Abstract

Discipline in the workplace is very important for organizations because without discipline there will be no constructive joint efforts to achieve common goals. The Yefman Office is one of the spearheads of community service on Yefman Island. Its services require employees who are professional and competent in dealing with work pressure. This research aims to investigate the performance of employees at the West Yefman Village Office, a remote area, to improve discipline in their work environment. Employee discipline is a key factor in achieving efficiency and effectiveness in carrying out government tasks. The results of this research provide a better understanding of the challenges and opportunities faced by employees in remote areas such as West Yefman Village. The implication of this research is the importance of developing better infrastructure, training, and incentive systems to improve employee discipline and, in turn, improving government performance in remote areas.

Abstract

The education sector is one of the sectors affected by the Covid-19 pandemic. There is a government regulation that limits activities outside the home that impacting to education activities by eliminating face-to-face lectures replaced with online lectures or learning from home. This research contributed directly to the Muhammadiyah Organization, especially regarding the implementation of service governance policies in the University of Muhammadiyah Sorong. The method in this research is descriptive qualitative. Based on the results of the study, it was found that the services provided, both administrative and academic services, since the stipulation of the Covid-19 pandemic period were carried out online. Furthermore, the use of technological facilities and infrastructure to implement has been maximized. In addition, information was obtained that there were two inhibiting factors in service governance policies during the Covid-19 pandemic at the University of Muhammadiyah Sorong, namely the lacking of technological infrastructure and limited internet network access. Sektor pendidikan menjadi salah satu sektor yang terdampak pandemi Covid-19. Adanya peraturan pemerintah yang membatasi kegiatan di luar rumah yang berdampak pada kegiatan pendidikan dengan menghilangkan kuliah tatap muka diganti dengan kuliah online atau belajar dari rumah. Penelitian ini memberikan kontribusi langsung kepada Organisasi Muhammadiyah khususnya mengenai implementasi kebijakan tata kelola pelayanan di Universitas Muhammadiyah Sorong. Metode dalam penelitian ini adalah deskriptif kualitatif. Berdasarkan hasil kajian, ditemukan bahwa pelayanan yang diberikan, baik pelayanan administrasi maupun akademik, sejak ditetapkannya masa pandemi Covid-19 dilakukan secara online. Selanjutnya, penggunaan sarana dan prasarana teknologi untuk implementasi sudah dimaksimalkan. Selain itu, diperoleh informasi bahwa terdapat dua faktor penghambat kebijakan tata kelola pelayanan selama pandemi Covid-19 di Universitas Muhammadiyah Sorong, yaitu kurangnya infrastruktur teknologi dan terbatasnya akses jaringan internet.

Abstract

Indigenous Papuans (OAPs) have an important role in cultural and economic diversity in the Unitary State of Indonesia, especially in Southwest Papua Province which is a newly formed province. The empowerment of local Papuan MSMEs is a form of maintaining cultural sustainability and providing economic opportunities to the indigenous Papuan people. The local government of Sorong city has a great responsibility in supporting the development of MSMEs of indigenous Papuans so that they are able to compete in the local market. The urgency in this study is to identify policy recommendations to increase the empowerment of local Papuan MSMEs, reduce economic disparities, and increase the economic independence of indigenous Papuans. The purposeof this study is to analyze (1) The role of local governments in the empowerment of local Papuan Micro, Small and Medium Enterprises (MSMEs) in the city of Sorong, (2) The supporting and inhibiting factors in the empowerment of local Papuan MSMEs in the city of Sorong, (3) The proposed policy recommendations to improve the empowerment of local Papuan MSMEs in the city of Sorong that are effective and sustainable. The research method used in this study is qualitative, data collection techniques are carried out through observation, interviews, documentation, and focus group discussions. The results of the study show that the Sorong City Regional Government, in this case the Cooperatives and MSMEs Office, has a strategic role in the development of local MSMEs in Sorong City, which is carried out through two functions, namely as a facilitator and as a catalyst.
