Abstract

Situasi keamanan dan ketertiban yang kondusif sangat diharapkan oleh seluruh masyarakat sehingga menimbulkan rasa tentram dan damai. Sinergitas 3 Pilar di salah satu kalurahan wilayah Kapanewon Sanden sangat berpengaruh dalam upaya pembinaan masyarakat untuk mewujudkan keamanan dan ketertiban. 3 Pilar Kalurahan terdiri dari Lurah, Bhabinkamtibmas, serta Babinsa. Metode penelitian yang digunakan adalah pendekatan kualitatif, yang menggunakan teknik pengumpulan data dalam bentuk wawancara dengan narasumber. Hasil penelitian menunjukkan bahwa komunikasi dan koordinasi yang dibangun oleh 3 Pilar Kalurahan dalam membina keamanan dan ketertiban masyarakat sudah terjalin dengan baik. Namun masih terdapat beberapa kendala yang dihadapi dalam pelaksanaan tugas di lapangan terutama dengan ketidakpuasan tokoh masyarakat atas kinerja dari unsur 3 Pilar Kalurahan di salah satu kalurahan wilayah Kapanewon Sanden tersebut. Abstract

The preparation of the LPPD is a form of accountability for the administration of local government in Sleman Regency for one year. This is mandatory because it has been stated in Law Number 23 of 2014 concerning Regional Government. In addition, the results of the collection of LPPDs to the Central Government will be used as a reference for policy-making on regional problems as well as an early detection tool for national policy problems.

Abstract

Kontroversi hutan adat dan hutan desa di suku Miyah Kabupaten Tambrauw merupakan suatu problematika yang belum dapat dipecahkan atau diselesaikan oleh pemerintah setempat sebagai penanggung jawab utama dalam kasus ini terhadap masyarakat Tambruaw secara khusus masyarakat adat yang menjadi korban atas skema hutan desa tersebut. Persoalan pengelolaan hutan menjadi isu sensitif di Indonesia dan selalu melahirkan bibit-bibit konflik di seluruh wilayah di Indonesia. Hal ini bukan hal baru dan bukan pula baru terjadi di Kabupaten Tambrauw, namun masalah ancaman ekologis di Indonesia banyak di temui hampir 70% wilayah di Indonesia. Terancamnya ekosistem di Indonesia setiap tahun bertambah. Traumatis masyarakat terhadap kerusakan hutan sebagai habiat mereka ketika munculnya skema hutan desa suku Miyah ini membuat masyarakat di Kabupaten Tambrauw dengan tegas menolak perencanaan skema tersebut dan meminta Pemerintah daerah setempat untuk mempertanggungjawabkan dapat mengembalikan sebagian wilayah telah diskemakan dalam hutan desa menjadi hutan ada, di karenakan banyak pengelaman pahit berbagai wilayah kehilangan keaslian hutan.

Abstract

This research examines the impact of simplifying the structural positions of the State Civil Apparatus at the Indonesian Institute of Arts Yogyakarta. The purpose of this study is to analyze the stages of the policy process for simplifying structural positions at ISI Yogyakarta, to analyze the impacts caused by policies related to the simplification of structural positions at ISI Yogyakarta and to analyze solutions to resolve the negative impacts caused by policies related to the simplification of structural positions at ISI Yogyakarta. This type of research is descriptive with descriptive qualitative methods, the data sources used are primary and secondary, the object in this study is the Yogyakarta Institute of Arts Indonesia and the subjects in this study are the Rectorate and the structural ranks of educational staff at the Yogyakarta Institute of Arts Indonesia. The technique of determining informants is purposive technique. The data collection techniques used are observation and in-depth interviews. The data analysis techniques used are data reduction, data presentation, conclusion drawing and triangulation. The results of research on the Impact of Simplifying Structural Positions of the State Civil Apparatus are: the stages of the policy process for simplifying structural positions at ISI Yogyakarta. There are five stages of the policy process for simplifying structural positions at ISI Yogyakarta. First, identification of administrative positions in work units. Second, mapping of positions and administrative officials affected. Third, mapping functional positions that can be occupied. Fourth, alignment of functional and administrative position allowances. Fifth, the alignment of position classes refers to the rules of the Ministry of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia, 2019; The impact caused by the existence of policies related to the simplification of structural positions, First, there are differences in the characteristics of administrative positions and functional positions. Second, it hampers the career of ASN employees. Third, equalization of positions affects the position map of the relationship pattern to employee performance. Fourth, there is less opportunity for organizational refreshment with the position rotation mechanism. Fifth, equalization of positions has the opportunity to create a monotonous, linear work climate, and get stuck in a comfort zone; The solution to the problem of simplifying positions is as follows: First, identify administrative positions in work units. Second, mapping administrative positions and officials affected by simplifying the organizational structure. Third, mapping functional positions that can be occupied by officials affected by simplifying the organizational structure. Fourth, education background mapping.
