Abstract

Penelitian ini dilakukan untuk menganalisis risiko kebakaran yang disebabkan oleh ledakan pipa bertekanan tinggi. Di kapal, kebakaran merupakan kecelakaan paling fatal dan paling sering terjadi dibandingkan dengan kecelakaan lainnya, salah satunya adalah kebakaran akibat ledakan pada pipa. Metode yang digunakan dalam penelitian ini adalah metode kualitatif, yaitu studi literatur untuk mengidentifikasi dan menyajikan data-data tentang faktor-faktor penyebab ledakan pipa di atas kapal, dampak yang ditimbulkan, serta mitigasi yang perlu dilakukan. Dengan mengetahui faktor-faktor yang sering menyebabkan kebakaran di kapal serta langkah-langkah mitigasi yang harus diambil saat kebakaran terjadi, kita dapat lebih berhati-hati dan profesional dalam menangani situasi darurat. Hasil penelitian menunjukkan bahwa kebakaran terjadi akibat adanya unsur-unsur yang, apabila bersatu, dapat memicu kebakaran, yaitu udara, bahan mudah terbakar, dan sumber panas. Ledakan pada pipa bertekanan tinggi dapat menyebabkan kebakaran yang dipicu oleh kelalaian manusia serta usia pipa yang sudah tua. Dampak yang ditimbulkan meliputi percikan api yang memicu kebakaran serta kerusakan properti di atas kapal. Oleh karena itu, langkah-langkah mitigasi perlu diterapkan untuk mencegah dan menanggulangi kebakaran tersebut.

Abstract

Bill Of Lading (B/L) merupakan dokumen penting dalam pengangkutan laut yang berfungsi sebagai tanda terima barang yang telah dimuat ke kapal serta sebagai bukti kepemilikan barang. Dalam industri pelayaran, penerbitan B/L menjadi salah satu syarat utama dalam proses ekspor. Penelitian ini bertujuan untuk menganalisis proses penerbitan Bill Of Lading dalam kegiatan ekspor di PT Bahari Eka Nusantara Cabang Belawan serta mengidentifikasi upaya yang dilakukan perusahaan untuk memastikan kelancaran penerbitan dokumen tersebut. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan pendekatan analisis terhadap data yang diperoleh melalui wawancara, observasi, studi pustaka, dan dokumentasi. Hasil penelitian ini diharapkan dapat memberikan pemahaman yang lebih mendalam mengenai mekanisme penerbitan Bill Of Lading serta strategi yang diterapkan dalam meningkatkan efisiensi proses ekspor.

Abstract

. Penelitian ini bertujuan untuk menganalisis secara konseptual prinsip-prinsip dasar dalam ekonomi perusahaan dan relevansinya terhadap sektor maritim Indonesia. Dengan pendekatan studi pustaka, artikel ini merangkum dan mengelaborasi konsep-konsep utama dalam ekonomi mikro dan makro, struktur badan usaha, serta prinsip organisasi perusahaan berdasarkan buku Ekonomi Perusahaan (KPNK 1B). Hasil kajian menunjukkan bahwa penerapan prinsip efisiensi produksi, pengelolaan sumber daya, serta manajemen organisasi dan kepemimpinan yang tepat dapat meningkatkan kinerja sektor maritim, khususnya dalam konteks pelayaran niaga, pelabuhan, dan industri kemaritiman lainnya. Implikasi dari analisis ini mendukung gagasan bahwa integrasi prinsip ekonomi perusahaan dengan strategi pengembangan sektor maritim merupakan langkah strategis dalam mendorong pertumbuhan ekonomi nasional berbasis kelautan.

Abstract

This study aims to provide an in-depth analysis of the clearance out procedures for foreign-flagged vessels carried out by PT Tirta Permai Bahari, Pontianak Branch, as the appointed shipping agent at Kijing Tanjung Pura Port. The clearance out process includes the preparation and submission of all departure documents as well as coordination with relevant authorities, such as the Harbourmaster’s Office (KSOP), Customs, Port Health Quarantine Office, Immigration, and Pelindo. As the representative of the shipowner, the shipping agent plays a crucial role in ensuring the smooth administration of a vessel’s departure in accordance with applicable regulations. Effective collaboration and communication between the agent and the relevant authorities significantly influence the efficiency of the clearance out process. The accuracy and timeliness of document processing depend on the completeness of the required documents and the readiness of all parties involved. In preparing this paper, the authors employed two research methods: field research, conducted through direct observation of operational activities on site, and library research, involving an examination of literature, regulations, and relevant electronic sources (e-books) to strengthen the theoretical foundation and discussion.

Abstract

This study examines the administrative and operational procedures governing ship departure and arrival at the Singkil Ferry Port Service Unit (Satpel), Aceh, Indonesia. The research aims to analyze the sequence of administrative, technical, and inter-agency coordination processes involving the Harbourmaster, vessel operators, Quarantine Office, Customs, and the Water Police to ensure safe, secure, and efficient maritime operations. Data were collected through field observations and document analysis within the operational environment of Singkil Ferry Port. The findings indicate that the effectiveness of vessel clearance services is strongly influenced by the quality of coordination among agencies and the completeness of vessel documentation. Common delays are primarily caused by insufficient discipline among vessel operators in submitting required documents and by limited system integration among institutions. These issues result in slower processing times and reduced operational reliability. The study recommends enhancing operator compliance through stricter monitoring, improving the digitalization of administrative procedures, and strengthening human resource capacity within the Satpel. These measures are expected to streamline clearance processes, minimize delays, and uphold maritime safety standards.

Abstract

The purpose of this study is to examine the role of shipping agents in the arrival process of the passenger vessel MV Star Voyager at PT. Samoda Raya Bahari. Shipping agents play a crucial role as official representatives of ship owners by acting as intermediaries between the vessel and relevant port authorities, including the port authority, customs, immigration, quarantine services, and port service providers.The data collection methods employed in this study include field research through direct observation and communication with related stakeholders, as well as library research by reviewing books and academic journals relevant to the research topic. The results indicate that the role of the shipping agent in handling the arrival of MV Star Voyager at PT. Samoda Raya Bahari has not yet been optimal. This condition is primarily caused by inefficiencies in arrival time resulting from expired ship documents, which delay the clearance-in process. To optimize the handling of vessel arrivals, PT. Samoda Raya Bahari has implemented several improvement strategies, including early verification of clearance-in documents, increasing the number of employees, providing agency training and education, and enhancing office facilities and infrastructure.

Abstract

The agency process in managing the Safe Manning Certificate constitutes a crucial function of shipping agents acting on behalf of ship owners or operators to ensure legal and safe vessel operations. The Safe Manning Certificate is a mandatory document specifying the number and qualifications of crew members required to maintain maritime safety, security, navigation, port operations, and marine environmental protection. This study aims to analyze the role of shipping agencies in the renewal process of the Safe Manning Certificate and to identify challenges encountered during its implementation. The research was conducted at PT Bahtera Adhiguna, a shipping company actively coordinating with the Harbourmaster and Port Authority Office (KSOP) of Pangkalan Susu and other relevant institutions. The research employed field research methods through observation and interviews, complemented by library research by reviewing relevant regulations and academic literature. The findings indicate that PT Bahtera Adhiguna plays a significant role in document preparation, administrative coordination, and communication facilitation between the vessel and the KSOP. However, several challenges were identified, including delays in submitting initial documents by the vessel, limited awareness among some crew members regarding the importance of the Safe Manning Certificate, and human resource constraints at the KSOP of Pangkalan Susu.

Abstract

This study aims to analyze the role of freight forwarders in managing Export Declaration through the service user portal system at the Belawan Customs and Excise Office, with a case study at PT. Kemasindo Cepat Medan. Freight forwarders play a vital role as service providers responsible for handling export documentation and transportation on behalf of shippers or consignees. The preparation of Export Declaration process is conducted based on supporting documents submitted by exporters, including invoices, packing lists, shipping instructions, certificates of origin, phytosanitary certificates, and bills of lading. The Export Declaration process is carried out by EMKL (Sea Freight Forwarding) services within freight forwarding companies. This study also identifies several obstacles encountered during the Export Declaration process submission process, such as network disruptions in the Indonesia National Single Window (INSW) system, which may delay submission, and data input errors related to export licensing that result in rejection notices from Customs. Once corrected and resubmitted, the approved Export Declaration process receives an Export Service Note. The research methodology employs field research through direct observation and interviews, as well as library research by reviewing relevant literature and references.

Abstract

Coal loading and unloading operations play a vital role in ensuring the continuity of energy supply, particularly for electricity generation and industrial activities. PT Bahtera Adhiguna, as a shipping company engaged in coal transportation, frequently encounters delays during loading and unloading processes at ports, which disrupt operational schedules and increase operational costs. This study aims to evaluate the factors contributing to delays in coal handling operations and to formulate appropriate strategies to mitigate these issues at PT Bahtera Adhiguna Branch Merak. The research employed a qualitative descriptive approach through field research and literature review. Field data were obtained through direct observation of loading and unloading activities, while secondary data were collected from relevant regulations, company documents, and supporting literature. The results indicate that delays are primarily caused by adverse weather conditions, inadequate loading and unloading equipment, poor coordination among stakeholders, and technical problems experienced by vessels. Based on these findings, several handling strategies are proposed, including improving operational scheduling, enhancing port facilities and equipment readiness, strengthening coordination between ship operators and port authorities, and optimizing communication systems.

Abstract

Maritime safety is a crucial aspect of maritime transportation, with ship seaworthiness as a key factor in ensuring safe operations. This study examines the procedures for issuing the Minimum Safe Manning Document (MSD) at the Class I Tanjung Balai Karimun Port and Port Authority (KSOP) as legal evidence of compliance with the minimum number and qualifications of ship crew members in accordance with national and international regulations. The study aims to describe the document issuance process, from submission, administrative verification, ship survey, to issuance by the port manager. The method used is field research through observation and library research of relevant regulations and literature, referring to national regulations and international conventions. The results of the study indicate that the procedures have been implemented in accordance with the provisions, although there are still obstacles such as delays in document completion, limited understanding of ship owners, and administrative issues. Overall, the Minimum Safe Manning Document plays an important role in ensuring ship seaworthiness, improving maritime safety, and providing legal certainty for ship operations.
