Abstract

This study is a sentiment analysis of the Pandawa government service innovation. Pandawa is an administrative service innovation using the WhatsApp application by the Health Social Security Administration Agency (BPJS) of the Republic of Indonesia. The Pandawa service innovation received many positive and negative responses from communities on the official Twitter account @BPJSKesehatanRI. This is interesting to study in measuring the quality-of-service innovation for the Pandawa based on sentiment analysis of the responses of the communities. This study aims to measure the quality of Pandawa service innovation based on sentiment analysis of the responses of the user community from BPJS Kesehatan. The research method in this study is descriptive qualitative by utilizing the Nvivo 12plus application in processing data. The data is then presented in the form of crosstab analysis and word cloud analysis. The primary data source for this study was obtained from comments from the Pandawa users on the official Twitter account @BPJSKesehatanRI and secondary data sources from literature studies, journals, and online mass media. The results of the study show that the Pandawa service innovation has not been implemented optimally. This is based on the results of sentiment data processing which shows a negative response of 70%, a positive 18%, and a neutral 12%. The data shows that the Pandawa is very slow in response, replied by robots, service is not complete, and it is considered that the Pandawa makes it difficult for the community to get service. The high results of negative sentiment in this study hope to become a reference for study material in improving the quality of the Pandawa service innovation so that users can optimally benefit from the ease of administrative services innovation based on the WhatsApp application.

Abstract

This study aims to find out and analyze the role of the Central Java Government as a public media sphere of society through social media accounts on Twitter by focusing on the intensity of interaction between user’s accounts. The research method used is qualitative. In terms of data analysis, the author uses Nvivo 12 Plus software for the process of interpretation and presentation of data. The results showed that the interaction of Twitter accounts @humasjateng decreased monthly due to the government's focus on handling the COVID-19 pandemic. In addition, the interaction built by the Central Java Government with users are quite intense and interactive.

Abstract

This study explores the success of e-government in controlling corruption in Singapore and its potential applicability in Indonesia. Using a qualitative approach and literature review, it assesses anti-corruption efforts based on the E-Government Development Index (EGDI), focusing on the Online Service Index (OSI), Telecommunication Infrastructure Index (TII), and Human Capital Index (HCI). The findings reveal that Singapore, through its Corrupt Practices Investigation Bureau (CPIB), has effectively used digital platforms like e-complaints, e-booking systems, and AI-driven solutions to strengthen anti-corruption efforts. In contrast, Indonesia faces challenges due to a lower EGDI, particularly in underdeveloped TII, and a need for stronger AI support and legal reforms. The Corruption Eradication Commission (KPK) also requires improvements in human resources, with a shift towards meritocracy to reduce conflicts of interest. Unlike Singapore’s independent anti-corruption framework, Indonesia's KPK is constrained by administrative processes and supervisory involvement, limiting its capacity to combat corruption effectively. The current research builds upon existing studies by integrating the EGDI indicators with a focus on e-government’s role in corruption control, a dimension that has been underexplored, especially in comparative analyses between Singapore and Indonesia. The use of digital platforms in anti-corruption efforts and AI integration, as seen in Singapore, represents an advanced approach in this field. The novelty of this research lies in its detailed examination of the technological and institutional gaps between Singapore and Indonesia in implementing e-government for corruption control.

Abstract

This study aims to determine the research development with the Theme E-Government Development Index (EGDI) from 2003-2023. The method used in this study is qualitative with literature study. This research data source uses the Scopus database to identify research themes related to the EGDI for the 2003-2023 period, with a total of 240 article documents indexed by Scopus. Data analysis in the study used VOSviewer and NVivo 12plus to analyze the data and classify the research theme. The results showed that 2011 became the highest year in published Scopus-indexed articles. China is the country that has the highest contribution to research publications. Aii, Janowksi, Khawula, Khan, and Marthins were the main contributors to contributing publications. Then, the topics of electronic commerce, government data processing, government, e-government, and electronic health food became the highest frequency score for occurrences. The system is the most crucial topic in every research publication under the Theme of EGDI indexed by Scopus from 2003-2023. This research contributes theoretically to measuring e-government development in a country and practical in public service ICT innovation.

Abstract

The research aims to evaluate the implementation of the green policy concept in environmental management through a case study of sea fences in the Tangerang and Bekasi regions of Indonesia based on mass media. This project has received criticism from various parties because it is considered to cause many problems, especially in terms of Environmental Impact Analysis (EIA). The research method uses a qualitative approach with a descriptive approach on databases from the mass media. The data source was obtained from online news reporting on the sea fence case, which was then captured through the capture feature. Data analysis used Commissioned Qualitative Data Software (CAQDS) with the help of the NVivo 12plus device. The data analysis process uses coding techniques to identify narratives originating from three leading actors: the government, non-governmental organisations (NGOs), and the public. The results of the crosstab analysis show that government actors dominate the narrative (54%), followed by the public (25%) and NGOs (20%). The study results show that the dominance of the government's narrative is even ironically involved in the issuance of 263 problematic Building Rights (HGB) certificates in the project. This project impacts the destruction of marine ecosystems, loss of aquatic life habitat, coastal abrasion, and loss of livelihood of more than 3,800 fishermen, with economic losses of up to Rp24 billion. From the results of this study, the implementation of green policy in the sea fence project shows serious failures, especially in the aspects of supervision, transparency, and law enforcement. Therefore, firm action is needed from environmental violators to realise an innovative environment in a sustainable manner.
