Abstract

Penelitian ini didasarkan pada permasalahan hasil revitalisasi atau pembangunan pasar yang tidak digunakan. Penelitian ini bertujuan melakukan evaluasi kebijakan khususnya pada dimensi efektivitas, responsivitas dan ketepatan Kebijakan Revitalisasi Pasar Rakyat Daerah Tertinggal Kabupaten Buton Selatan, yang berada di Kecamatan Sampolawa. Penelitian ini berusaha bereksplorasi dan memahami lebih detail tentang dimensi evaluasi kebijakan tersebut oleh karenanya penelitian ini menggunakan pendekatan kualitatif. Hasilnya menunjukkan revitalisasi atau pembangunan pasar rakyat Sampolawa tidak mencapai efektivitas karena belum mencapai apa yang dikehendaki kebijakan. Awalnya respon yang muncul sangat positif karena merupakan kebutuhan pedagang dan masyarakat. Namun, berubah setelah penentuan lokasi, pelaksanaan pembangunan hingga pemindahan awal pedagang. Tujuan dan sasaran kebijakan ini sebenarnya sudah tepat selain sesuai dengan kebutuhan pedagang dan masyarakat, sesuai dengan visi kepala daerah dan renstra dinas perindag serta program prioritas nasional. Namun, bermasalah dalam penetapan lokasi, pembangunan yang tidak lengkap dan penyelesaiannya yang lambat. Kebijakan ini tidak efektif, tidak responsif dan tidak tepat.Kata Kunci : Evaluasi Kebijakan, Efektivitas, Responsivitas, Ketepatan, Revitalisasi Pasar Daerah Tertinggal

Abstract

This research describes organizational behavior in disaster management in South Buton Regency. The study employs a qualitative method with data collection techniques using triangulation (interview, observation, and documentation). Data substance reduction is then presented for analysis. The analysis in this research utilizes Robins & Judge’s organizational behavior model with three levels of analysis. The findings of research include, among others, at the individual level, the South Buton Regency’s Disaster Management Agency (BPBD) exhibits diverse attitude, perception sensitive to disaster mitigation, and motivation requiring effective management. To achieve optimal performance in disaster management, there is a need for management strategies that understand the uniqueness of each individual, create a supportive organizational culture, and motivate employees with clear guidance. At the group level, effective leadership, structured communication, and proper conflict resolution are essential for achieving goals and optimal performance in BPBD South Buton Regency. At the organizational level, organizational structure, organizational culture, and human resource management in BPBD South Buton Regency have been formed and operated effectively. This structure aims to establish formal task distribution, create unity, and enable effective coordination and collaboration in achieving organizational goals.

Abstract

This research describes the implementation of family hope program policy, especially in Bukit Wolio Indah Village, Baubau City. In its implementation, the facilitators play a crucial role in carrying out this program. This research uses qualitative methods. Data were collected through interviews, observations, and documentation. The data were analyzed by organizing the substantive data, reducing it without changing the substantive information, and then presenting the data. The data were presented while still taking into account the freshness of the data, starting from credibility, transferability, dependability to conformability.  The research found that: firstly, the implementation of the Family Hope Program (PKH) policy has been organized and does not result in various policy interpretations, but this policy has not been successfully applied because many of the PKH beneficiaries are still not independent, with a total of 300 PKH beneficiary families. The policy was organized by involving the local government agencies, the Social Department and the Village Government, supported by the district facilitators. Secondly, the facilitators also serve as motivators, besides serving as facilitators and bridging the gap in validation data between the central government and the social service agency, which was often a problem in determining the target group of recipients. However, these roles are still not able to make the PKH beneficiaries independent.

Abstract

This study describes the community's behavior in utilizing home yards to achieve family food self-sufficiency in Wakorambu Village, Muna Regency. The objective is to analyze the behavior of the Wakorambu Village community in utilizing home yards as productive land. The research employs a qualitative method with a descriptive analysis model. Data were collected through in-depth interviews, observation, and documentation. The study results show that the behavior of the community in utilizing home yards is influenced by three main factors: (1) adequate yard size, allowing the community to grow various types of plants; (2) soil fertility that supports plant growth without requiring significant additional fertilizers, and (3) active use of home yards, ensuring the land is not left idle. Residents who utilize their home yards significantly improve their family income. The study recommends that communities who have not yet utilized their home yards should start managing them optimally to gain more significant economic and environmental benefits.
