Abstract

Road and bridge construction is a very important development. This is because roads and bridges are the interface between one region and another. Then, with the roads and bridges that deserves to be taken towards a region will also encourage the growth of the regional economy.However, this is not perceived by Kampar Kiri Hulu. Some areas in the region have not been touched for the construction of roads and bridges to their territory well. The absence of planning or development program created by the district government of Kampar be one of the factors that influence delays in the construction of roads and bridges in Kampar Kiri Hulu.Then, there is no political will from the government for the construction of roads and bridges.The intent of this study was to determine what factors influence the development of road infrastructure and bridges in Kampar Kiri Hulu. The method used in this study is a qualitative approach to the informant Head Kampar Kiri Hulu, Public Works Department, Government Administration Building Kampar, Kampar District Assembly Members and some people Kampar Kiri Hulu. With data collection techniques such as interviews and documentation. As well, the data analysis with qualitative assessment.Results from this study were 1) the factors that affect the process of infrastructure development of roads and bridges is the lack of willingness of local governments to do the construction or commonly called the political will and there is no planning of infrastructure development of roads and bridges are the focus for Kampar Kiri Hulu. 2) the absence of established communication top down bottom up (two-way communication) between the Government of the District of Kampar Kampar Kiri Hulu society, only from the bottom up. 3) lack of coordination among the implementing agencies goes well.

Abstract

Supervision is very important in all work, especially in government, lack ofsupervision is a phenomenon that is polemical and losses for various parties, thisphenomenon occurs in Indragiri Hilir, where the supervision of the Department of Marineand Fisheries to Enterprises Fishing less than the maximum because there are many fishingvessels who do not have license arrest but still fishing sepenggunaan toxins in the process ofcatching fish. The authors wanted to examine further on the Control of Marine and Fisheriesin Enterprise Fishing Year 2012-2013.The purpose of this study was to determine the mechanism of supervision conductedby the Department of Marine and Fisheries Indragiri Hilir through to the fishing effort anddetermine the barriers that lead to a lack of oversight conducted by the Department ofMarine and Fisheries Indragiri Hilir in monitoring fishing effort. The method used isdescriptive qualitative. Informants in this study is the Department of Marine and FisheriesIndragiri Hilir Environment Agency Indragiri Hilir and Fishermen. Data CollectionTechniques with interviews to determine the extent of Supervision Department of Marine andFisheries in the fishing business. Qualitative data analysis technique that is performed on thedata, in this case the qualitative data in the form of information associated with the dataother then to get clarity on the truth.Results from this study, Monitoring Department of Marine and Fisheries IndragiriHilir in Enterprise Fishing has been carried out and in accordance with existing regulations,just not running optimally, due to lack of infrastructure and lack of funds to conductsurveillance, then the next factor less accuracy officers at while supervising and less firmnesssanctions applied so as not to make the fishermen fear or deterrent.Keywords: Control , Marine and Fisheries Agency, Business

Abstract

Slums are uninhabitable settlements due to building irregularities, high levels of building density, and the quality of buildings and infrastructure that do not meet the requirements. The government makes the settlement area a national program to realize habitable settlements through the KOTAKU program. To carry out the program, it requires collaboration between the parties involved in order to realize the objectives of the KOTAKU program. Collaboration is carried out by fulfilling the principle of collaboration, namely participation, communication, trust, sharing, and acceptable. The formulation of the problem in this study is (1) How is the collaboration in handling slums in Sukaramai Village Pekanbaru Kota District? (2) What are the obstacles experienced in handling slum settlements in Sukaramai Village Pekanbaru Kota District? The objectives of this research are (1) To describe collaboration in handling slums in Sukaramai Village Pekanbaru Kota Subdistrict. (2) To describe the obstacles experienced in handling slums in Sukaramai Village Pekanbaru Kota District. The results of this study are that there are still many parties involved in collaboration not adhering to the principle of collaboration so that collaboration does not work effectively. And in the implementation of the program, not all parties were involved from the beginning to the end of the program implementation. Besides that, there are also external and internal inhibiting factors in managing slums, so that the objectives of the program cannot be fully achieved. External factors include budget constraints and internal factors are lack of public awareness about clean and healthy living behavior. Keywords: Collaboration, Slum area, KOTAKU Program

Abstract

This study aimed to socialize Regional Head Election By Regional Election Commission (Election Commission) Rokan Hilir year 2015. This study focused on socialization conducted to society in Rokan Hilir on the local elections which took place on December 9, 2015. With the formulation of the problem : How socialization conducted by Regional General Election Commission (Election Commission) Rokan Hilir in local elections in Rokan Hilir 2015. Based on the background of the problem, then this study is to investigate the implementation of socialization local elections conducted by Regional General Election Commission (Election Commission) Rokan Hilir Year 2015. The research method is qualitative. Data collection techniques used Interviews and documentation.The results of the field studies showed that socialization conducted by the Commission of Regional General Election (Election Commission) Rokan Hilir to four target groups consisting of local officials, the organizer of the local elections, community groups, and voters which is not maximized, it is seen from the results of interviews conducted by the author to the target group who get the socialization of the General Election Commission (Election Commission) Rokan Hilir. In the determination of permanent voters list (DPT) seen from the data registered in the election, the reduction in the number of voters and the amount of vote during the elections are also far from the expectations of Regional Election Commission (Election Commission). In addition to the time of election going there some mistakes conducted by the voters, which should not happen because people already get the socialization of the PPK, PPS, KPPS and commission of regional general election (Election Commission) alone how to be a good voter in accordance with the rules that has been established.Keywords: Elections, Political Socialization

Abstract

Waste management is the collection, transportation, processing recycling or disposal of garbage material. Produced from human activities and it is asually managed to reduce its impact on environmental health and aesthetics. All the efforts of the waste management has been carried out by Technical Implementation Unit (UPT) for Waste Management that handles all about garbage problems and Pematang Pudu garbage bank institution as well. The formulation of the problem in this study is How is the effort of the Technical Implementation Unit (UPT) of waste management in the area of Pematang Pudu sub-district Mandau in 2017? And the aim of this studys is to know how is the effort of the Technical Implementation Unit (UPT) of Waste Management in the area of Pematang Pudu sub-district Mandau in 2017. To know the factors that influenced the efforts of Technical Implementatiton unit of Waste Management in the area of Pematang Pudu sub-district Mandau. This research uses descriptive qualitative approach. The results of this research is the lack of the waste management handling from the stakeholders, the lack of facilities and infrastructures such as garbage transportation garbage can and the only one land fill. Abstract

The problems of school dropouts  is  like dynamite for Indonesian that never be ended because the number of school dropout rates increases each year, as happened in Indragiri Hulu, especially in BatangCenaku. The numbers of school dropouts  in elementary  level amounted to 66 students from 4856 students in 2011 while  in 2012  the numbers of schools  dropouts  increased to 188 students from 4951  students.A negative impact for  the Indragiri Hulu if the problem can not be solved by the government of Indragiri Hulu. So the researcher  formulates what factors are the causes of school dropouts at the elementary level in BatangCenaku? How are the efforts of local government of educational sector in the reduction of school dropouts in BatangCenaku?This  is a qualitative research. The location of this  study  is at the office of District Education of  Indragiri Hulu, in Batang Cenaku. In  collecting  the data the researcher  used purposive sampling technique.  Purposive sampling is  a  technique that usedparticular consideration  in collecting the data sample, for example, the person considered  as  most knowledgeable about what  to  expect, so it will be easier for researcher to explore objects and social situation investigated. To get the data,  the  researcher  used  the following methods: observation, interviews, and documentation. To describe the issues discussed,  analyzing the data  is needed to do.According to the  finding  research the causes of school dropouts are  the economy, family, school, peers,  and  academic ability. The efforts of the Government of Indragiri Hulu  appropriate    toauthority possessed by the local government issued a policy of reduction of school dropouts in the form of movement compulsory  education of  villages  based  including updating data dropouts or no schooling  children, socialization to the people, Assistance Fund, Optimizing Scholarship Education for  poor  people,  and Education Pack Assistance Program.Keywords: Authority, Dropouts, Education

Abstract

This research was conducted in order to determine the political communication between the political elite at the General Election of President and Vice President in Rokan Hilir in 2014, this study only focused on personal communication that exists in the victory elite pair Joko Widodo and Jusuf Kalla. The main problem in this research is the victory of Joko Widodo and Jusuf Kalla in Rokan Hilir which if in math coalition of parties supporting the pair Joko Widodo and Jusuf Kalla has only 17 seats of the 45 seats available in the membership of the Legislative Council of Rokan Hilir , This research uses the theory of political communication, political communication strategies and theories of political elites. This research uses descriptive analysis method using a qualitative approach. This research using purposive sampling and snowball sampling that interview with the informant as the object information that aims to achieve the goal. Data used in this study are primary data and secondary data obtained through direct observation and interviews with informants research.This research took place in Rokan Hilir , which the District is not the basis of the parties supporting the coalition Joko Widodo and Jusuf Kalla . Political communication that took place in the General Election of President and Vice President this involves political elites inside and outside the winning team of Joko Widodo and Jusuf Kalla.Based on the results of the analysis of the research data in order to uncover and answer research questions related to the communication of the political elite that occurred in the victory of Joko Widodo and Jusuf Kalla at the General Election of President and Vice President in Rokan Hilir in 2014 ago , in this research , the authors will describe the communication that occurs between the political elite , the political elite is meant here is the local political elite and non- elite local politics.Keyword : Political Communication, Political Elite, General Elections of President and Vice President

Abstract

This research entitled "Cooperation of Village Government Pasar Baru Pangean With Camat In Completing Poverty In Pangean Sub District Through Family Hope Program (PKH) Year 2016". This research is based on the cooperation between the Village Government and the Camat in solving the existing poverty in Pasar Baru Pangean Village through Family Hope Program (PKH) launched by the Ministry of Social Affairs to reduce the poverty index. The formulation of the problem in this research is how the cooperation of the Village Government of Pasar Baru Pangean with Camat in completing poverty through Family Hope Program (PKH) in Pangean Subdistrict and also the implementation of Family Hope Program (PKH) in Pangean Subdistrict. The problems that exist in this research is to know the form of cooperation between Village Government of Pasar Baru Pangean and Camat in solving the poverty found in Pasar Baru Pangean Village and want to know the implementation of Family Hope Program (PKH) Program in Kecamatan Pangean. The method used in this study is a qualitative method that describes the data descriptively. Data collection techniques used were in-depth interviews, documentation and observation, while other required data came from research informants and supported by supporting documents related to this research.Based on the results of research that has been done show that there are three forms in cooperation Village Government Market New Pangean with Camat in poverty alleviation through family program harrapan (PKH) in 2016 that is 1. Coordination Shape, which coordination is done in two ways that is directly and indirectly, 2.The form of Data Collection to encourage the synchronization of data every year, and 3.Bentuk Pembinaan by the Camat to the Village Government Pasar Baru Pangean with the form of facilitating the guidance of PKH activities in 2016. Implementation of family planning program (PKH) found in Pangean sub-district in 2016 generally has no significant obstacles. There is only a problem with margins of data error in population resuscitation. The data is not always accurate or not always 100% true, there must be a mistake, because 100% accurate data is god's data as well as changes in economic status to the community.Keyword: Cooperation, Poverty Alleviation, PKH Implementation

Abstract

The goal of this research is to create and validate the scale. A total of 126 workers from a palm oil plant in Riau province were included in this investigation. Win step program is used to analyze data using the Rasch model. This is supported by research. In the unsatisfactory category, the Cronbach alpha value, which measures the overall interaction between people and items, is included. Furthermore, the importance of person reliability as a measure of the consistency of respondents' responses is categorized as extremely bad. In the meantime, item reliability as a measure of the instrument's quality falls into a distinct category. The standard items' average difficulty level is below the ability level of the palm oil mill's managers. As a result, palm oil mill management readily approves this natural environment plan instrument item.
