Abstract

Lately Indonesia and China are in a good relationship. At the same time, China launched the Belt and Road Initiative which is another form of ancient Silk Road. During the Silk Road era, Indonesia had an important role as a 'spice island'. So in line with the Belt and Road Initiative, China expects Indonesia to take part in this initiative. However, the good relationships between these two countries are not enough to predict the path of this initiative. Therefore this paper aims to discuss the Challenges and opportunities for Indonesia in the Belt and Road Initiative.

Abstract

The use of sexual violence as a weapon of war in the Democratic Republic of Congo (DRC) has become one of the most widespread and destructive forms of gender-based violence. This article explores why sexual violence is used so extensively in the DRC. Using Jacqui True’s feminist perspective within a structural violence framework, it examines three main factors: gender norms and patriarchal structures, weak legal frameworks, and socio-economic disparities. A case study of the DRC shows how these factors work together to make sexual violence a strategic tool in war. The authors argue that sexual violence in war is not merely a consequence of conflict but also a symptom of deeper structural inequalities. The article concludes by emphasizing the importance of addressing these inequalities to reduce the use of sexual violence as a weapon of war and recommends policies focused on gender justice and survivor protection.

Abstract

China’s humanitarian aid during the COVID-19 pandemic highlights the interplay between human security principles and strategic foreign policy. This study examines China’s assistance to Indonesia, a key partner under the Belt and Road Initiative, focusing on the effectiveness, empowerment, and motives behind its actions. Drawing on the human security framework, the article analyzes China’s rapid response through the provision of medical supplies, vaccines, and long-term capacity-building efforts. Key initiatives, such as the Sinovac-Bio Farma vaccine collaboration, illustrate how China integrated immediate relief with long-term cooperation, addressing both health crises and systemic vulnerabilities. The findings emphasize China’s dual motivations namely upholding human security norms and advancing its global position. By leveraging multilateral platforms and bilateral partnerships, China demonstrated its commitment to addressing global health challenges while fostering deeper ties with Indonesia. This case provides valuable lessons for incorporating human security into future foreign aid strategies, underscoring the importance of international cooperation in tackling shared crises. Abstract

This article aims to examine the reasons behind Japan’s ambiguous stance regarding its potential membership in the AUKUS defence pact. Japan’s membership in AUKUS has become increasingly urgent as its role is deemed necessary in supporting Pillar II of AUKUS, which focuses on cybersecurity, artificial intelligence, quantum technology, and additional underwater capabilities. Another consideration for Japan’s membership is the phenomenon of China’s rise, which AUKUS partners perceive as a security threat. Japan’s inclusion is expected to help counter China’s influence in the Indo-Pacific region. Japan’s membership is highly anticipated, as it is considered a like-minded country and a close ally of the United States. In theory, Japan should not face difficulties in making its membership decision, especially since AUKUS partners strongly support its inclusion. However, despite official statements from the Japanese government indicating openness and a positive reception toward the opportunity, Japan has yet to make a definitive decision regarding its AUKUS membership. This article seeks to understand why Japan remains uncertain (ambiguous) about its membership in AUKUS. This question is addressed through the concept of defensive realism. Based on this approach, Japan prioritizes its national interests by not joining AUKUS while still supporting the alliance’s continuity. This stance allows Japan to maintain cooperation with AUKUS partners without becoming an official member of the alliance. It also reflects Japan’s strategy in maintaining regional balance, ensuring that its position does not excessively escalate tensions with China, which is a global powerhouse in the region.

Abstract

This study aims to explore the role of local government policies in South Sumatra in accessing and enhancing economic cooperation with countries in the Southeast Asian region, particularly within the framework of the ASEAN Economic Community (AEC). Although economic cooperation among ASEAN nations has advanced significantly over recent decades, there is still untapped potential by local governments in Indonesia, including South Sumatra, in contributing to regional economic integration. The research investigates how local economic policies in South Sumatra can strengthen its involvement in the AEC, with a focus on trade, investment, and infrastructure development that fosters connectivity among ASEAN nations. A qualitative approach with policy analysis is employed to understand the strategies adopted by the South Sumatra government in promoting economic collaboration with ASEAN countries. The findings are expected to identify crucial factors influencing the success or failure of accessing ASEAN market and offer recommendations for improving coordination between central and local governments to enhance South Sumatra's role in the ASEAN economic network. Ultimately, the study aims to contribute to the development of more effective regional economic policies that support regional integration and elevate South Sumatra’s standing in the ASEAN economic landscape.

Abstract

This article uses the Easton theory approach to analyse the political system flow model in Indonesia's Net Zero Emissions (NZE) Policy. The primary focus of this study is on the input, output, and feedback sections in the political system that support the NZE policy. The method used is qualitative with descriptive analysis to explain each section of the political system flow model. Data collection techniques are done through literature reviews, relevant articles, and news on handling climate change in Indonesia. Based on the results of the study, in the input section, there is significant support and demand from various parties, including the community, global social movements, the private sector, and international organisations such as the United Nations Framework Convention on Climate Change (UNFCCC). These diverse stakeholders play a crucial role in shaping and supporting the NZE policy. In the output section, various regulations and policies that have been ratified have been produced, such as the ratification of the 2016 Paris Agreement, the National Action Plan for Reducing Greenhouse Gas Emissions (RAN GRK), the National Energy General Plan (RUEN), and the REDD+ Initiative. In the feedback section, the output produced shows positive feedback from both the international and domestic communities, reflecting the effectiveness and acceptance of the NZE policy in Indonesia.

Abstract

This research reveals the changing sounds of articles in the Job Creation Law and analysis according to Maslahah Mursalah. The purpose of this research is to find out the parts of the Job Creation Law in Indonesia that are detrimental and have a bad impact on one of the parties (labor). Indonesian government has simplified through an omnibus law in which there are several laws that have been trimmed to make it more efficient. The concept of this omnibus law is in the form of a job creation law that has 11 clusters, one of which regulates employment. Then socialization and study are needed to avoid these conflicts and losses. This research uses a normative juridical approach method, namely research by examining library materials (library research). The conclusion of this study is that changes in the regulations of several articles contained in the Job Creation Law still have a bad impact on workers or workers if applied to the company and its employees. This is inconsistent with the theory of maslahah mursalah, which is to attach importance to the lives of many people or more of detriment than benefits to labor.Key words: Maslahah Mursalah, Job Creation Law, Labor Protection

Abstract

This article examines the United Nations' (UN) intervention in East Timor, highlighting its success as a model of international peacekeeping in the context of internal conflict. The study uses a qualitative approach with a descriptive analysis method, drawing on a literature review of various secondary sources, including UN reports, scholarly journals, and previous research. The study examines three primary aspects: the international context and the foundations of intervention based on peacekeeping and the Responsibility to Protect (R2P); the perspectives of the East Timorese community regarding the UN intervention; and an evaluation of peacekeeping missions, including UNAMET, UNTAET, and UNMIT. The findings reveal that while the UN operations in East Timor were generally successful in supporting the transition to independence and creating stability, challenges in achieving sustainable development and empowering local communities remain significant tasks. This study highlights the importance of adopting a responsive approach to local contexts to ensure the sustainability of peace. The experience in East Timor offers strategic insights for the implementation of future international peacekeeping missions.

Abstract

This study aims to examine the results of postural assessment during manual handling tasks performed by workers at PT Pertamina RU V Terminal Lawe-Lawe. The research employs the Nordic Body Map (NBM) questionnaire to identify and measure the prevalence of musculoskeletal complaints, particularly lower back pain and muscle discomfort as reported by the workers. Data collection was conducted through the distribution of questionnaires and structured interviews. The analysis of working postures was carried out using the Ovako Working Posture Analysis System (OWAS), a method designed to evaluate and categorize postural risks in the workplace. The assessment focused on three main stages of manual handling activities: (1) lifting the electrical panel, (2) transporting the electrical panel, and (3) placing the panel back down. These activities involved two workers conducting the manual handling tasks. The results indicated that the postures adopted during these tasks fell into Category 3 of the OWAS classification, which signifies a high level of risk and the need for immediate corrective measures. Based on the findings, several ergonomic interventions are recommended, including the use of appropriate ergonomic assistive devices according to the work environment, performing muscle stretching exercises prior to manual handling, and conducting regular health screenings to monitor musculoskeletal health.
