Abstract

Law No. 23/2014 on the Local Government aims at fostering local governments in the country to nurture a culture of innovation to improve the quality of public services. This research attempts to discover paradoxes in the Surakarta City Government related to regulations governing local governments in Indonesia in developing public service innovation. This study uses a qualitative methodology with descriptive analysis related to the paradoxical evidence of public service innovation capacity in the Surakarta City government. Data were collected through in-depth interviews, observations, and literature studies of reputable journals. Furthermore, interviews were conducted with resource persons, from top management leaders to innovation actors, with a total of ten people. We utilised the analysis framework of Public Sector Innovation Capacity Management by Kim and Lee to analyse the results. We used SWOT analysis to devise a public service innovation capacity management strategy in Surakarta City. The results prove that the Surakarta City government has different characteristics in developing public service innovation. However, there is a paradox, which is a contradiction in the course of the local government in general. This paradox is evident in two main phenomena. First, there were no particular government regulations. Second, regional apparatus organisations (OPD) practice less collaborative mechanisms. By contrast, we found that entrenched innovation DNA and an external driver of innovation support the creation of public service innovations in the Surakarta City Government.

Abstract

There were issues with the way BOS funding were being handled by MTs in the Purbalingga District. The goal of this research was to identify who was responsible for overseeing Madrasah Tsanawiyah (MT) accounts in Purbalingga Regency's School Operational Assistance (BOS) program. The interviews used in this study are the primary data in a qualitative research study. Five MTSs within the Purbalingga Ministry of Religion who had received BOS funding were interviewed. According to the findings, five MTs in the Purbalingga District have developed a strategy for estimating the school's annual revenue and costs. According to article 53 of PP NO 19 of 2005, which establishes minimum requirements for public schools, this institution has taken the necessary steps to implement them. The school relies on technical requirements for the administration of BOS to ensure that all data is accurate and full. Schools have successfully adapted to the intended use of BOS money in accordance with established technical criteria. It follows the rules laid out by the BOS's technical standards for the administration of normal BOS funds, guaranteeing its legitimacy and uniformity. The BOS fund manager has also generated a report of accountability in line with the rules. Challenges to transparency in the use of BOS money in five Purbalingga Municipalitiesa lack of community involvement in monitoring the administration of BOS funds in schools, and the difficulty of generating reports on the use of BOS funds due to the volume of work required of the BOS treasurer.

Abstract

This research began with the high number of cases of violence against women in Kuningan Village. The type of violence most often experienced by women is Domestic Violence (KDRT). On the other hand, Kuningan Village has the Women and Children Protection Network (JPPA) as the right arm of DP3A which operates in the field of women and children at the village level. JPPA Kuningan Village has guidelines in carrying out its duties, one of which is PERDA Number 5 of 2016. In PERDA Number 5 of 2016 Article 15 paragraph 2 explains seven efforts to prevent violence against women. Therefore, it is interesting to analyze more deeply the implementation of policies by JPPA in efforts to prevent acts of violence against women in the household in Kuningan Village. This research uses qualitative descriptive methods by collecting data through interviews and documentation. The results showed that the JPPA Kuningan Village has not fully implemented this policy. They are judging from the analysis of inhibiting factors using Van Metter and Van Horn's theory with six influencing components. Inhibiting factors that influence include resources, characteristics of implementing agents, economic, social and political conditions, as well as disposition of implementers. As for the aspects of standars and objectives and communication between organizations and strengthening activities they are good.

Abstract

The Tegal Regency Youth Entrepreneurship Program (WP) as a regional innovation of Tegal Regency has succeeded in developing budding youth entrepreneurs every year since 2019 and has indirectly contributed to reducing youth unemployment and can open up new job opportunities. Apart from that, the central and other regional governments are using the Tegal Regency WP Program innovation as an example for creating national policies and programs related to youth entrepreneurship. The aim of this research is to analyze more deeply why the Tegal Regency WP Program was successful and to analyze the factors supporting the success of the WP Program innovation. The method used is descriptive qualitative research with data collection using interview and documentation techniques. The results of the study indicate that the WP Program innovation in Tegal Regency can be successful because of good institutions, such as clear and complete regulations, program implementers comply with applicable rules and serve program participants well. Furthermore, because Disporapar and external actors of the program have a good relationship. In addition, the community is very enthusiastic about participating as program participants and is also included in the collaborative work team. The supporting factors for the success of this innovation are the good leadership of the regional head and the head of Disporapar Tegal Regency, good team and budget management, risk management, competent human resources, and the use of technology such as websites and social media. So, the success of the innovation of the Tegal Regency WP Program was due to the good governance of innovation carried out by the Porapar Service as the person responsible for the program. It is hoped that the WP Program innovation will continue to be implemented sustainably in the next leadership period.

Abstract

The problem of violence against children in recent years has increased significantly and has become a serious problem in Semarang Regency. The increasing problem of violence against children in Semarang Regency is becoming a serious problem even though there is already a special institution that handles and provides shelter for children who are victims of violence. The Integrated Service Center for the Empowerment of Women and Children (P2TP2A) is a service provider that provides protection, treatment and empowerment for women and children who are victims of violence. This research aims to determine the role of P2TP2A in dealing with acts of violence against children in Semarang Regency and to find factors inhibiting the role of P2TP2A in dealing with acts of violence in Semarang Regency. This research uses a qualitative descriptive method by collecting data through observation, interviews, documentation and literature study techniques. The data validity test in this research was carried out using the triangulation method. The research results show that the role played by P2TP2A Semarang Regency in dealing with violence against children is not optimal. This can be seen from elaboration regulation of P2TP2A Semarang and the theoretical analysis of Jam Ife and Frank Tesoriero that in the facilitative role in aspects of social rehabilitation and social security, problems are still found, namely slow employee response and employee unwillingness to be on the spot. Apart from that, in the educational role, there are still problems with P2TP2A Semarang Regency in carrying out outreach and not reaching remote areas. The recommendations given are to optimize services and infrastructure so that they can be reached by all the people of Semarang Regency and delegate authority to enable staff to contribute more.

Abstract

The tourism sector has the potential to improve the quality of life for communities through increased tourism activities in Indonesia, both nationally and globally. Based on Provincial Regulation No. 2 of 2019 for Central Java, this regulation governs the development of tourist villages; however, in its implementation, several issues have been found indicating the suboptimal role of stakeholders in the "Tambaksari Ecotourism" Village in Wanareja District, Cilacap Regency. This study aims to identify and analyze the roles of stakeholders, as well as to identify obstacles to their roles. The research utilized a qualitative descriptive research method by collecting data through interviews and documentation. The results indicate that the stakeholder roles are less effective, with the identification of stakeholders consisting of Pokdarwis and Tambaksari Village as key players; DISPORAPAR as supporting stakeholders (contest setters); the Village Tourism Communication Forum as other followers (crowd); and PKK ANNUR TEFA as subject stakeholders. Stakeholder role identification shows that Pokdarwis is the implementor stakeholder; DISPORAPAR, Tambaksari Village, the Communication Forum, and PKK ANNUR TEFA are facilitator stakeholders; Tambaksari Village and the Village Tourism Communication Forum are coordinating stakeholders; and Tambaksari Village and the Village Tourism Communication Forum are accelerating stakeholders. Obstacles to stakeholder roles include technology use, stakeholder human resource competition, regulations, and stakeholder competency. Recommendations include providing training to stakeholder human resources and advocating for regulations in the development of tourist villages.

Abstract

The E-KTP printing service is one of the programs implemented by Department of Population and Ciwil Registration, but in its implementation in South Tangerang City there are still some obstacles that occur, the length of service time does not match what was promised and there are still people who doesn’t own their E-KTP. This research aims to explain the Quality of E-KTP services in Department of Population and Ciwil Registration of South Tangerang City. The research method used was qualitative descriptive research with data collected by using interviews, observation, and documentation. This research is done by using theory of service to examine the problem around service quality. The research shows that the service quality in Department of Population and Ciwil Registration of South Tangerang City.is still not adequate. This result shown from several aspects namely Tangibility and Assurance the unavailability of blank card used for E-KTP, the inadequacy of facilities and infrastuctures,, and the uncertainty of service-time. The inhibiting factor among others are : lack of information from Department Of Population And Civil Registration, people’s unfamiliarity about the new rules, people’s difficulty on doing the online registration. Some of the suggestions that the writer would suggests are, making IKD (digitalized KTP) to be the permanent replacement of E-KTP, standardize the facilities and infrastuctures in every service centre, distribute the information through more medias such as brochure, banner, and leaflet, and provide an offline registration for E-KTP reprinting service in service centre.

Abstract

The Jakarta Smart Card (KJP) Plus program is a DKI Jakarta Provincial Government program in the education sector as an effort to improve the quality of education in DKI Jakarta which is guided by Governor Regulation Number 110 of 2021 concerning Social Assistance for Education Fees. SMA Negeri 83, Cilincing District, North Jakarta City is one of the schools with the most KJP Plus users in Cilincing District. But it's still there obstacles in the policy implementation process. This research aims to analyze the implementation process of KJP Plus using the 5 accuracy theory according to Riant Nugroho and identify supporting and inhibiting factors for KJP Plus through the combination theory of Van Meter and Van Horn Edwards III at SMA Negeri 83 Cilincing District, North Jakarta City. This research uses descriptive qualitative methods with purposive sampling techniques. Data sources through interviews and documentation. The results of the research show that the implementation of KJP Plus has been carried out, but has not run optimally in the aspects of policy accuracy, target accuracy and environmental accuracy. Then, there are supporting factors in the implementation of the social assistance policy for education costs at SMAN 83, Cilincing District, North Jakarta City, namely the characteristics of the implementing agent, communication and attitude of the implementer, while the inhibiting factors are the policy standards and targets as well as economic, social and political conditions. The suggestions from this research are increasing understanding from all levels of society and implementers regarding the benefits and objectives of KJP Plus, involving schools and the community in determining targets, increasing the acceleration of disbursement of funds, reintroducing the collection of reports on the use of funds with shopping receipts, and providing special assistance to parents when collect files.

Abstract

The implementation of the empowerment and increase in family prosperity program shows the implementation of the Strategic Plan document for the Population Control and Family Planning Service for 2021-2026. This research aims to analyze the implementation of the empowerment program and increase prosperous families and find the inhibiting factors for the empowerment program and increase family prosperity in Ponorogo Regency as seen through the implementation theory put forward by Van Meter and Van Horn. Ponorogo Regency was chosen based on its achievements in family planning villages in East Java, but in its implementation the program activity did not show compliance with applicable regulations. The method used in this research is qualitative research with an explanatory research type that explains an overview of implementation in an area. The research locus is in Ponorogo Regency. The subjects of this research were selected using purposive key person and snowball procedures. Data collection techniques use interviews, observation and documentation. Researchers carry out data analysis and interpretation by means of data reduction, data presentation, and drawing conclusions. Data quality is obtained through a source triangulation process. The choice of theory in this research uses the implementation theory proposed by Van Horn and Van Meter by looking at the dimensions of program size and objectives, resources, characteristics of implementers, attitudes or dispositions of implementers, communication between implementers, and the economic, social and political environment. The results of this research indicate that there are constraints in resources, attitudes or tendencies of implementers, communication, and the social environment of program recipients. The activity that has the biggest challenge is the effort to increase the income of the recipient family. The researcher's recommendation is to collaborate regarding program funding, carry out a frequency selection process for cadres, and innovate online programs.

Abstract

The rapid development of the digital era demands that governments adapt in delivering public services through the implementation of electronic government (e-Government). Depok, as the city with the third-highest number of internet users in Indonesia, strives to leverage information and communication technology to facilitate interaction between the government and the public. This effort is supported by the creation of the Depok Single Window (DSW) application, a mobile app that serves as a single portal for public services in Depok. However, several issues indicate that the system, information, and services provided by the Depok Single Window application do not fully meet user satisfaction, as evidenced by user reviews on the Play Store, App Store, Instagram, and Twitter. This study aims to analyze the relationship between system quality, information quality, and service quality and user satisfaction with the Depok Single Window information system, using the information system user satisfaction theory by DeLone and McLean (2003). This research employs a quantitative approach with an explanatory method. The sampling technique used in this study is Non-Probability Sampling with a Purposive Sampling method, while data collection was conducted through a questionnaire distributed via Google Forms. The results of the study indicate that system quality has a partially positive and significant relationship with user satisfaction, with a t-value of 6.331. Information quality has a partially positive and significant relationship with user satisfaction, with a t-value of 4.536. Service quality has a partially positive and significant relationship with user satisfaction, with a t-value of 2.490. System quality, information quality, and service quality simultaneously have a positive and significant relationship with user satisfaction, with an F-value of 248.704.
