Abstract

Perubahan lingkungan yang sedemikian pesat (disruptive era) menuntutrespon yang cepat dan tepat oleh pemimpin dalam setiap organisasi. Perubahan tersebut tidak saja dialami oleh sector privat yang biasanya cenderung lebih adaptif dengan kondisi yang ada, namun juga sector public yang saat ini memilik tuntutan yang sama dari masyrakat. Bupati Dedi Mulyadi dalam kepemimpinannya disebut-sebut membawa perubahan yang lebih baik untuk Kabupaten Purwakartadengan berbagai kontroversinya.Tidak sedikit kebijakan yang dibuat menimbulkan pro kontra di berbagai lapisan masyarakat. Berdasarkan kondisi factual tersebut, penelitian ini bertujuan untuk menganalisisKapabilitas Dinamis Kepemimpinan Bupati Dedi Mulyadi. Penelitian ini menggunakanteori kapabilitas dinamis dalam dynamic governance yang dikemukakan oleh Neo Boon Shiong dan Geraldine Chen. Penelitian ini menggunakan paradigma post-positivist dan pengumpulan data melalui wawancara mendalam dan studi literatur. Hasil penelitian menunjukkan bahwa kepemimpinan yang dilakukan oleh Dedi Mulyadi ini telah memiliki kapabilitas dinamis dalam menjalankan pemerintahannya. Kendati demikian, kapabilitas dinamis yang dimiliki ini belum sepenuhnya terpenuhi, masihterdapat beberapa dimensi yang tidak terpenuhi dan beberapa masalah dalam pelaksanannya.

Abstract

The West Java Provincial Government is adopting technology-driven talent management. This empirical study explores digital-based civil service talent management, emphasizing its role in supporting merit-based placement. Key steps involve digital models, employee profiling, talent mapping, and leveraging information systems. This digital approach yields comprehensive, measurable talent data and transforms HR management into a more objective and efficient process. Successful implementation depends on leadership commitment, HR capabilities, and robust IT infrastructure. Future research could explore the impact of these processes on individual and organizational performance. Policy recommendations for the West Java Province include enhancing leadership commitment to digital transformation in talent management, developing HR manager skills in digital systems and evidence-based decision-making, investing in IT infrastructure, integrating and standardizing talent management systems, and formulating sustainable policies for digital talent management development, including data privacy and security

Abstract

Nowadays, electric trains are experiencing a transition from diesel fuel to renewable energy. Hybrid electric trains can prove progress from renewable energy, even though they require more than one energy source such as fuel cells and batteries, because renewable energy cannot stand alone. This results in an increase in voltage on the Fuel Cell (FC) which can have an impact on current density and a decrease in voltage, thus requiring a protected DC-DC Converter type circuit to obtain ideal and dynamic condition characteristics. To overcome this problem, the IFBC (Interleaved Full Bridge Circuit) DC-DC Converter is highly recommended as a voltage regulator. There are several methods used to regulate MOSFET’s which in this case affect the IFBC DC DC Converter settings, one of which is the SMC (Sliding Mode Control) method. SMC is a type of non-linear control that functions functionally to control variable structures. However, the application of SMC requires a considerable switching frequency, which has the potential to cause component loss, therefore the switching frequency needs to be limited to that range. To overcome this problem, a method is needed to identify the IFBC output voltage control process using the SMC method in Fuel Cell applications and the software which is considered the most efficient in carrying out this, namely SIMULINK MATLAB software.
