Abstract

Panggung village is the area with the most stunting cases in Tegal City that occurs because the parent’s knowledge about complience of good nutrition for children is low. Increased the parent’s knowledge in effort to prevent and reduce of stunting in Panggung Village can be implemented thru parenting program. This research aims to describe implementation of parenting program in effort to prevention and reduction of stunting in Panggung Village Tegal City and to analyze the barrier factors in implementation. This research uses a qualitative method with a descriptive approach. The results of this research showed that aims of parenting prorgam have not fully understood by kader posyandu and target group. The activities to achieve the aims of program are carried out through education activities in class of toddler’s mother, provision of PMT made from local food, Posyandu, and independent nutrition counselling. The results of the activities have not been optimal because mothers of todller and infant have not had an increase in parenting knowledge and have not been able to fully change the behaviorof mother’s todller in good care of their children. In addition, although there is a decrease in stunting cases at the level of village, it is still fluctuating. The barrier factors in the implementation of parenting program involve internal factor, namely the presence of the target group in every activity is not optimal, and external factor, namely the living environment and the economic capacity of the famil. Recomendations from this research are conducting sosialisation to kader posyandu so that they understand the parenting program, to establish the Bina Keluarga Balita, to make an intensive approach to the target group to participate in education activities, to conduct home visits to provide more routine education, and to provide material assistance for families who really need it

Abstract

This research began with the high number of cases of violence against women in Kuningan Village. The type of violence most often experienced by women is Domestic Violence (KDRT). On the other hand, Kuningan Village has the Women and Children Protection Network (JPPA) as the right arm of DP3A which operates in the field of women and children at the village level. JPPA Kuningan Village has guidelines in carrying out its duties, one of which is PERDA Number 5 of 2016. In PERDA Number 5 of 2016 Article 15 paragraph 2 explains seven efforts to prevent violence against women. Therefore, it is interesting to analyze more deeply the implementation of policies by JPPA in efforts to prevent acts of violence against women in the household in Kuningan Village. This research uses qualitative descriptive methods by collecting data through interviews and documentation. The results showed that the JPPA Kuningan Village has not fully implemented this policy. They are judging from the analysis of inhibiting factors using Van Metter and Van Horn's theory with six influencing components. Inhibiting factors that influence include resources, characteristics of implementing agents, economic, social and political conditions, as well as disposition of implementers. As for the aspects of standars and objectives and communication between organizations and strengthening activities they are good.

Abstract

The Tegal Regency Youth Entrepreneurship Program (WP) as a regional innovation of Tegal Regency has succeeded in developing budding youth entrepreneurs every year since 2019 and has indirectly contributed to reducing youth unemployment and can open up new job opportunities. Apart from that, the central and other regional governments are using the Tegal Regency WP Program innovation as an example for creating national policies and programs related to youth entrepreneurship. The aim of this research is to analyze more deeply why the Tegal Regency WP Program was successful and to analyze the factors supporting the success of the WP Program innovation. The method used is descriptive qualitative research with data collection using interview and documentation techniques. The results of the study indicate that the WP Program innovation in Tegal Regency can be successful because of good institutions, such as clear and complete regulations, program implementers comply with applicable rules and serve program participants well. Furthermore, because Disporapar and external actors of the program have a good relationship. In addition, the community is very enthusiastic about participating as program participants and is also included in the collaborative work team. The supporting factors for the success of this innovation are the good leadership of the regional head and the head of Disporapar Tegal Regency, good team and budget management, risk management, competent human resources, and the use of technology such as websites and social media. So, the success of the innovation of the Tegal Regency WP Program was due to the good governance of innovation carried out by the Porapar Service as the person responsible for the program. It is hoped that the WP Program innovation will continue to be implemented sustainably in the next leadership period.

Abstract

The problem of violence against children in recent years has increased significantly and has become a serious problem in Semarang Regency. The increasing problem of violence against children in Semarang Regency is becoming a serious problem even though there is already a special institution that handles and provides shelter for children who are victims of violence. The Integrated Service Center for the Empowerment of Women and Children (P2TP2A) is a service provider that provides protection, treatment and empowerment for women and children who are victims of violence. This research aims to determine the role of P2TP2A in dealing with acts of violence against children in Semarang Regency and to find factors inhibiting the role of P2TP2A in dealing with acts of violence in Semarang Regency. This research uses a qualitative descriptive method by collecting data through observation, interviews, documentation and literature study techniques. The data validity test in this research was carried out using the triangulation method. The research results show that the role played by P2TP2A Semarang Regency in dealing with violence against children is not optimal. This can be seen from elaboration regulation of P2TP2A Semarang and the theoretical analysis of Jam Ife and Frank Tesoriero that in the facilitative role in aspects of social rehabilitation and social security, problems are still found, namely slow employee response and employee unwillingness to be on the spot. Apart from that, in the educational role, there are still problems with P2TP2A Semarang Regency in carrying out outreach and not reaching remote areas. The recommendations given are to optimize services and infrastructure so that they can be reached by all the people of Semarang Regency and delegate authority to enable staff to contribute more.

Abstract

Urban Farming is an alternative to farming on narrow land, especially in densely populated urban areas. The Urban Agricultural Cultivation Movement is a movement based on Semarang Mayor Regulation no. 24 of 2021 carried out by the Semarang City Government and the Semarang City Agriculture Service. Banyumanik District is an area that has been successful in implementing the Urban Agricultural Cultivation Movement. This is proven by the 5 (five) dimensions in Semarang City Perwal No. 24 of 2021 which is a reference in implementing the Urban Agricultural Cultivation Movement. This research aims to analyze the implementation of the Urban Agricultural Civilization Movement in Banyumanik District, Semarang City as well as the factors driving the success of the implementation of the Urban Agricultural Civilization Movement. This research uses a qualitative descriptive method by collecting data through observation, interviews and documentation techniques. The results of the research show that the implementation of the Urban Agricultural Cultivation Movement in Banyumanik District, Semarang City has achieved success based on the five dimensions of Semarang City Perwal No. 24 of 2021 which consists of the Urban Agriculture Cultivation Movement, Urban Agriculture Facilitation, Urban Farming Corner, Monitoring and Evaluation, and Financing. The driving factors for the successful implementation of the Urban Agricultural Cultivation Movement in Banyumanik District, Semarang City consist of communication, resources, disposition and bureaucratic structure.

Abstract

The implementation of the empowerment and increase in family prosperity program shows the implementation of the Strategic Plan document for the Population Control and Family Planning Service for 2021-2026. This research aims to analyze the implementation of the empowerment program and increase prosperous families and find the inhibiting factors for the empowerment program and increase family prosperity in Ponorogo Regency as seen through the implementation theory put forward by Van Meter and Van Horn. Ponorogo Regency was chosen based on its achievements in family planning villages in East Java, but in its implementation the program activity did not show compliance with applicable regulations. The method used in this research is qualitative research with an explanatory research type that explains an overview of implementation in an area. The research locus is in Ponorogo Regency. The subjects of this research were selected using purposive key person and snowball procedures. Data collection techniques use interviews, observation and documentation. Researchers carry out data analysis and interpretation by means of data reduction, data presentation, and drawing conclusions. Data quality is obtained through a source triangulation process. The choice of theory in this research uses the implementation theory proposed by Van Horn and Van Meter by looking at the dimensions of program size and objectives, resources, characteristics of implementers, attitudes or dispositions of implementers, communication between implementers, and the economic, social and political environment. The results of this research indicate that there are constraints in resources, attitudes or tendencies of implementers, communication, and the social environment of program recipients. The activity that has the biggest challenge is the effort to increase the income of the recipient family. The researcher's recommendation is to collaborate regarding program funding, carry out a frequency selection process for cadres, and innovate online programs.

Abstract

The rapid development of the digital era demands that governments adapt in delivering public services through the implementation of electronic government (e-Government). Depok, as the city with the third-highest number of internet users in Indonesia, strives to leverage information and communication technology to facilitate interaction between the government and the public. This effort is supported by the creation of the Depok Single Window (DSW) application, a mobile app that serves as a single portal for public services in Depok. However, several issues indicate that the system, information, and services provided by the Depok Single Window application do not fully meet user satisfaction, as evidenced by user reviews on the Play Store, App Store, Instagram, and Twitter. This study aims to analyze the relationship between system quality, information quality, and service quality and user satisfaction with the Depok Single Window information system, using the information system user satisfaction theory by DeLone and McLean (2003). This research employs a quantitative approach with an explanatory method. The sampling technique used in this study is Non-Probability Sampling with a Purposive Sampling method, while data collection was conducted through a questionnaire distributed via Google Forms. The results of the study indicate that system quality has a partially positive and significant relationship with user satisfaction, with a t-value of 6.331. Information quality has a partially positive and significant relationship with user satisfaction, with a t-value of 4.536. Service quality has a partially positive and significant relationship with user satisfaction, with a t-value of 2.490. System quality, information quality, and service quality simultaneously have a positive and significant relationship with user satisfaction, with an F-value of 248.704.

Abstract

This study discusses social capital in Urban Tourism in Joho Kampoeng HEPI Surakarta City. Urban Tourism is a tourist resource located in urban areas with main elements and supporting elements to attract tourists. One form of Urban Tourism in Indonesia is the emergence of thematic villages. One of them is Joho Kampoeng HEPI in Surakarta City which has its own uniqueness so that it has the potential to become an Urban Tourism area. However, Joho Kampoeng HEPI after being designated as a thematic village was unable to grow and develop sustainably. The development of tourism can be seen through the form of social capital owned by each actor involved. The purpose of this study is to find out how social capital is formed in Joho Kampoeng HEPI and find out the reasons why Joho Kampoeng HEPI cannot grow sustainably. This research method uses qualitative methods with descriptive data analysis with the selection of research subjects using the Purposive Sampling method. Data collection techniques through interviews, observation, documentation, and literature studies with primary and secondary data sources. Data analysis is carried out through three stages, namely data condensation, data presentation, and conclusions. The validity test or validity of the data in this study was carried out by the triangulation method. Researchers analyzed the research using social capital theory which includes three aspects, namely bonding social capital, bridging social capital, and linking social capital. Tourism problems that arise in Joho Kampoeng HEPI are also analyzed using several aspects in Urban Tourism, namely attractions, accessibility, amenities and accommodations, and institutions. The results of the study show that the existing social capital does not guarantee the development of Urban Tourism in Joho Kampoeng HEPI to grow sustainably if it is not supported by the elements of Urban Tourism as a whole. The recommendations given include increasing commitment to collaboration and coordination, capacity and resource development, increasing innovation in the management of tourist attractions, strengthening social capital, and developing sustainable tourism strategies.

Abstract

The percentage of Purbalingga's Gross Regional Domestic Product (GRDP) by business field shows that the processing industry sector is the largest contributor with a contribution of 27.24%. Seeing the large role of MSMEs in the economy of Purbalingga Regency, this sector has great potential for further empowerment and development. One of the efforts made by the Purbalingga Regency Government through the Small and Medium Enterprises Cooperative Office is to establish a program or platform for MSMEs to improve the promotion and marketing of their products, known as “Tuka Tuku”. This program is regulated in Purbalingga Regent Regulation Number 71 of 2019 concerning “Tuka Tuku” Purbalingga Products. This study aims to analyze the form of MSME empowerment through the “Tuka Tuku” program implemented by the Office of Cooperatives, Small and Medium Enterprises in Purbalingga Regency. The research method used is qualitative with interviews, where informants are selected using purposive sampling. The results showed that this program focuses on training and coaching services, socio-economic empowerment of the community by providing knowledge about product packaging, licensing, and marketing strategies. In addition, the Tuka Tuku program also strengthens institutions by encouraging the formation of Joint Business Groups (KUB) and collaboration with non-governmental institutions so as to create an ecosystem that supports MSMEs. However, there are several challenges in empowering MSMEs in Purbalingga Regency. Internal constraints include difficulties in managing raw material supply, lengthy processes in obtaining packaging materials, as well as production and delivery logistics issues. External challenges include unpredictable market dynamics, as well as varying levels of success in marketing MSME products through this program.

Abstract

Pemerintah Provinsi DKI Jakarta melalui Program Jakarta Enterpreneur (Jakpreneur) memberdayaan masyarakat dalam mengembangkan UMKM. Jakpreneur adalah program untuk menciptakan wirausaha yang berkualitas, mandiri, dan mampu berdaya saing sesuai Pergub DKI Jakarta Nomor 2 Tahun 2020 tentang Penyelenggaraan Pengembangan Kewirausahaan Terpadu termasuk Kota Administrasi Jakarta Pusat. Penelitian ini bertujuan menganalisis implementasi Program Jakpreneur oleh Suku Dinas PPKUKM Kota Administrasi Jakarta Pusat, dan menganalisis faktor penghambat pelaksanaan program Jakpreneur. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik purposive sampling. Proses pengumpulan data menggunakan observasi, wawancara, dan studi kepustakaan. Hasil penelitian menunjukkan pelaksanaan Program Jakpreneur sudah berjalan dengan baik. Penelitian dilakukan berdasarkan kriteria indikator implementasi kebijakan menurut Van Horn dan Van Meter berdasarkan standar, sasaran, dan tujuan kebijakan diperlihatkan dengan ketepatan sasaran bagi binaan Jakpreneur, dan kesesuaian kegiatan untuk mencapai tujuan yang telah ditentukan. Sumber daya kebijakan melalui anggaran kebijakan dan dukungan kelembagaan yang sudah berjalan dengan baik melalui pemberian fasilitas pada program Jakpreneur. Namun, proses kegiatan belum optimal karena proses sosialisasi yang tidak maksimal, dan pelaksanaan kegiatan yang belum efektif. Terdapat penghambat pada pelaksanaan Program Jakpreneur, yaitu pelaku usaha yang masih minim kualitasnya dan modal yang terbatas. Pendamping masih kurang pengalaman dan juga jumlah pendamping jauh dari ideal yaitu 1 pendamping harus mendampingi lebih dari 500 UMKM. Rekomendasi dari penelitian ini adalah dilakukannya sosialisasi terutama kepada wirausaha muda untuk menarik minat generasi muda, meningkatkan kualitas UMKM melalui pemberian motivasi oleh pendamping, dan menambah jumlah pendamping dan memperhatikan kualitas.
