Abstract

This paper explains the concept of polarity and centres of power where the poles are divided into three types in the international system. To be a great power, the states build and maintain their power capability in the system, and that capability is growing in every period, such as the emergence of nuclear power in the Cold War era. Furthermore, the scholars of international relations have different perceptions to determine the poles after the Cold War until this era whether the international system is unipolar or multipolar or even bipolar, as several countries are predicted to be potential great power in the forthcoming years.

Abstract

This paper explains how the international society, mainly the United States and western countries accommodate the rise of China in recent decade. China has enhanced and maintained its capability to be a great power and it is unavoidable phenomenon. Furthermore, after the Cold War ended until this era, it is believed that the international system has changed into multipolar with the presence of China as a potential great power. However, it resulted the fear from other countries about China’s rise and is assumed as a threat for hegemony powers. Eventually, if China’s position in international society in recent time as a threat, then how to deal with it? The other countries can choose between treating China as a partner or a great competitor where China today has built massive capabilities and planned to elevate its strength by using advanced technology. Abstract

This study analyses how the Family Empowerment and Welfare Mobilization (PKK) team plays a significant role in increasing village tourism development in Pujon Kidul, Malang Regency, East Java Province, Indonesia. We highlighted women's empowerment by categorising the social, economic, and political dimensions that contribute to the success. Using the case study method, we investigated the phenomenon in tourism development from 2011 to 2023 (12 years). Data was collected through in-depth interviews with key stakeholders to reveal the extent to which women have been “cracking their glass ceiling” in the three dimensions. The finding reveals that the PKK team could accommodate women's interests and actualise their aspirations and initiatives by promoting community movement (social dimension), allowing them to join SMEs and upskilling programs (economic dimension), and involving them in drafting village development plans and budgeting (political dimension). This study contributes to the literature on women’s empowerment, especially in the social, economic, and political dimensions of tourism development.

Abstract

China’s humanitarian aid during the COVID-19 pandemic highlights the interplay between human security principles and strategic foreign policy. This study examines China’s assistance to Indonesia, a key partner under the Belt and Road Initiative, focusing on the effectiveness, empowerment, and motives behind its actions. Drawing on the human security framework, the article analyzes China’s rapid response through the provision of medical supplies, vaccines, and long-term capacity-building efforts. Key initiatives, such as the Sinovac-Bio Farma vaccine collaboration, illustrate how China integrated immediate relief with long-term cooperation, addressing both health crises and systemic vulnerabilities. The findings emphasize China’s dual motivations namely upholding human security norms and advancing its global position. By leveraging multilateral platforms and bilateral partnerships, China demonstrated its commitment to addressing global health challenges while fostering deeper ties with Indonesia. This case provides valuable lessons for incorporating human security into future foreign aid strategies, underscoring the importance of international cooperation in tackling shared crises. Studi ini mengkaji bantuan kemanusiaan Tiongkok kepada Indonesia yang berfokus pada tiga aspek, yakni efektivitas, pemberdayaan, dan motif, dimana Indonesia merupakan salah satu mitra strategis dalam kerja sama Belt and Road Initiative. Dalam perspektif keamanan manusia, dapat diketahui bagaimana Tiongkok menyediakan bantuan alatalat kesehatan, yakni kerja sama vaksin Sinovac-Bio Farma dan upaya pengembangan kapasitas dalam jangka panjang, merupakan respons yang cepat dalam menghadapi krisis kesehatan dan kerentanan yang sistematik. Temuan tersebut juga menekankan pada motivasi Tiongkok dalam memberikan bantuan kemanusiaan, selain menegakkan norma keamanan manusia juga memajukan kedudukannya dalam skala global. Dengan memanfaatkan kerja sama multilateral dan bilateral, Tiongkok menunjukkan komitmennya untuk mengatasi tantangan kesehatan pada level global sekaligus membina hubungan yang lebih baik dengan Indonesia. Hal ini menjadi menarik ketika menggabungkan perspektif keamanan manusia dalam strategi bantuan luar negeri dengan tetap menekankan pentingnya kerja sama internasional dalam mengatasi krisis bersama.
