Abstract

Abstract: The effectiveness of the village administration Bulukerto very important influential in the development process in the village, as through the village administration a development physical or non-physical would be a fulfillment of when the government the village was really do their tasks correctly. Government programs village Bulukerto in increase the participation of the society the village administration held socialization and deliberation with village officials Bulukerto to deliver development programs. The village administration also holding training and counseling farming flowers and cattle rabbits for the village in order to increase human resources high quality and creative, through training and counseling the community becomes more interested and participate directly succeed rural development program. The village government Bulukerto also have a program surgical home for the poor community. Development programs planned and executed by the government of the village have managed to draw the attention of the community and make the community participate directly in ensuring the success of development in the village of Bulukerto. Awareness of the importance of development for public welfare make the village community Bulukerto become important players in the village development, the community not only participate but also the public also a superintendent in the implementation of development. Keywords : Effectiveness, Development Planning, Public Participation Abstrak: Efektivitas Pemerintah Desa Bulukerto sangat berpengaruh dalam proses pembangunan di desa, karena melalui pemerintah desa sebuah pembangunan fisik maupun non fisik akan terlaksana apabila Pemerintah Desa benar-benar melakukan tugasnya dengan benar. Program Pemerintah Desa Bulukerto dalam meningkatkan partisipasi masyarakat yaitu dengan mengadakan sosialisasi dan musyawarah bersama perangkat Desa Bulukerto guna menyampaikan program-program pembangunan. Pemerintah Desa juga mengadakan pelatihan dan penyuluhan bertani bunga dan ternak kelinci untuk masyarakat Desa guna meningkatkan sumber daya manusia yang bermutu dan kreatif, melalui pelatihan dan penyuluhan masyarakat menjadi lebih tertarik dan berpartisipasi langsung menyukseskan program pembangunan Desa. Pemerintah Desa Bulukerto juga mempunyai program bedah rumah bagi masyarakat yang kurang mampu. Program-program pembangunan yang direncanakan dan dilaksanakan oleh Pemerintah Desa telah berhasil menarik perhatian masyarakat dan membuat masyarakat ikut berpartisipasi langsung dalam menyukseskan pembangunan di Desa Bulukerto. Kesadaran akan pentingnya pembangunan bagi kesejahteraan masyarakat membuat masyarakat Desa Bulukerto menjadi pelaku penting dalam pembangunan desa, masyarakat tidak hanya berpartisipasi tetapi juga masyarakat turut menjadi pengawas dalam pelaksanaan pembangunan. Kata Kunci : Efektivitas, Perencanaan Pembangunan, Partisipasi Masyarakat

Abstract

Abstract: House reconstruction program is a manifestation of government toward change for the poor. Therefore, the reconstruction program must have the support from every element of the government. The purpose of this research was to find out whether the house reconstruction program can reduce the poverty problems. The research is a qualitative research with data source were Primary Data and Secondary Data. Data collection techniques were: Observation, Interview, and Documentation. The technique of determining informants wasa Purposive Sampling, with informants were head of the village, secretary, head of development and thecommunity. Then the data was analysed using reduction, presentation and verification of data. After that the data was tested using triangulation. The result of the reconstruction program for poor people's houses in Bulukerto village was successful from the implementation stage, the requirements, the approach to the community, to the realization of the reconstruction program on the target. The positive impact of the realization of the reconstruction program led to a better change of society as seen from the environment that were cleaner and orderly, guaranteed public health, and the community's economy increased. Due to the limited budget it is advisable that if the budget is sufficient, the reconstruction program of poor people's houses should be carried out in total not only in some houses. Keywords: Poverty, Development, Social Change Abstrak: Program rekonstruksi rumah merupakan perwujudan dari pemerintah menuju perubahan bagi masyarakat miskin. Oleh karena itu program rekonstruksi harus mempuyai dukungan dari setiap kalangan yaitu pemerintah. Tujuan penelitan ini untuk mengetahui program rekonstruksi rumah dapat mengentaskan masalah kemiskinan. Jenis yang digunakan yaitu kualitatif. Sumber data: Data Primer dan Data Sekunder. Teknik pengumpulan data yaitu: Observasi, Wawancara, dan Dokumentasi. Teknik penentuan Informan Purposive Sampling, dengan informan Kepala Desa, Sekretaris Desa, Kasie Pembangunan, Masyarakat. Kemudian data di analisis menggunakan reduksi, Penyajian data, verifikasi. Setelah itu data diuji menggunakan triangulasi. Hasil program rekonstruksi rumah warga tidak mampu di Desa Bulukerto mencapai keberhasilan yang dilakukan mulai dari tahapan pelaksanaan, persyaratan, pendekatan kepada masyarakat, hingga terealisasinya program rekonstruksi pada sasaran yang telah ditentukan. Dampak positif dari terealisasinya program rekonstruksi menimbulkan perubahan masyarakat menjadi lebih baik yang dilihat dari lingkungan menjadi  lebih bersih dan tertata rapi, kesehatan masyarakat menjadi lebih terjamin, serta perekonomian masyarakat menjadi lebih meningkat. Karena  adanya keterbasatan anggaran disarankan apabila anggaran mencukupi, program rekonstruksi rumah warga tidak mampu hendaknya dialkukan secara totalitas tidak hanya di sebagian rumah. Kata kunci: Kemiskinan, Pembanguan, Perubahan Sosial

Abstract

Abstract: Good public services can be seen and assessed from the implemention of the Service Operational Standards in accordance with Law No. 25 of 2009 in PERMENPAN. The purpose of this study was to find out the electronic identity card (E-KTP) administration service strategy in term of the E-KTP service satisfaction in Malang Population and Civil Registration Service Agency. This research used a descriptive qualitative approach. The techniques of collecting data were through observation, interviews and documentation. The data analysis used triangulation. While to test the data validity it applied the criteria of the degree of trust, namely technique triangulation. The implementation of the strategy categorized as quite well according to the existing procedures and services, the increasing of service every year. The service satisfaction in Malang Population and Civil Registration Agency could be seen from the ability to provide / find something needed by the community at a sufficient level. The satisfaction that could be felt by the community regarding the effective and efficient service: (1) effective, achieving goals / targets within the time limit that has been set regardless to the costs (2) efficient, achieving targets using the same costs to produce bigger results.Keywords: Service Strategy, Service Satisfaction.Abstrak, Pelayanan publik yang baik dapat dilihat dan dinilai dengan pelaksanaan yang sesuai dengan Standar Operasional Pelayanan sesuai UU No.25 Tahun 2009 dalam PERMENPAN. Tujuan dalam penelitian ini adalah untuk mengetahui bagaimana strategi pelayanan administrasi e-KTP dalam kajian kepuasan pelayanan e-KTP pada Dinas Kependudukan dan Pencatatan Sipil Kota Malang. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teknik pengumpulan data observasi, wawancara, dokumentasi. Analisis data menggunakan triangulasi. Keabsahan data menggunakan kriteria derajat kepercayaan yaitu triangulasi teknik. Pelaksanaan strategi sudah berjalan cukup baik sesuai prosedur yang ada dan palayanan semakin meningkat setiap tahunnya, dimana kepuasan pelayanan di Dinas Kependudukan Dan Pencatatan Sipil bisa dibuktikan dengan mampu melakukan/memberikan sesuatu yang dicari oleh masyarakat sehingga pada tingkat yang cukup. Adapun kepuasan yang bisa dirasakan masyarakat mengenai efektif dan efesien nya pelayanan: (1) efektif, pencapaian tujuan/target dalam batas waktu yang sudah ditetapkan tanpa sama sekali memperdulikan biaya ang sudah dikeluarkan (2) efisien, pencapaian target dengan menggunakan biaya yang sama untuk menghasilkan hasil yang lebih besar.Kata Kunci : Strategi Pelayanan, Kepuasan Pelayanan.

Abstract

Abstract: A good public service can be seen and assessed from the implementation in accordance with service standards. In fact, the current service delivery is still often felt far from the expectations of the community. Sadly, not all community understand exactly what services they deserve to get and suitable with the procedures. This research was conducted in Malang Civil Population and Registration office and used a qualitative research method. The technique of determining the infromants was by a Snowball Sampling. The data Analysis Technique were data reduction, data presentation and conclusion drawing. The results of the study indicated that the Implementation of the GAMPIL program has cut bureaucracy by simplifying service requirements and procedures through the establishment of Service Standards (SP) through three innovations namely Savings Packages (PaHe), Pick up and deliver Method and Mobile e-KTP Recording, using four online-based applications, they are JITSI, Only Office, WhatsAct, and Dear Diary applications.Keywords: Public Service, Service Innovation, Birth Certificate Abstrak: Pelayanan publik yang baik dapat dilihat dan dinilai dari  pelaksanaan yang sesuai dengan standar pelayanan. Pada kenyataannya pemberian pelayanan saat ini masih sering dirasakan  jauh dari harapan masyarakat. Memprihatinkan lagi, masyarakat sama sekali tidak memahami secara pasti tentang pelayanan yang seharusnya diterima dan sesuai dengan prosedur. Penelitian ini dilaksanakan di Dinas Kependudukan dan Pencatatan Sipil Kota Malang menggunakan metode penelitian kualitatif. Teknik penentuan informan Snowball Sampling dan menggunakan Teknik Analisis Data yaitu, reduksi data, penyajian data dan penarikan kesimpulan. Hasil Penelitian menunjukkan bahwa Pelaksanaan Program Inovasi Pelayanan Publik Gesit, Aktif, Merakyatnya Dinas Kependudukan Dan Catatan Sipil (GAMPIL) Kota Malang sudah memangkas birokrasi dengan penyederhanaan persyaratan dan prosedur pelayanan melalui penetapan Standar Pelayanan (SP) melalui tiga inovasi yaitu, Paket Hemat (PaHe), Metode Jemput dan Antar Bola serta Mobile e-KTP Recording, dengan menggunakan empat (4) aplikasi berbasis online , yaitu: aplikasi JITSI, Only Office, WhatsAct, dan Dear Diary.  Kata Kunci:  Pelayanan Publik, Inovasi Pelayanan, Akta Kelahiran

Abstract

Abstract: Village Fund Allocation is the Village Fund from the PDBD of the City of Batu, which is part of the central and regional financial balance funds received by Kota Batu at least 10% (ten percent). This study using qualitative descriptive research, data sources used primary data and secondary data. The use of Village Fund Allocation in Sumberbrantas Village has been effective so far by paying attention to the village financial management guidelines from the Batu City government itself. The aim of using ADD in Sumberbrantas is to improve the welfare of the community, development, finance the activities of the village government, as an allowance for the performance of the village apparatus, assistance to the underprivileged and experiencing disaster in the form of Social Funds, helping to finance activities village community activities, in the form of art performances. The strategy in the use of ADD in the implementation of development has also been regulated in the implementation guidelines. In its implementation Sumberbrantas village involved all elements of society to participate in the implementation. As a village device strategy to form an Activity Implementing Team which is responsible for carrying out activities in the field, which are directly elected from the community. The aim is to increase community participation and improve the empowerment of Sumberbrantas village community itself. Keywords: Evektifitas, ADD, Implementation of development Abstrak: Alokasi Dana Desa (ADD) ialah Dana Desa yang berasal dari APBD Kota Batu yang merupakan bagian dari dana perimbangan keuangan pusat dan daerah yang diterima oleh Kota Batu paling sedikit 10% (sepuluh perseratus). Penelitian ini menggunakan penelitian deskriptif kualitatif, sumber data yang digunakan data primer dan data sekunder. Penggunaan Alokasi Dana Desa (ADD) di Desa Sumberbrantas sejauh ini sudah berjalan evektif dengan memperhatikan pedoman pengelolaan keuangan desa dari pemerintah Kota Batu sendiri. Tujuan dari penggunaan ADD di Sumberbrantas ialah untuk meningkatkan kesejahteraan masyarakat, pembangunan, membiayai kegiatan pemerintah desa, sebagai tunjangan terhadap kinerja perangkat desa, bantuan tehadap masyarakat yang kurang mampu dan sedang mengalami musibah yang deberikan dalam bentuk Dana Sosial (Dansos), membantu membiayai kegiatan-kegiatan masyarakat desa, berupa pagelaran kesenian. Strategi penggunaan ADD dalam pelaksanaan pembangunan juga sudah diatur dalam pedoman pelaksanaan. Dalam pelaksanaanya desa Sumberbrantas melibatkan seluruh elemen masyarakat untuk ikut berpartisipasi dalam pelaksanaan. Sebagai strategi perangkat desa membentuk Tim Pelaksana Kegiatan (TPK) yang bertugas sebagai pelaksana kegiatan di lapangan, yang dipilih langsung dari masyarakat. Tujuanya agar dapat meningkatkan pasrtisipasi masyarakat serta meningkatkan pemberdayaan masyarakat desa Sumberbrantas sendiri. Kata Kunci: Evektifitas, ADD, Pelaksanaan Pembangunan

Abstract

Abstract: Poverty is a problem faced by all countries in the world, including Indonesia. Therefore everycountry competes to strive for the welfare of its people. The Family Hope Program is a program that aimsto break the chain of poverty, but in its journey there are many obstacles and problems which includedata on recipients, distribution of aid, misappropriation of assistants and so on. This study aims todetermine the evaluation of PKH and its inhibiting factors and supporters in the Social Service Office ofBatu City. This study uses a qualitative descriptive approach with the technique of determininginformants using snowball sampling, and data analysis is done by data reduction, data presentationandconclusion. The results of the study indicate that this program is able to break the chain of poverty byhelping recipients meet their daily needs. In addition, PKH is able to encourage recipients to comply withthe terms and obligations provided as the main means of the education process. However, there are stillother things that are used as material for evaluating the implementation of PKH, namely the accuracy ofthe targets of some PKH recipients whose data received from the center or BPS sometimes does notmatch the conditions in the field.Keywords: Policy Evaluation, PKH, WelfareAbstrak: Kemiskinan merupakan masalah yang dihadapi oleh semua negara di dunia, termasukIndonesia. Oleh karena itu setiap negara berlomba-lombaberupaya untuk mensejahterakan rakyatnya.Program Keluarga Harapansebagai program yang bertujuan memutuskan mata rantai kemiskinan, namundalam perjalannya banyak sekali kendala dan masalah yang antara lain mencakup data penerima,penyaluran bantuan, penyelewengan pendamping dan sebagainya.Penelitian ini bertujuan untukmengetahui evaluasi PKH serta faktor penghambat dan pendukungnyadi Dinas Sosial Kota Batu.Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik penentuan informanmenggunakan snowball sampling, serta analisis datadilakukan denganreduksi data, penyajian datadanpenarikan kesimpulan.Hasil penelitian menunjukkan bahwa program ini mampu untuk memutus matarantai kemiskinan dengan membantu penerima memenuhi kebutuhannya sehari-hari. Selain itu PKHmampu mendorong penerima mematuhi syarat dan kewajiban yang diberikan sebagai sarana utama prosesedukasi. Namun demikian, masih ada hal lain yang menjadi bahan evaluasi pelaksanaan PKH yaituketepatan sasaran sebagian penerima PKH yang mana data yang diterima dari pusat atau BPS terkadangtidak sesuai dengan keadaan dilapangan.Kata Kunci: Evaluasi Kebijakan, PKH, Kesejahteraan

Abstract

This study’s purpose was analyzing employee performance management in providing services to the community. The research method used was descriptive qualitative with technical data analysis using Miles, Huberman, and Saldana models. The results of the study indicated that employee performance management in the Birth Certificate service is carried out by producing a Birth Certificate that is in accordance with the truth of the data elements in the application file (on requirements) and the Population database. The Village Head/Village Secretary also always corrects the work of his employees before signing the file. The process of completing the Birth Certificate is also carried out very quickly so that people do not have to wait too long. The village government uses two methods, namely the manual method and online-based. This manual method is carried out if the process of issuing a Birth Certificate cannot be carried out through SIMADE. While this online-based service is carried out through SIMADE (Village Management Information System). SIMADE is an information system that can accommodate most administrative service activities at the Village office more quickly and accurately to help village officials to improve their performance in providing services

Abstract

The purpose of this study was to determine the implementation of PKH services in an effort to improve people's welfare. This study used a qualitative approach with data analysis techniques using Miles and Huberman's theory, namely data reduction, presentation and conclusion. The results showed that the implementation of PKH in Batu City was done according to established policy procedures, starting from the initial data collection process by officers / assistants to the distribution and utilization process. The process of providing PKH funds is carried out by PKH facilitators according to the data that has been submitted and validated, along with maximum assistance. The process of withdrawing PKH funds, participants can take their own through the Automatic Teller Machine (ATM) which has been facilitated by the Hope Family Program Implementation Unit (UPPKH) after receiving information on disbursement from sub-district facilitators. The implementation of PKH services is well with done for the support of various parties, especially the assistant coordinator and sub-district assistant. Meanwhile, what has been an obstacle so far is the awareness of the community to attend regular meetings, either socialization or assistance for the community independence program of PKH recipients. In this case, the Government is considered necessary to also mobilize public support in general so that PKH will receive broad support as an effort to improve community welfare.

Abstract

The market relocation policy aims that better and cleaner city arrangement because in fact the presence of aninappropriate market raises several fundamental problems such as a narrow, less strategic market location,its proximity to gas stations, and traffic congestion. Unfortunatelly, many problems happen because of policiesregarding market relocation implementation. This study uses a quantitative approach with the technique ofdetermining informants using purposive sampling. Data collection techniques using interviews, observation anddocumentation. Data analysis was using data reduction techniques, data presentation and drawing conclusions.The results showed that the market relocation policy implementation was carried out through the socialization,structuring and controlling stages. However, in the relocation implementation, there are some traders whoreturn to the old market. The neglect of the lack of compliance by some traders raises the assumption thatthe Regional Government is inconsistent in implementing the policies that have been issued. Judging from theprinciples of good governance, the local government where the research was conducted has only applied threeprinciples, namely participation, transparency and accountability. The research results also show that the lackof facilities and infrastructure, low compliance of traders and the impression of inconsistency of the governmentin implementing policies that have been issued are the obstacles of these policies implementation.

Abstract

Abstract: Administrative order and regularity  required because it is one of the important components for learning process. Some school administrations are considered not good enough so that school administration and archives become piled up and it is difficult to retrieve them when needed. This study aimed to analyze the implementation of school administration tasks with evaluation method, which is a method that evaluated the success of implementing a program/activity. Data collection techniques used distributing questionnaires, observation, and documentation. Furthermore, the data were analyzed qualitatively. The results showed that the implementation of school administration in the areas of personnel administration, financial administration, infrastructure administration, public relations administration, archive administration, and student administration were in good category. Overall there are 67% of respondents who answered good administrative services, 31% answered quite well, and 2% answered less well. It can be concluded that the implementation of school administration work in general is good.Keywords: school administration; administration; service; data collectionAbstrak: Ketertiban dan keteraturan administrasi sangat diperlukan karena menjadi salah satu komponen penting dalam proses pembelajaran. Sebagian administrasi sekolah dinilai tidak cukup baik sehingga administrasi dan kearsipan sekolah menjadi bertumpuk dan sulitnya mengambil kembali saat dibutuhkan. Penelitian ini bertujuan menganalisis pelaksanaan tugas tata usaha sekolah dengan metode evaluasi, yakni metode yang digunakan untuk memberikan penilaian pada suatu kegiatan/program. Teknik pengumpulan data dilakukan dengan penyebaran kuesioner, observasi, dan dokumentasi. Selanjutnya data dianalisis secara kualitatif. Hasil penelitian menunjukkan pelaksanaan Administrasi Sekolah pada bidang administrasi kepegawaian, administrasi keuangan, administrasi sarana prasarana, administrasi hubungan masyarakat, administrasi kearsipan, dan administrasi kesiswaan berada pada kategori baik. Secara keseluruhan terdapat 67% responden yang menjawab pelayanan administrasi baik, 31% menjawab cukup baik, dan 2% menjawab kurang baik. Artinya dapat disimpulkan bahwa pelaksanaan pekerjaan administrasi sekolah secara umum sudah baik.  Kata kunci: administrasi sekolah; tata usaha; pelayanan; pendataan
