Abstract

Identitas Kependudukan Digital atau yang biasa disebut dengan IKD merupakan salah satu inovasi yang dikembangkan oleh Ditjen Dukcapil Kementerian Dalam Negeri. Dengan berkembangnya zaman yakni kemajuan teknologi informasi maka memungkinkan setiap penduduk memiliki identitas kependudukan digital. Inovasi tersebut bertujuan untuk mempermudah masyarakat dalam kepengurusan dokumen yang membutuhkan data kependudukan dengan tidak perlu membawa bukti fisik tetapi hanya menunjukkan data tersebut melalui Smartphone Android. Pengabdian dilaksanakan dengan tujuan untuk memperkenalkan hadirnya inovasi tersebut yang masih sangat tergolong baru. Maka, di Desa Pojok, Kecamatan Mojogedang, Kabupaten Karanganyar sebagai Mitra dalam kegiatan pengabdian kepada masyarakat ini memiliki permasalahan yaitu masih rendahnya pemahaman masyarakat mitra sasaran tentang adanya Inovasi “Identitas Kependudukan Digital” yang dikeluarkan oleh Ditjen Dukcapil Kementerian Dalam Negeri. Kegiatan dilakukan dengan beberapa tahapan yaitu: 1) Tahap Persiapan, pada tahap ini tim pengabdian melakukan persiapan yaitu berdiskusi dan mengkaji permasalahan 2) Tahap Pelaksanaan 3) Tahap Evalusi, yaitu dengan memonitoring proses kegiatan berjalan, mengevaluasi setiap tahapan yang dilakukan, dan menindaklanjuti evaluasi kegiatan Tahapan pada hasil dari kegiatan workshop pengabdian kepada masyarakat di Desa Pojok, Kecamatan Mojogedang, Kabupaten Karanganyar diharapkan agar keberlanjutan program pengabdian ini terus membawa manfaat bagi masyarakat Desa Pojok, maka akan dipilih Kader Adminduk yaitu Perwakilan Karang Taruna di wilayah Desa Pojok yang memiliki pengetahuan yang baik. Kader Adminduk dipilih untuk memberi contoh kepada masyarakat lainnya agar senantiasa tertib admininstrasi kependudukan. Kader Adminduk juga bertujuan untuk mendampingi masyarakat dengan membantu menjawab persoalan kepengurusan admininstrasi kependudukan yang terjadi di lingkungan masyarakat serta membagikan informasi terkait pelayanan administrasi kependudukan.

Abstract

The Sragen Regency Population and Civil Registration Service has published an innovation related to recording Death Certificates, namely the Pelita Innovation or Direct Reporting of Death Issued Deed. Pelita's innovation is in collaboration with local villages/sub-districts. The service was carried out with the aim of introducing the presence of Pelita innovation, because the Death Certificate recording service in its implementation was still found to be lacking. Because the coverage of Death Certificates is still low. Plumbungan Village, Karangmalang District, Sragen Regency. As a partner in this community service activity, there are problems, namely the lack of literacy in the target partner community regarding the Pelita Innovation issued by the Population and Civil Registration Service of Sragen Regency and the target partner community's low level of understanding regarding procedures for administering Death Certificates through Pelita Innovation. The activity was carried out in several stages, namely: 1) Preparation Stage, at this stage the service team made preparations, namely discussing and reviewing the problems that dominated the implementation of the Pelita Innovation issued by the Sragen Regency Population and Civil Registration Service. 2) Technical Stage, implementation of workshops related to the socialization of Pelita innovation. 3) Cumulative Stage, namely working together with the community to provide direction regarding Pelita innovation which aims to make it easier for the community to manage Death Certificate documents. As well as disseminating information through distributing leaflets and video appearances. Later, leaflets and videos will also be distributed to the community throughout Plumbungan Village, Karangmalang District, Sragen Regency so that all people can know about the Pelita Innovation issued by the Sragen Regency Population and Civil Registration Service

Abstract

AbstrakArtikel ini bertujuan memaparkan hasil penelitian kebijakan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Wonogiri dalam penyelesaian kasus pembatalan akta pencatatan sipil melalui Asas Contrarius Actus. Penelitian ini merupakan penelitian empiris dengan sifat penelitian deskriptif dan menggunakan pendekatan kualitatif serta dilengkapi dengan data primer dan data kepustakaan. Hasil penelitian menunjukkan bahwa terdapat dua jenis akta pencatatan sipil yang dibatalkan melalui Asas Contrarius Actus yaitu Akta Kelahiran dan Akta Kematian. Penyebab pembatalan Akta Kelahiran melalui Asas Contrarius Actus antara lain kepemilikan ganda, kesalahan data pelaporan, dan kurangnya pemahaman masyarakat sebagai pelapor. Penyebab pembatalan Akta Kematian melalui Asas Contrarius Actus adalah karena kesalahan pelaporan oleh pemohon. Dinas Kependudukan dan Pencatatan Sipil Kabupaten Wonogiri telah memberlakukan pembatalan akta pencatatan sipil melalui Asas Contrarius Actus sesuai dengan Peraturan Menteri Dalam Negeri Nomor 108 Tahun 2019 tentang Peraturan Pelaksanaan Peraturan Presiden Nomor 96 Tahun 2018 tentang Persyaratan dan Tata Cara Pendaftaran Penduduk dan Pencatatan Sipil.Kata Kunci: Kebijakan, Pembatalan Akta Pencatatan Sipil, Asas Contrarius Actus AbstractThis article aims to describe the results of policy of the department of population and civil registration wonogiri regency in settlement of case cancellation of civil registration document through the contrarius actus principle. This study is an empirical research with descriptive research properties and uses a qualitative approach and is equipped with primary data and library data. The results showed that there are two types of civil registration certificates that are canceled through the Contrarius Actus principle, namely birth certificates and death certificates. The causes of cancellation of birth certificates through the Contrarius Actus principle include double ownership, reporting data errors, and lack of understanding of the public as a whistleblower. The cause of cancellation of the death certificate through the Contrarius Actus principle is due to incorrect reporting by the applicant. The Population and Civil Registration Office of Wonogiri Regency has enacted the cancellation of the civil registration deed through the Contrarius Actus principle in accordance with regulation of the Minister of Home Affairs number 108 of 2019 concerning the implementation regulation of Presidential Regulation Number 96 of 2018 concerning the requirements and procedures for Population Registration and Civil RegistrationKeywords: Policy, Cancellation of Civil Registration Document, Contrarius Actus Principle

Abstract

AbstrakPenelitian ini mendeskripsikan dan mengkaji permasalahan tentang optimalisasi pelaksanaan inovasi Si N’duk dalam peningkatan capaian kepemilikan Akta Kematian di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bojonegoro dan pelaksanaan inovasi Si N’duk dalam peningkatan capaian kepemilikan Akta Kematian di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bojonegoro juga kendala dalam pelaksanaan penerbitan Akta Kematian di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bojonegoro. Jenis penelitian menggunakan penelitian empiris dengan metode penelitian deskriptif kualitatif. Menggunakan sumber data primer dan sekunder, serta menggunakan teknik pengumpulan data berupa wawancara, observasi dan studi kepustakaan. Analisis data dalam penelitian ini terdapat 3 tahap yaitu reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini menggunakan teori inovasi Rogers. Hasil penelitian ini dapat diketahui pelaksanaan inovasi Si N’duk dalam peningkatan capaian kepemilikan Akta Kematian dari sudut pandang Dinas Kependudukan dan Pencatatan Sipil masih belum optimal. Pelaksanaannya sudah sesuai dengan Peraturan Menteri Dalam Negeri Nomor 7 Tahun 2019 meskipun dalam kenyataan dilapangan masih ditemukan kendala dalam pelaksanaanya. Pelaksanaan inovasi Si N’duk sudah sejalan dengan indikator karateristik inovasi menurut Rorgers walaupun pada salah satu indikator masih belum sejalan. The results of this study can be seen that the implementation of Si N'duk's innovation in increasing the achievement of Death Certificate ownership from the point of view of the Department of Population and Civil Registration is still not optimal. The implementation is in accordance with the Regulation of the Minister of Home Affairs Number 7 of 2019 although in reality in the field there are still obstacles in its implementation. The implementation of Si N'duk's innovation is in line with the indicators of innovation characteristics according to Rorgers, although one indicator is still not in line. Abstract

This can be seen from the results of the 2010 population census, which showed a positive trend in the productive age population, namely 15-64 years. In that year, the proportion reached 66% of the total population. The potential growth of Indonesia's productive population can be an engine of sustainable economic growth or a source of social conflict between classes in the future, if the government cannot handle this potential, it will become a problem related to fulfilling the rights of citizens to get decent work, because instead of being absorbed into the workforce, it will cause social conflict. The data used for this research is secondary data obtained from library materials such as books, journals, and data from the Central Statistics Agency (BPS). The data used is a combined panel of time series and cross-sections from 2019 to 2023. The Human Development Index (HDI) of Central Java Province is still below the value of the HDI; this results in the HDI not having a significant effect on employment in the City / Regency in Central Java Province. This is because the human resources in the cities/districts of Central Java Province are still of low quality and unable to keep up with other provinces in Indonesia. The strategy that can be used in the framework of labour absorption is to improve resources to be more qualified so that they can get a job according to the business field they are interested in.</p>

Abstract

This study examines the issue of the issuance of birth certificates for children resulting from unregistered marriages and knowing how the registration that can be made to bring up civil relations between fathers and children resulting from unregistered marriages at the Department of Population and Civil Registration of Semarang Regency. The research was conducted empirically with a descriptive nature, data obtained from primary and secondary data with qualitative analysis techniques. Based on the results of the research and discussion, it is known that the issuance of the Birth Certificate is carried out in three ways, firstly with a statement of children born out of wedlock with the provisions in the Birth Certificate that only the mother's name is included. Second, with the Surat Pertanggungjawaban Mutlak (SPTJM) the truth as a married couple applies the provisions in the Birth Certificate to include the names of the father and mother with additional phrases and thirdly for Muslims after recording the marriage at the KUA with the results of the marriage itsbat trial, then the child is made a Birth Certificate so that his status can be directly recognized son of a legal father and mother. Registration that can be made to bring up civil relations between fathers and children as a result of unregistered marriages are carried out in two ways, first if the marriage cannot be registered then the provisions for child recognition are enforced with a statement of child acknowledgment made by the biological father approved by his biological mother without trial. The second is the ratification of the child by registering the unregistered marriages first and then the trial of the ratification of the child
