Abstract

This research aims to formulate a community empowerment model to increase locals' capacity to engage more actively in collaborative governance. By using descriptive methods, qualitative approaches, and data collection using interviews, observations, and documentation, the focus and locus of this study limited to specific coverage area in Sukabumi Regency. Data analysis used an interactive model, and its finding reveals the community empowerment model which has implies consideration in the Community Empowerment Process, include the limitations of Community Participation, Volunteering, collective Regeneration, Empowerment, and action, and Increasing community capabilities. Stunting reduction is a part of regional development, while Sukabumi district is considered as an area that is an integral part of the government's hard efforts to fight stunting. Finding shown that development programs in stunting reduction require more involvement from the state and society. Increasing community participation can be encouraged by building community capabilities to participate more in collaborative processes.

Abstract

Pemilihan Kepala Daerah (Pilkada) merupakan bentuk nyata dari kedaulatan rakyat dalam sistem demokrasi di Indonesia. Namun, rendahnya kesadaran politik, penyebaran hoaks, dan praktik politik uang menjadi tantangan yang mengancam integritas Pilkada. Pemilih pemula, yang mayoritas adalah pelajar berusia 17–21 tahun, seringkali memiliki semangat kritis tinggi tetapi minim pengalaman politik. Program pengabdian masyarakat ini dirancang untuk memberdayakan pemilih pemula melalui jurnalisme warga di SMKN 1 Garut. Program ini bertujuan meningkatkan literasi politik, kemampuan mendeteksi hoaks, dan keterampilan jurnalistik peserta sebagai langkah awal mendukung pengawasan partisipatif dalam Pilkada. Metode yang digunakan mencakup seminar, diskusi interaktif, deklarasi komitmen, dan penandatanganan Jaringan Pengawas Partisipatif Pemilih Pemula untuk Demokrasi (JP4D). Program ini diikuti oleh 50 siswa dengan pendekatan partisipatif yang melibatkan narasumber profesional. Hasil menunjukkan peningkatan kesadaran politik, kemampuan kritis peserta, dan keterlibatan aktif mereka dalam proses pengawasan Pilkada. Deklarasi komitmen dan jurnalisme warga memberikan dampak signifikan dalam membangun generasi muda yang berintegritas dan bertanggung jawab. Kesimpulannya, pendekatan jurnalisme warga efektif untuk meningkatkan peran pemilih pemula dalam menjaga kualitas demokrasi dan integritas Pilkada. Program ini memiliki potensi untuk dikembangkan lebih luas demi membangun ekosistem demokrasi yang sehat dan berkelanjutan.

Abstract

Purpose: This research aims to analyze the implementation of policies to prevent underage marriage in Garut Regency, identify inhibiting factors, and formulate strategic efforts that can be made to strengthen the effectiveness of this prevention. Methodology/approach: This research uses a descriptive qualitative method to analyze the implementation of child marriage prevention policies, and uses the implementation theory of Van Meter and Van Horn. Results/findings: The research results show that policy implementation has not been optimal. This is due to the suboptimal performance of policy implementers, characterized by limited human resources and budget, weak implementation of comprehensive outreach, and minimal public awareness of the negative impacts of child marriage. Conclusions: The implementation of child marriage prevention policies in Garut Regency is still not optimal because it faces various structural, technical, and cultural obstacles, so strategic efforts are needed in the form of sharpening guidelines, increasing the capacity and collaboration of implementers, strengthening accountability, optimizing social communication, and empowering the youth economy so that the policy can run more effectively. Limitations: This research is limited to a qualitative descriptive analysis of policy implementation and the factors influencing it. It does not provide quantitative data on public engagement metrics, behavior change, or comparative analysis with other government agencies. Contribution: This research contributes to the development of public policy implementation studies in the field of child protection and provides strategic recommendations that can be used as a reference for local governments in strengthening the effectiveness of child marriage prevention.
