This study aimed to determine the role of the village government in managing pine forest tourism to increase the Village Original Revenue (PAD) in Bendosari Village, Pujon District, Malang Regency and identify the problems faced by the Bendosari Village Government. The study used a qualitative method with data collection technique using a combination of interviews, observation, and documentation triangulation. While the sampling technique used Puporsive Sampling. From this research, the results showed that the role of Bendosari village government were disseminating and planning the development of pine forest tourism areas, forming POKDARWIS, conducting tourism promotion on social media, and conducting comparative studies in other tourist villages. While the factors that influenced the implementation were the natural conditions that were affected during the rainy season and the human resources, such as the lack of awareness and ability of the community to manage the pine forest tourism. So there is a need for an intensive training and mentoring from the Bendosari village government.

Abstract: This study analyzes the monitoring and evaluation mechanisms conducted by the local government against the Village Fund (DD) program. This study uses a qualitative method. Taking data using interviews that hold on the interview guide favorable (positive). Determination of informants using purposive sampling. Data analysis is done by multilevel method, with validity test of data triangulation and peer debriefing. The results showed that monitoring and evaluation were carried out with supervision from planning, implementation, report after program implemented and annual report, both physical and non physical program. Supervision is done by Local Government through BPD. Monitoring and evaluation mechanisms are seen from the availability and appearance of DD files, clarity of DD files, regulations used in DD management, accountability reports and see the impacts. So based on that, accountability of DD management has been considered good. It is also based on four principles of DD management that have been fulfilled, especially in relation to openness to the general public both in the preparation of the plan, implementation and in accountability. The complexcity of society’s problem in Malang city about social welfare give impact to the formation of Public Implementation (Kesra Division). When the government’s rules (PP) No.8 / 2003 occured. Kesra division is still called Social Division (Bagian Sosial). But after PP No.8 / 2003 was changed to PP no.41 / 2007 the nomenclature’s social division was changed becoming Kesra Division. The purpose of this study was to know and analize the implementation Kesra Division as Organization Supporting Staff Executor of Social Welfare, observed from : mechanism of work system, human resources support calculation ‘s mechanism, communication system and coordination carried out of work. Beside that, these study also try to identified the problem that’s faced by Kesra Division. Base on the research that is conducted is obtained the result that is 1) statment of tupoksi that it’s used Malang Mayor are multi interpretation. So, it’s not changed will arouse overlapping with other SKPD whereas in fact of works’ machanism showed of Kesra Division as Supporting Staff organization of that is organized of social welfare that stay on the level of “PREVENTIVE” and “REHABILITATION/SOCIAL AID”.

Penelitian ini berangkat dari masalah yaitu ditemukan 237 titik reklame penunggak pajak padahal harusnya disaat pandemi covid-19 ini pajak reklame Kota Malang menjadi sektor pajak yang bisa diandalkan untuk mendongkrak target PAD. Sehingga BAPENDA Kota Malang perlu menjalankan strategi dalam meningkatkan kesadaran wajib pajak reklame. Tujuan penelitian ini untuk mendeskripsikan strategi BAPENDA Kota Malang dalam meningkatkan kesadaran wajib pajak reklame di masa pandemi covid-19. Penelitian ini menggunakan metode penelitian kualitatif, dengan teknik pengumpulan data dilakukan secara triangulasi dari wawancara, observasi dan dokumentasi. Keabsahan data menggunakan triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa Badan Pendapatan Daerah Kota Malang menjalankan 7 strategi yaitu 1) Mengadakan sosialisasi perpajakan daerah, 2) Adanya petugas lapangan yang keliling disetiap kecamatan, 3) Membentuk satgas reklame dan mengadakan operasi rutin, 4) Kerjasama dengan tim pemeriksa pajak, 5) Pemanggilan wajib pajak yang menunggak melalui surat undangan, 6) Memberikan kemudahan pelayanan, 7) adanya program sunset policy V dan VI, BAPENDA Kota Malang dihadapi permasalahan internal yakni keterbatasan sumber daya manusianya dari segi kuantitas pada petugas lapangan dan terjadinya rangkap kerja beberapa pegawai. Sedangkan masalah eksternalnya meliputi masih adanya wajib pajak yang asal-asalan pasang reklame, menurunnya perekonomian wajib pajak dan rendahnya kesadaran wajib pajak dalam mematuhi protokol kesehatan dalam menerima pelayanan. Abstract : This research base on a problem that showed 237 free riders of advertisement tax but actually, advertisement tax of Malang City is a beneficial sector that hopefully capable to increase Region Incomes of Malang City in this Covid 19 pandemic situation. As the result, Region Income Institution of Malang City have to operate the strategy to increase awareness of advertisement taxpayer. The purpose of this study is to describe the strategy of Region Income Institution of Malang City to increase awareness of advertisement taxpayer in Covid 19 Pandemic Situation. This research is a qualitative research with data collection technique that used interview, observation and documentation. The validity technique of this research used triangulation resources a technique. The result of this research describe that Region Income Institution of Malang City operate 10 strategic, those are, 1) implement the socialization of Region Tax, 2) ) provide the field official that control each district in Malang City, 3) Make an advertisement assignment squad and run the routine operation, 4) make collaboration with Tax Investigator Team, 5) summons the arrears taxpayer through an invitation letter, 6) give a excellent service 7) existence the program of sunset policy V and VI.

Rural-Oriented Grant Fund Program extends the grant fund to the community through rural community empowerment agency. This program is released by the government of Malang City to improve community participation through empowerment strategy. This program is initiated from planning, implementation, throughout accountability. In essence, Grant Fund Program is coming from, managed by, and given for the community. Sumbersari Village is exception, however. Low participation of community in the Grant Fund Program is estimated.

Abstrak: Perubahan nomenklatur Badan Pelayanan Pajak Daerah menjadi Badan Pendapatan Daerah Kota Malang di awal tahun 2020, menyebabkan bertambahnya beban kerja yang harus dijalankan. Begitu pula saat pandemi covid-19 muncul membuat Bapenda harus baradaptasi dengan tatanan normal baru. Dimana Bapenda harus memberikan pelayanan terbaik dengan tetap mematuhi protokol kesehatan yang ada. Peneliti menggunakan pendekatan kualitatif dengan teknik pengambilan data melalui wawancara, observasi dan dokumentasi. Keabsahan data menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa Bapenda Kota malang telah menjalankan standart pelayanan dengan menggunakan protokol kesehatan. Upaya yang dilakukan adalah dengan mengurangi jumlah pegawai yang bertugas di loket pelayanan, mengalihkan pelayanan pelaporan serta konsultasi pajak melalui online, masyarakat dibebaskan dari biaya dalam mengakses pelayanan, menyediakan informasi produk layanan dalam bentuk buku atau menanyakan langsung kepada petugas yang ada di ruang tunggu, pemenuhan sarana dan prasarana pelayanan sesuai protokol kesehatan serta menempatkan petugas di lokat pelayanan sesuai dengan kompetensi yang dimiliki. Sedangkan kendala yang dihadapi adalah kesadaran wajib pajak yang membutuhkan pelayanan untuk mematuhi protokol kesehatan.Kata Kunci: Standart Pelayanan; Manajemen Pelayanan; New NormalAbstract: Changing the nomenclature of the Regional Tax Service Agency to become the Regional Revenue Agencies of Malang City in early 2020 caused increasing in the workload that must be carried out. So as, when the Covid-19 pandemic emerged, Bapenda had to adapt to the new normal order. Bapenda must provide the best service while adhering to existing health protocols. Researchers used a qualitative approach with data collection techniques through interviews, observation and documentation. Data validity used source triangulation. The results showed that Bapenda of Malang City had implemented service standards by using health protocols. Efforts are being made to reduce the number of employees on duty at service counters, divert reporting services and tax consultation via online, the public is exempted from fees in accessing services, providing service product information in book form or asking directly to officers in the waiting room, fulfillment service facilities and infrastructure according to health protocols and placing officers at service locations according to their competencies. Meanwhile, the obstacle faced is the awareness of taxpayers who need services to comply with health protocols.Keywords: Service Standards; Service Management; New Normal

Land and Building in Indonesia are worned taxes regional. This tax as called PBB is one of the taxes transferred from the Central Government to the Local Government. The government of Malang City has made program of PBB at the beginning of the year in 2013. Authority about PBB are delegated to institution BP2D. BP2D are affording receivable amount Rp.110.348.875.252,- from PBB. The researcher has interestingabout strategic this institution to increase income from PBB. This research use desciptive qualitative approach. The outcome from this research are 1) BP2D often held a tax socialization, 2) The institution cooperating with stakeholders, 3) BP2D were establisinga unit to enforce taxes. This unit as called OPGAB, 5) The official are mapping about economic ability, 6) Implementation of a program was called Sunset Policy, 7) operate the tax car, and 8) Institution giving rewards totaxpayers who have good payment.

PARTISIPASI MASYARAKAT DALAM MENGEMBANGKAN TAMAN POSYANDU SRI REJEKI DI KELURAHAN KOTALAMA KECAMATAN KEDUNGKANDANG Dewi Citra Larasati

Abstract: The purpose of the research is to determine the level of comunity participation in developing integreted health service (Taman Posyandu) Sri Rejeki in the Kotalama village. This participation is faced with the low level of education of residents of RW 9 in Kotalama Village. The study used a qualitative method using triangulation data collection techniques, a combination of interviews, observation, and documentation. The sampling technique used is Puporsive Sampling. The results of this research are that community participation is classified into an interactive participation typology and is included in the level of supporting independent community interest or providing support in a variety of ways. Whereas the factors that influence participation are 1) the opportunity provided by the village team's driving force, 2) the willingness of the community to participate in developing integreted health service (Taman Posyandu)and 3) the ability of the community to participate especially to solve various problems faced in developing integreted health service (Taman Posyandu) Sri Rejeki. Keyword: Community participation; integreted health service (Taman Posyandu) Abstrak: Penelitian ini bertujuan untuk mengetahui tingkat partisipasi masyarakat dalam mengembangkan taman posyandu Sri Rejeki di kelurahan Kotalama. Partisipasi ini dihadapkan dengan rendahnya tingkat pendidikan warga RW 9 Kelurahan Kotalama. Penelitian menggunakan metode kualitatif dengan menggunakan tehnik pengumpulan data triangulasi perpaduan antara wawancara, observasi, dan dokumentasi. Teknik penentuan sampling yang digunakan adalah Puporsive Sampling. Hasil dari penelitian ini adalah partisipasi masyarakat tergolong dalam tipologi partisipasi interaktif dan masuk dalam tingkatan partisipasi supporting independent community interest atau memberikan dukungan dalam berbagai macam hal. Sedangkan faktor yang mempengaruhi partisipasi yaitu 1) adanya kesempatan yang diberikan oleh Tim Penggerak PKK Kelurahan, 2) adanya kemauan masyarakat untuk berpartisipasi mengembangkan Taman Posyandu dan 3) adanya kemampuan masyarakat untuk berpartisipasi terutama untuk menyelesaikan berbagai masalah yang dihadapi dalam mengembangkan Taman Posyandu Sri Rejeki. Pengalihan Pengelolaan Bea Perolehan Hak atas Tanah dan Bangunan (BPHTB) dan Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2) dari Pemerintah Pusat kepada Pemerintah Daerah merupakan suatu bentuk tindak lanjut kebijakan otonomi daerah dan desentralisasi fiskal.Penelitian ini menggunakan pendekatan kualitatif. Beberapa strategi yang telah dijalankan oleh BP2D Kota Malang adalah sebagai berikut: Debirokratisasi dan penghapusan Verifikasi Lapangan (Verlap), serta melakukan inovasi seperti delivery order,one day service, penyusunan database harga transaksi berdasarkan zona tanah, melakukan kerjasama dengan IPPAT dan Notaris, melakukan himbauan kepada para Pengembang Ruko/Perumahan dalam setiap terjadi transaksi atas tanah dan bangunan. Selain itu BP2D memberikan form BPHTB secara gratis kepada pihak yang akan melakukan transaksi pertanahan. Strategi yang dijalankan oleh BP2D telah membawa dampak yang signifikan terhadap realisasi pendapatan BPHTB setiap tahunnya
