Abstract

ABSTRACT This study aims to determine "The Effect of Supervision on Employee Work Discipline at the Office of Cooperatives, SMEs in South Sumatra Province". The benefits of research can provide input to the Office of Cooperatives, UKM of South Sumatra Province. The hypothesis is a temporary answer to the research objectives derived from the framework that has been made. The method used is a quantitative method. The population in this study, namely all employees at the Cooperative Service, UKM Province of South Sumatra, totaled 92. The sample in this study used a census. Data collection techniques consist of questionnaires and documents. The test technique for instrument variables X and Y uses construction variables whose contents are items that will be measured based on theory, normality test, validity test, reliability test. The data analysis technique that the author uses is quantitative data analysis technique, namely. Simple linear regression and t test. Variable (X) = 0 units, then (Y) is the value a = 16.625 units. Meanwhile, the regression value b = 0.516 means that if the X variable (supervision) increases by 1 unit, then the Y variable (employee work discipline) increases by b = 0.516 units. Therefore the Office of Cooperatives, UKM of South Sumatra Province needs to pay serious attention to supervision so that it can improve employee work discipline. Keywords : Financial Performance, Financial Ratio, PSAK72 ABSTRAK Penelitian ini bertujuan untuk mengetahui “Pengaruh Pengawasan Terhadap Disiplin Kerja Pegawai Pada Dinas Koperasi, UKM Provinsi Sumatera Selatan”. Manfaat penelitian dapat memberi masukan kepada Dinas Koperasi, UKM Provinsi Sumatera Selatan. Hipotesis merupakan jawaban sementara terhadap tujuan penelitian yang diturunkan dari kerangka pemikiran yang telah dibuat. Metode yang digunakan adalah metode kuantitatif. Populasi dalam penelitiaan ini yaitu seluruh pegawai pada Dinas Koperasi, UKM Provinsi Sumatera Selatan berjumlah 92. Sampel dalam penlitian ini menggunakan sensus, sensus adalah teknik penentu sampel bila semua anggota populasi digunakan sebagai sampel, sempal yang ditetapkan 92 orang. Teknik pengumpulan data terdiri dari kuisioner dan dokumen. Teknik uji coba instrument variabel X dan variabel Y menggunakan variabel kontruksi yang isinya merupakan butir-butir yang akan diukur dengan berdasarkan teori, Uji normalitas, uji validitas, uji reliabilitas. Teknik analisis data yang penulis gunakan yakni teknik analisis data kuantitatif yaitu. Regresi linier sederhana dan uji t. Variabel (X) = 0 satuan, maka (Y) sebesar nilai a = 16,625 satuan. Sedangkan regresi nilai b = 0,516 berati jika variabel X (pengawasan) meningkat 1 satuan, maka variabel Y (disiplin kerja pegawai) meningkat sebesar yaitu b = 0,516 satuan. Maka dari itu Dinas Koperasi, UKM Provinsi Sumatera Selatan perlu memperhatikan dengan serius mengenai pengawasan supaya dapat meningkatkan disiplin kerja pegawai. Abstract

Regulation of the Coordinating Minister for Economic Affairs Number 1 of 2023 regulatesthe distribution of People's Business Credit (KUR) by emphasizing the principles of inclusivityand accountability. KUR can be distributed directly by financial institutions or through a linkagepattern in collaboration with other financial institutions to reach a wider range of MSMEs.However, for Indonesian Migrant Workers (PMI), KUR distribution is carried out directly.Distribution through linkage institutions must meet strict technical standards, such as reportingthrough the Program Credit Information System (SIKP), guarantees from verified institutions,and electronic system integration to ensure transparency. Collateral provisions aredifferentiated based on the loan ceiling. For loans below IDR 100 million, additional collateralis not allowed to ensure accessibility. Violations of these provisions are subject to administrativesanctions.The KUR program includes various schemes, including super micro KUR with a ceiling ofup to IDR 10 million and low interest rates, as well as light requirements. The government alsoencourages effective distribution through training for linkage institutions, increased supervision,and information technology support. Intensive socialization to MSMEs, especially in remoteareas, is needed so that they understand the application procedures and their rights.KUR recipients can access other credit as long as the collectibility is smooth, withrestrictions on loan frequency based on sector. Routine reporting to the MSME Financing PolicyCommittee through SIKP is mandatory, and starting October 1, 2023, an integrated electronicsystem will become a mandatory standard. KUR recipients are also directed to participate in theBPJS Ketenagakerjaan program as part of social protection.Overall, the KUR policy aims tostrengthen MSMEs through inclusive, adaptive, and accountable financing, in order to increasethe independence, productivity, and competitiveness of small businesses in Indonesia. Abstract

Technological developments have encouraged the rapid growth of electronic transactions (e-commerce) in Indonesia. However, this convenience also raises vulnerabilities for consumers related to fraud, quality of goods, data confidentiality, and puts consumers in a weak bargaining position. This study aims to analyze the legal framework that protects e-commerce consumers in Indonesia, highlight implementation challenges, and identify effective solutions. This research uses normative legal research methods with legislative and conceptual approaches. The results show that primary legal protection is sourced from Law Number 8 of 1999 concerning Consumer Protection (UUPK) and Law Number 11 of 2008 concerning Information and Electronic Transactions (ITE Law), but there are still regulatory gaps and weaknesses in law enforcement. The main gap is the absence of substantial affirmation of civil liability for marketplace platforms that factually play an active role and make a profit. Conceptually, this condition demands the adoption of the doctrine of shared responsibility between the platform and the merchant. In addition, the dispute resolution mechanism through the Consumer Dispute Resolution Agency (BPSK) has proven to be ineffective due to execution constraints and spatial jurisdictional limitations. Therefore, regulatory harmonization is needed to explicitly define the Shared Liability platform, strengthen the government's institutional capacity for data security audits, and an urgent transition towards the implementation of the Online Dispute Resolution (ODR) system as a fast and efficient dispute resolution mechanism. These measures are crucial to achieve optimal protection and legal certainty in digital dynamics.
