Abstract

This study aims to find out how, the performance of the state civil apparatus in the Jayawijaya district civil service agency. This research was carried out from February to May 2023. The selection of respondents was done deliberately. The data used are primary data and secondary data. Primary data was collected through interviews, based on questionnaires, to the head of the field and honorary staff respectively. jayawijaya district civil service. So that the total respondents were 6 people. Secondary data was obtained from related agencies, namely through the Jayawijaya Regency Regional Personnel Agency for Human Resources. Secondary data was also obtained through books obtained from local bookstores and the internet via Google Scholar in the form of books, journal articles and theses related to the topic of this research, namely the Performance of State Civil Apparature at the Jayawijaya Civil Service Agency. The results of the study show that the assessment of the performance of state civil servants in the Jayaawijaya Regency Regional Civil Service Agency is not optimal. Because there are still some problems. Based on the quantity indicator, it shows that there are still targets that have not been implemented and work that has exceeded the target, thus increasing the workload. In terms of quality, it was found that many mistakes were made in carrying out the work due to a lack of accuracy and understanding. In terms of time use, it was found that there were still many employees who had not used working hours effectively. Based on the existing problems, there are several suggestions that can be made, namely to increase discipline in working time, the need to improve the quality of work under supervision, provide punishment for employees who violate the provisions of working time and provide rewards for superior performing employees, the need for routine employee development programs , it is necessary to use a finger print for attendance, as well as adding office facilities that are lacking and routine maintenance of facilities and infrastructure.

Abstract

This study aims to determine the effect of work discipline and motivation on employee performance at the Tourism Office of North Sulawesi Province. This research was conducted from October to November 2021. The research method used was a quantitative method with an explanatory approach. Samples were taken as many as 63 respondents. This study uses multiple linear regression analysis and uses questionnaire data sourced from respondents and documentation. The results of this study indicate that the variables of work discipline and motivation have a positive and significant influence on employee performance. The percentage value of the independent variable on the dependent variable has a coefficient of determination of the stimulus (R Squere) of 0.743. This means that the rise and fall of the dependent variable, namely employee performance (Y) at the Regional Tourism Office of North Sulawesi Province is influenced by the independent variable, namely work discipline (X1) and motivation (X2) by 73.4% while the remaining 26.6 is influenced by factors others that were not investigated in this study.

Abstract

This study aims to determine the effectiveness of the pre-employment card program in the era of the COVID-19 pandemic at the Department of Manpower and Transmigration of North Sulawesi Province. This research was conducted from October to December 2021. This research used a descriptive qualitative method. The results showed that the achievement of the goals of the pre-employment card program in North Sulawesi was in great demand by the community as evidenced by the interest of the participants. The pre-employment card program can overcome employment problems in Indonesia as evidenced by the decline in the unemployment rate based on BPS data in 2021. Integration, the pre-employment card program needs to be socialized in more detail, not just disseminating information on pre-employment registration but including technical steps to minimize obstacles that will be experienced by pre-employment card participants. The adaptation of the pre-employment card program has adapted to technological developments, with this program the community has more control over the use of digitization which is the need of every human being at this time. So it can be concluded that the pre-employment card program in North Sulawesi in terms of indicators of achieving goals, integration and adaptation shows that its implementation is quite effective in the era of the COVID-19 pandemic.

Abstract

The study aims to analyze the implementation of the policy. Data analysis uses the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. The findings show that the implementation of the electronic land certificate policy in Tomohon City has not yet run optimally. In terms of communication, although socialization has been carried out through various channels, many community members still do not understand the procedures and benefits of electronic certificates and remain hesitant due to concerns about data security and the absence of physical documents. In terms of resources, policy implementation is hindered by limited human resources, insufficient technical competence, and inadequate technological infrastructure such as computers, internet networks, and other supporting devices. In terms of disposition, implementers demonstrate positive attitudes and strong commitment in supporting the implementation and finding solutions to emerging technical obstacles. The study concludes that the implementation of the electronic land certificate policy at the Tomohon City Land Office still needs to be improved, particularly in public communication, resource readiness, and infrastructure strengthening, so that digital land administration services can operate more effectively, efficiently, and be well accepted by the community.
