Abstract

Abstract The Bojonegoro Resort Police, a middle manager in the Indonesian National Police, proactively adapts to the Fourth Industrial Revolution's challenges, marked by VUCA (Volatility, Uncertainty, Complexity, and Ambiguity). They prioritize staying informed about developments and taking initiative. Strategies for security and public order maintenance, including crime prevention and increased surveillance, are effectively planned and implemented. Qualitative field research explores how transformative leadership optimizes policing and performance. Findings reveal: 1) Leaders model idealized influence and inspire a shared vision; 2) They provide inspirational motivation; 3) Leaders foster intellectual stimulation by promoting skill development and critical thinking; 4) Individualized consideration is shown through active delegation and control measures. In conclusion, the Bojonegoro Resort Police's proactive, transformative leadership helps them navigate the Fourth Industrial Revolution's challenges, enhancing organizational performance in maintaining security and public order.

Abstract

Restorative justice has gained importance within the Indonesian National Police as a means of law enforcement and security services in the era of globalization and modernization. This approach offers a humane alternative that focuses on the recovery of victims and offenders, aiming to prevent crime and resolve conflicts. The police have transitioned from a purely punitive approach to embracing restorative justice principles. Community policing is crucial for reducing crime rates and fostering public trust. The challenge lies in shifting the law enforcement paradigm towards restorative justice and implementing community policing to build public trust. The research methodology involves normative legal research with an empirical approach, employing a descriptive-analytical nature. Secondary and primary data are used for analysis. Qualitative analysis and deductive conclusions are drawn. Findings indicate that the integration of restorative justice within community policing is an effective solution to improve the relationship between the community and the police. It is recommended that the police introduce the restorative justice approach in their community policing programs, thereby shifting the law enforcement paradigm and fostering public trust. This research emphasizes the significance of restorative justice in the context of community policing and its potential impact on law enforcement practices and public perception of the police

Abstract

The role of Baintelkam Polri is critically important in maintaining national security stability, identifying and responding to complex and varied security threats. In carrying out its duties, Baintelkam Polri plays a crucial role in gathering information, conducting intelligence analysis, and providing strategic recommendations to support national security policies. However, in the execution of its responsibilities, the Police Baintelkam faces numerous challenges stemming from various aspects, including the rapid advancements in information and communication technology. This technological progress poses a significant challenge to the Police Baintelkam as it opens up new opportunities for cybercriminals and terrorist groups to operate online. Consequently, addressing this threat necessitates more intensive efforts in monitoring and gathering information. The theories employed in this study encompass human resource management, career management, job satisfaction, and SWOT analysis. The research method adopted a qualitative approach, utilizing data collection techniques such as interviews, observations, and data documentation. The findings of this study underscore the pivotal role of career development within the National Police's Security Intelligence Agency (Baintelkam) in enhancing the performance of its members and upholding professionalism in the execution of security intelligence tasks. In an ever-evolving intelligence landscape, career coaching assists members in remaining relevant and effective. Consequently, career development strategies hold significant importance in surmounting challenges and fortifying the performance of the National Police's Security Intelligence Agency (Baintelkam). The overarching objective of career development is to enhance the capabilities, qualifications, motivation, and performance of members, equipping them to address complex and evolving situations in the realm of security intelligence.

Abstract

This study investigates the ethical dimensions of police public service delivery at the Integrated Police Service Centre (SPKT) of Polda Metro Jaya, focusing on the persistent gap between procedural compliance and ethical responsiveness. The research aims to identify the root causes of weak ethical implementation and to propose reform strategies grounded in virtue ethics. Employing a qualitative case study design, the study draws on data collected through in-depth interviews with officers and service users, 28 days of participant observation, and document analysis of police regulations and standard operating procedures. Thematic analysis was used to interpret recurring patterns in service behaviour and institutional culture. The findings reveal that while officers fulfil administrative requirements effectively, their interactions with the public often lack empathy, attentiveness, and moral judgement. Structural constraints, legalistic SOPs, and the absence of virtue-based training contribute to the erosion of ethical service culture. The study argues that the core issue is not regulatory deficiency, but the underdevelopment of moral character among police personnel. As a contribution to both theory and practice, the research introduces a comprehensive virtue ethics-based reform framework encompassing leadership, training, organisational culture, and procedural revision. The originality of this study lies in its explicit application of Aristotelian virtue ethics as a corrective model to address ethical stagnation in police service—a perspective rarely explored in Indonesian public administration scholarship.
