This study aims to analyze the role of principals' managerial competencies in developing organizational behavior to achieve superior educational quality in Public Elementary Schools in Serang City. The research approach uses a qualitative method with interview techniques, observation, and document review, analyzed thematically using NVivo software. The results show that principals' managerial competencies have a significant influence on the formation of positive organizational behavior, particularly in the aspects of collaboration, communication, and teacher work commitment. Principals who have good planning, organizing, and supervisory skills are able to create a conducive learning environment and encourage the improvement of teacher professionalism. This study also found that organizational behavior plays a role as a link between leadership and educational quality, where a healthy work culture can strengthen educator performance. Conditions in Serang City show that variations in quality between schools are influenced by differences in managerial competencies and the effectiveness of school management. This study recommends increasing the capacity of principals through managerial training and strengthening organizational culture so that the quality of elementary education can develop evenly and sustainably

Abstract

This study aims to analyze the direct and indirect effects of organizational culture, transformational leadership, and managerial competence on educational quality through organizational behavior in public elementary schools in Serang City, Indonesia. A quantitative study employing an ex-post facto survey design was conducted with a sample of 291 public elementary school teachers selected using proportionate stratified random sampling. Data were collected through validated Likert-scale questionnaires and analyzed using path analysis to examine direct and mediating relationships among variables. The results indicate that organizational culture (β = 0.033, p < 0.001), transformational leadership (β = 0.095, p < 0.001), and managerial competence (β = 0.469, p < 0.001) significantly influence organizational behavior, which fully mediates their effects on educational quality (R² = 0.976). Among the predictors, transformational leadership demonstrates the strongest total effect on educational quality. The findings suggest that improving educational quality requires integrated leadership development, enhancement of managerial competence, and strengthening organizational culture through interventions that foster positive organizational behavior in schools. This study introduces organizational behavior as a critical mediating variable that explains how leadership, culture, and managerial competence collectively translate into educational quality improvement in public elementary school settings. The study contributes to educational management literature by providing empirical evidence of a comprehensive mediation model and offering practical insights for policymakers and school leaders in designing evidence-based strategies for sustainable school quality improvement.

Abstract

This article examines the importance of integrating empirical research, educational theory, and juridical compliance in the primary education sector's human resource (HR) development. This review investigates how combining these three elements can strengthen teaching and management practices in primary education, focusing on improving the quality of education and adherence to applicable juridical standards. Through extensive literature analysis, this article evaluates the effects of this integrated approach in the context of actual educational practice, exposing the benefits and challenges that arise. Key findings suggest that effective integration enables evidence-based policy development, enhances teachers' professional skills, and supports implementing innovative practices that comply with education regulations. This article emphasizes the importance of the ongoing commitment of all stakeholders in education to implement and sustain this integration, suggesting that long-term success in primary education depends mainly on the ability to adapt and apply research findings, educational theory, and juridical compliance harmoniously.
