Abstract

Decision-making for the best employees in Camat Tinggi Raja Tinggi Office requires objective and transparent considerations to select the best employees. This study aimed to apply the Simple Additive Weighting (SAW) method to determine the best employees in Camat Tinggi Raja Tinggi Office. This research method used quantitative methods. The data collected was in the form of employee data of the Raja Tinggi Subdistrict Office in the form of names, attitudes, work discipline, loyalty, responsibilities, and task completion. Data were analyzed using the SAW method based on preference values. The results showed that the employee with the name S had the highest preference value, 0.88. This research concludes that the SAW method decides the best employee in Camat Tinggi Raja Tinggi Office, namely the employee with the name S.

Abstract

Penelitian ini bertujuan untuk menganalisis tantangan implementasi Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) di Kecamatan Gunungpati dalam mendukung transformasi digital pengelolaan kearsipan. Permasalahan utama yang dikaji adalah belum optimalnya pemanfaatan sistem dalam praktik administrasi, meskipun telah diterapkan sebagai bagian dari kebijakan pemerintahan berbasis elektronik. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi, serta dianalisis menggunakan kerangka Technology–Organization–Environment (TOE). Hasil penelitian menunjukkan bahwa implementasi SRIKANDI masih menghadapi kendala pada aspek teknologi, organisasi, dan lingkungan, yang tercermin dari ketidakstabilan sistem, keterbatasan fitur, ketimpangan kompetensi sumber daya manusia, serta belum optimalnya dukungan eksternal. Kondisi tersebut menyebabkan sistem belum berfungsi secara efektif dan cenderung digunakan sebagai formalitas administratif. Dengan demikian, implementasi SRIKANDI belum mampu mendorong transformasi digital yang substantif dalam pengelolaan kearsipan. Temuan penelitian ini menunjukkan perlunya penguatan sistem melalui pengembangan fitur yang sesuai dengan kebutuhan pengguna, peningkatan kompetensi sumber daya manusia secara terstruktur, serta penyediaan dukungan teknis eksternal yang responsif guna mengoptimalkan implementasi SRIKANDI di tingkat kecamatan. Abstract This study aims to analyze the challenges of implementing the Integrated Dynamic Archival Information System (SRIKANDI) in Gunungpati Subdistrict in support of the digital transformation of records management. The main issue examined is the suboptimal utilization of the system in administrative practice, despite its implementation as part of an e-government policy. This study employs a descriptive qualitative approach, utilizing data collection techniques such as interviews, observations, and documentation, and analyzes the findings using the Technology–Organization–Environment (TOE) framework. The results indicate that SRIKANDI’s implementation still faces challenges in the technological, organizational, and environmental domains, reflected in system instability, limited functionality, disparities in human resource competencies, and suboptimal external support. These conditions prevent the system from functioning effectively and lead to its use primarily as an administrative formality. Consequently, SRIKANDI’s implementation has not yet driven substantive digital transformation in records management. These research findings indicate the need to strengthen the system by developing features tailored to user needs, structured improvement of human resource competencies, and provision of responsive external technical support to optimize the implementation of SRIKANDI at the sub-district level.
