Abstract

Background: Determination of the national emergency status of COVID-19 in Indonesia since March 31, 2020 has caused people’s accessibility to get contraceptive service with MUYAN KB to decline; this is one of the factors decreasing the achievement of new family planning participants nationally. Method: This study is a descriptive study with secondary data analysis of data belonging to the Central BKKBN, the data collection technique used in literature research. Result: The decline in the movement of MUYAN KB occurred in April 2020 (46%), the largest decrease was in November 2020, namely 76% compared to the previous year. The decline in the movement of MUYAN KB has led to a decrease in the number of new family planning participants since April 2020 (12,25%) and May 2020 (8,67%). Discussion: The decline in the role of MUYAN KB during the COVID-19 pandemic is in accordance with PSBB policy issued by the central government. This effort was made in order to prevent the transmission of COVID-19 that might from mobile family planning services using MUYAN KB. This decline needs to be anticipated by the managers of the family planning program. Conclusion: A new adaptation era family planning service mechanism is needed so that the level of contraceptive use does not decrease dramatically and its implementation remains in accordance with health protocols during the COVID-19 pandemic, such as the use of tele registration, use of online communication to counseling provision of PPE for health workers and increasing the role of PLKB/PKB to distribute emergency contraceptive likes birth control pills and condoms. Abstract

Abstract Background: The low level of participation in family planning in border areas and archipelago, has made the government, in this case, BKKBN, do an innovative liked mobile family planning service. The achievement of family planning participation is influenced by various factors. Method: This study used a descriptive design with a cross-sectional approach. Result: There are 34 (100%) provinces that have provided mobile family planning services, 33 (97,1%) provinces have provided mobile family planning services in border areas, 20 (60,6%) provinces have also implemented its services in the archipelago. 31 (91,2%) provinces use health facilities as a means of providing mobile family planning services, 33 (97,1%) provinces use MUYAN KB. 23 (67,6%) provinces have involved partners from FKRTL, 34 (100%) involved TNI, and 28 (82,4%) involved partners from FKTP. Discussion: Fulfilling the accessibility of contraceptives and reproductive health services in border areas and the archipelago is influenced by various factors, including the availability of health facilities and supporting facilities, easy access, availability of medicines, medical devices and disposables, availability of health personnel resources, cross-sector partnerships and mechanism integrated reference patterns. Conclusion: Fulfilling the factors that affect the accessibility of quality contraceptive and reproductive health services in border areas and islands requires the collaboration of various parties. Abstract

Coronavirus disease (Covid-19) adalah penyakit menular yang disebabkan oleh virus SARS-CoV-2 yang baru saja ditemukan pada tahun 2019 lalu. Pada tanggal 30 Januari 2020 WHO menetapkan Covid-19 sebagai Public Health Emergency of International Concern (PHEIC).1 Situasi pandemi menggiring pihak berwenang bertindak dalam waktu yang singkat. Peneliti melakukan ujicoba media KIE berupa poster untuk pengunjung fasilitas kesehatan, dalam kumpulan toolkit “The Covid-19 Risk Communication Package for Healthcare Facilities” yang diterbitkan oleh WHO pada 10 Maret 2020. Berdasarkan pencarian literatur, tidak didapatkan sumber artikel ataupun publikasi berita terkait tentang penelitian pretesting media poster WHO tersebut. Ujicoba media poster ini merupakan penelitian kualitatif deskriptif dengan pendekatan pre-testing communication. Informan direkrut secara purposive sampling, yaitu 6 (enam) orang yang terdiri dari 5 (lima) orang ibu rumah tangga dan 1 (satu) orang informan ahli Desain Komunikasi Visual (DKV). Pengambilan data dilakukan secara bertahap dari 11 Mei - 18 Mei 2020 dengan durasi 30-45 menit per informan melalui wawancara mendalam (WM) secara online. Data dianalisis secara tematik. Seluruh informan telah menandatangani informed consent dengan mengacu kepada Deklarasi Helsinki. Berdasarkan lima komponen pre-testing communication, acceptability menjadi komponen yang diterima seluruh informan tanpa catatan. Ukuran huruf, proporsi teks yang dominan dari gambar, penggunaan kalimat yang tidak efektif, serta tidak jelasnya himbauan di dalam poster menjadi permasalahan yang diungkap oleh informan. Poster ini dapat diterima oleh informan namun memerlukan perbaikan agar menjadi media yang lebih efektif untuk dibaca oleh para ibu rumah tangga.

Abstract

: The government of Bekasi City has released specific policies related to PSBB, which started from April 15, 2020, until the fifth amendment that will be over on July 2, 2020, due to the high prevalence of confirmed COVID-19 cases in Bekasi City. Methods: Our study using a combination approach between Media Content Analysis for collecting the secondary data and SWOT analysis plus Trias Policy Analysis in evaluation and identification the role of several elements related to specific policies released from the Government of Bekasi City. Result: There are some best recommendations based on our SWOT analysis and Trias Policy Analysis, such as 1) “New normal” behavior of PHBS in Bekasi City community through health promotion enhancement programs on RT/RW; 2) Reinforcement of regulation and punishment for the violator of PSBB in region area of Bekasi City, and 3) Partnership optimization with social media as the tool of the policy socialization process that released from the government. Conclusion: The effectiveness of policy implementation on PSBB in Bekasi City requires active collaboration among government, community, and media. The participation of government through clarity of policy content, participation of people was through policy compliance, and the media act as the bridging to provide accessible information for the community.
