Abstract

The community has an important role in the legislative process for the Prevention of Sexual Violence Crime Act (UU-TPKS). Various elements of society who are members of the Civil Society Coalition Against Sexual Violence (KOMPAKS) movement are actively carrying out political communications that undermine the ratification of the TPKS Law. Actors in the KOMPAKS movement consist of various civil society organizations (CSOs), student organizations, and academics (individuals and groups). This research aims to analyze political communication that occurs in the KOMPAKS environment and create a dialectical relationship between actors and social structures. Antonio Giddens' Structural Theory as an analytical tool. The method used in this research is the KOMPAKS case study. However, this research has limitations because it only focuses on observing the monitoring process of the TPKS Law carried out by KOMPAKS as a form of civil society movement. The research results show that (1) political communication occurs through the connectedness (duality) of KOMPAK's agent structure, and (2) KOMPAKS is able to overcome internal and external challenges in the process of forming the TPKS law. KOMPAKS' internal political communication challenge is coordination between KOMPAKS members, and the external political communication challenge is discussion of the contents of the TPKS law which is considered LGBT-friendly. Abstract

Keberadaan masyarakat sebagai salah satu stakeholder dalam kehidupan bernegara mengambil peranan penting dalam penyusunan kebijakan. Rancangan Undang- Undang Penghapusan Kekerasan Seksual (RUU-PKS) sebagai manifestasi perlindungan terhadap korban kekerasan seksual menjadi salah satu bentuk usulan kebijakan dari masyarakat terhadap pemerintah. Masyarakat yang terkoordinir dalam Gerakan Koalisi Masyarakat Sipil Anti Kekerasan Seksual (KOMPAKS) berupaya secara aktif mendorong agar RUU-PKS tersebut segera disahkan menjadi UU. Aktor-aktor Gerakan KOMPAKS terdiri dari berabagai entitas masyarakat seperti akademisi, mahasiswa, NGO. Penelitian ini melihat bagaimana hubungan dialektis antara agen dan strtuktur sosial yang ada pada KOMPAKS. Tujuan dilakukan penelitian ini untuk mendeskripsikan bagaimana hubungan dialektis antara relasi agen-struktur (dualitas) di KOMPAKS. Penelitian ini merupakan penelitian dengan menggunakan paradigma konstruktivisme dan Teori Strukturasi Antonio Giddens sebagai pisau analisis. Hasil dari penelitian ini menunjukkan bahwa ada hubungan timbal-balik (dualitas) kepentingan yang ada dalam agen-struktur masyarakat yang tergabung dalam Gerakan KOMPAKS dan hasil lainnya menunjukkan bahwa agensi dalam strtuktur sosial tidak selalu membawa perubahan sosial secara cepat.

Abstract

Gender-based social movements are often carried out by civil society for humanitarian purposes. Movement strategies are formulated in various ways, one of which is through political communication by civil society. The Civil Society Coalition Against Sexual Violence (KOMPAKS) is a civil society movement that supports the ratification of the Sexual Violence Crime Law (UU TPKS). KOMPAKS consists of various elements of civil society, namely individuals, academics, civil society organizations, etc. KOMPAKS actively carries out social movements with various strategies, one of which is using political communication. This study aims to analyze the KOMPAKS Movement strategy in overseeing the TPKS Law using the Giddens Structuration perspective. The method used in this study is a case study of KOMPAKS in the context of social movements. However, this study has limitations because it only focuses on the KOMPAKS movement strategy. The results of this study indicate that the movement strategy carried out by KOMPAKS is gender-based, through political communication of various government stakeholders, education to both civil and political communities regarding the substance of the TPKS Law. The KOMPAKS Movement shows the dominance of agents rather than structures, namely the TPKS Law. Theoretically, there is no structuring process that occurs in the KOMPAKS movement, instead there is agent dominance over the structure. In the context of this research. the agent in question is KOMPAKS, while the structure is the TPKS Law, so theoretically this is what caused the ratification of the TPKS Law to take almost 10 years to be ratified.
