonesia based on Police Regulation No. 8 of 2021 aims to resolve minor criminal cases through mediation between victims and perpetrators with certain conditions, namely general, material, formal, and specific requirements for certain criminal acts. This approach focuses on victim recovery and perpetrator responsibility, but is not applied to serious crimes such as terrorism and corruption. Although applied in cases such as domestic violence, assault by children, and minor traffic accidents, its implementation still faces obstacles related to legal understanding and resource limitations. The research implications show that the restorative justice approach based on Police Regulation No. 8 of 2021 reflects a paradigm shift in criminal law from a retributive model towards more humane substantive justice. This aligns with progressive and responsive legal theory, which positions law as a tool for social recovery and human rights protection beyond formal procedures.

Abstract

Digital leadership style emphasizes the leader's ability to understand information technology and digital systems, data-driven decision making and analysis, quick response to environmental and technological changes, emphasis on information transparency, innovation, creative thinking, and inspiring change. This scientific article aims to conceptualize the adoption of digital leadership in coaching against misconduct of Polri members at Metro Jaya Regional Police. The method used is a qualitative approach with descriptive analytics to provide detailed descriptions of occurring situations. The data used includes primary and secondary data. Data collection techniques include observation, interviews, and document studies. The author tests data accuracy and validity using triangulation techniques. Research results show that leadership at Metro Jaya Regional Police still faces several weaknesses such as being militaristic in nature, lacking measurable future digital vision, limited managerial capabilities, insight and understanding of technology-based transparency concepts, limited mastery of digital-based facilities and infrastructure, minimal problem-solving policing capabilities, and insufficient attention to digital development and environmental directions. Strategies that can be applied in implementing digital leadership in coaching against misconduct of Polri members at Metro Jaya Regional Police include establishing vision, mission, and strategic direction of digitalization in member coaching, building digital systems that support coaching and early detection of violations, improving personnel capabilities in using and managing digital systems, operating digital systems gradually and integrated into coaching processes, assessing implementation effectiveness and conducting continuous improvement, and making digital leadership an embedded work culture.

Abstract

Serious crimes such as drug trafficking, premeditated murder, and acts of terrorism are now not only concentrated in urban areas but have also begun to spread to villages. This condition requires a more adaptive and preventive approach to handling them. This study aims to analyze the role of Bhabinkamtibmas in the early handling of serious crimes in rural areas through the perspective of positive Indonesian law. The research method used is normative juridical with a conceptual and legislative approach. Bhabinkamtibmas as an integral part of the structure of the Republic of Indonesia National Police has a clear legal basis, including Law Number 2 of 2002, Perpolri Number 1 of 2021 concerning Community Policing, and Perkapolri Number 7 of 2021 concerning Bhabinkamtibmas. Their roles include early detection functions, legal education, and mapping potential security disturbances. The results of the study show that implementation constraints include limited personnel and budget, low training on serious crimes, and minimal legal awareness among rural communities. On the other hand, collaboration between Bhabinkamtibmas and village officials, community leaders, and local institutions can increase the effectiveness of prevention. This study recommends reformulating the authority and increasing the structural capacity of Bhabinkamtibmas to deal with the escalation of serious crimes more responsively and comprehensively. By optimizing the preventive role of Bhabinkamtibmas, the prevention of serious crimes can be carried out in a more humane and community-based manner.
