Abstract

The Indonesian government has enacted Law No. 41/2009 on the Protection of Sustainable Food Agricultural Land as a government decree that aims to protect agricultural land from the problem of land conversion that continues to increase every year. This agricultural land protection policy is the basis for decisions in controlling land conversion. The purpose of this research is to describe and illustrate the decentralization policy for Subak Sustainability in Bali. This research uses a qualitative research method with a literature review approach through online search sources through Google Scholar. The results of this study Decentralization of the subak system is an important step to maintain local wisdom and environmental sustainability in Bali. By giving more authority and resources to local communities, subak can better adapt to modern challenges and remain an important foundation for Bali's social and economic life. Through strong cooperation between the government, local communities, and various stakeholders, subak can continue to thrive as an example of best practice in sustainable natural resource management.Keyword: Decentralization, Subak, Land Conversion

Abstract

This research explains how to build a narrative approach syllogism in policy making and analysis using William N. Dunn's framework. The data used in this research uses secondary data from internet searches and literature from reputable journals. This research uses a qualitative and descriptive approach. The conclusion of this research is the syllogism of the narrative approach in public policy studies, consisting of the narrative approach in qualitative research methods, the narrative policy framework (NPF), and the advocacy coalition framework (ACF). In public policy studies, the activities of the policy-making process are divided into two actors with different tasks: first, policymakers carry out agenda setting, formulation, adoption, implementation, and evaluation of policies. Meanwhile, the second actor is a policy analyst, whose job is to identify problems, forecast policies, recommend policies, and monitor and evaluate policies. Each stage can use a narrative approach syllogism, where policymakers can explain and understand whether a policy will impact individuals or communities, understand the experiences and perspectives of the community or other stakeholders, build community empathy and support, and identify unexpected consequences. For policy analysts, the narrative approach of the syllogism is useful in terms of understanding the impact of policies, identifying emerging problems and conflicts, organizing and presenting policy recommendations clearly and persuasively, assisting with efforts to identify emerging issues, identifying dominant and alternative narratives that shape policy debates, understanding the formation, maintenance, and role of coalitions in the policy process, and evaluating policy effectiveness and adjusting recommendations. Abstract

This agricultural land protection policy is the basis for decisions in controlling land conversion. The purpose of this research is to find out the Collaborative Governance of the implementation of agricultural land protection policies in Indonesia. This research uses a qualitative research method with a literature review approach through online search sources through Google Scholar. The result of this research is the Implementation of Agricultural Land Protection Program in Indonesia, currently still not implemented and running effectively and the lack of collaboration or cooperation between stakeholders in several regions in Indonesia. For this reason, there needs to be an effort through the Collaborative Governance approach or requires cooperation between the government as a regulator, the private sector, and the community, especially the landowners and farmers so that the implementation of this program runs well according to the objectives of the policy setting.
