Abstract

Mengevaluasi Daerah Otonomi Baru, tentunya perlu strategi dalam memilih variabel, indikator dan metode yang digunakan, agar hasil yang didapat dapat bermanfaat bagi perbaikan sekaligus peningkatan. Salah satu cara untuk dijadikan dasar pembanding yang tepat dan akurat adalah dari kinerja Pembangunannya antara daerah pemekaran dengan Induknya. Tujuan dari penelitian ini adalah untuk mengetahui apakah ada perbedaan kinerja pembangunan manusia dan sosial ekonomi pasca pemekaran wilayah dan seberapa besar perbedaannya dengan lokus penelitian di Provinsi Kepulauan Bangka Belitung dan Sumatera Selatan. Metode penelitian yang digunakan adalah kuantitatif dengan jenis penelitian yang bersifat komparatif atau membandingkan. Pengumpulan data dalam penelitian ini dengan cara dokumentasi dan studi pustaka, menggunakan jenis data sekunder. Temuan penelitian menunjukkan tidak ada perbedaan kinerja pembangunan manusia dan pembangunan sosial pasca pemekaran wilayah, namun kinerja pembangunan ekonomi terdapat perbedaan setelah pemekaran wilayah pada periode 2005-2019. Besarnya selisih atau perbedaan kinerja pembangunan ekonomi adalah 0,42, termasuk dalam kategori kecil. Penelitian ini diharapkan dapat menjadi acuan bagi pihak Pemerintah Provinsi Kepulauan Bangka Belitung dalam meningkatkan kinerja pembangunan manusia dan sosial ekonomi, agar fokus pada program pemberdayaan masyarakat miskin serta mengurangi angka pengangguran dengan membuka lapangan kerja

Abstract

Penelitian ini bertujuan untuk melihat pengaruh dari kompetensi terhadap kinerja Pemeriksa, Perilaku kerja terhadap kinerja Pemeriksa dan pengaruh antara kompetensi dan Perilaku kerja terhadap kinerja Pemeriksa di Inspektorat Kabupaten Bangka. Jenis penelitian adalah penelitian kuantitatif yang bersifat kausaldengan menggunakan metode survey. Subyek dan lokasi penelitian adalah 20 orang pemeriksa di Inspektorat Kabupaten Bangka. Uji reliabilitas dan validitas dilakukan untuk melihat valid atau tidaknya kuesioner penelitian. Uji F dilakukan untuk mengetahui apakah variabel bebas secara simultan mempunyai pengaruh yang signifikan terhadap variabel tak bebas dan uji t dilakukan untuk mengetahui apakah variabel bebas secara parsial mempunyai pengaruh yang signifikan terhadap variabel tak bebas. Metode analisis data adalah statistik deskriptif dan statistik inferensial dengan menggunakan regresi sederhana dan regresi berganda.Hasil penelitian menunjukkan; terdapat pengaruh variabel kompetensi terhadap kinerja Pemeriksa di Inspektorat Kabupaten Bangka sebesar 65,2%, kompetensi merupakan gabungan dari faktor sikap, pengetahuan dan kemampuan. Sikap yang menjadi faktor dominan yang disebabkan pengalaman dan pendidikan juga oleh adanya kewenangan lembaga. Terdapat pengaruh variabel perilaku kerja terhadap kinerja Pemeriksa di Inspektorat Kabupaten Bangka sebesar 64,4%, perilaku kerja mencakup keterlibatan kerja, semangat dan kegairahan kerja, daya inisiatif kerja, serta keterikatan terhadap organisasi. Keterlibatan kerja merupakan pendukung utama perilaku kerja yang disebabkan oleh masa kerja yang cukup lama dan pendidikan serta adanya perintah tugas yang terstruktur. Terdapat pengaruh variabel kompetensi dan Perilaku kerja secara bersama-sama terhadap kinerja Pemeriksa di Inspektorat Kabupaten Bangka sebesar 68,2%, kompetensi merupakan faktor yang berpengaruh sangat dominan terhadap kinerja pemeriksa di Inspektorat Kabupaten Bangka.

Abstract

The purpose of this study was to determine whether there was an effect of human development on poverty in Bangka Regency in 2011-2020 and how big the effect was. The locus of this research is in Bangka Regency. This type of research is quantitative with an associative approach with a simple linear regression analysis model. The feasibility test of the regression model uses the classical assumption test, and the t test to see the significance of the effect. The results showed that human development had a negative but not significant effect on poverty in Bangka Regency. The magnitude of the influence of human development on poverty is only 36.9 percent, the remaining 63.1 percent is influenced by other variables not included in this study. Simple linear regression equation Y = 13.839 – 0.122 X, regression coefficient value -0.122, meaning that if Human Development with the Human Development Index indicator increases by 1 point, then the poverty rate in Bangka Regency is predicted to decrease by 0.122 percent. Recommendation to the government of Bangka Regency is that in development planning to utilize the results of research or research, especially research related to the influence of human development on poverty. The allocation of funds related to human development needs to be evaluated, so that it is more targeted in alleviating poverty in Bangka Regency, because in reality it has no significant effect on reducing poverty in terms of the 2011-2020 data series.

Abstract

Tujuan penelitian ini adalah untuk melihat bagaimana pengaruh Investasi terhadap Perekonomian, Pembangunan Manusia, Tingkat Pengangguran dan Kemiskinan yang terjadi di Kabupaten Bangka. Metode penelitian yang digunakan adalah kuantitatif yang bersifat asosiatif. Tehnik pengumpulan data dilakukan dengan mengambil  data-data  data sekunder dari Dinas Penanaman Modal, Pelayanan Terpadu Satu Pintu, Koperasi Usaha Kecil Menengah Kabupaten Bangka dan Data Perekonomian, Pembangunan Manusia, Pengangguran dan Kemiskinan serta Badan Pusat Statistik Kabupaten Bangka. Pengolahan data menggunakan aplikasi SPSS.22, selanjutnya dianalisis dengan regresi linier sederhana, kemudian uji normalitas untuk melihat kelayakan data dan uji hipotesis menggunakan uji t. Hasil penelitian menunjukan bahwa Investasi yang dilakukan oleh para investor baik dalam negeri maupun luar negeri terhadap Perekonomian, Pembangunan Manusia, Pengangguran dan kemiskinan berpengaruh positif tetapi tidak signifikan. Untuk melaksanakan tujuan pembangunan Nasional dalam rangka meningkatkan kesejahteraan masyarakat Khususnya di Kabupaten Bangka, sangat dibutuhkan dana pembangunan baik yang bersumber dari sektor Publik maupun swasta. Sumber swasta bisa didapatkan dari Investasi dalam Negeri maupun luar negeri. Adapun faktor penyebab tidak signifikannya pengaruh investasi tersebut adalah kecilnya nilai investasi dan masih bersifat padat modal atau profit oriented, dibanding kearah padat karya atau social oriented. Sehingga Pemerintah Kabupaten Bangka perlu melakukan kebijakan yang mengarah investasi yang pro-rakyat

Abstract

Abstract Improving the standard of living requires active government intervention, often in the form of policies aimed at encouraging domestic and foreign capital investment. This study aims to analyze the multiplier effect of incentive and investment facilitation policies on the well-being of residents in the Bangka Belitung Islands Province. Specifically, it examines the impact of these policies on key socio-economic indicators, including the Human Development Index (HDI), regional GDP, unemployment rate, poverty rate, and income inequality. This research employs descriptive and correlational quantitative methods, utilizing a multiple linear regression model to analyze the relationship between foreign and domestic investment (independent variables) and socio-economic indicators (dependent variables). The data used were sourced from the Central Office of Public Prosperity, statistical agencies, and other relevant institutions. The findings reveal that incentive and investment facilitation policies directly increase the value of investments, which positively and significantly impacts regional GDP and the Human Development Index. Furthermore, investment growth is associated with a reduction in poverty levels and income inequality. However, increased investment does not significantly affect the unemployment rate. These results suggest that while investment policies are effective in improving several key indicators, their impact on job creation requires further consideration. These findings underscore the importance of government oversight in ensuring that investors comply with regulations, adopt labor-intensive strategies, and prioritize the use of local labor. By doing so, central and local governments can achieve both short-term and long-term development goals, fostering inclusive economic growth and reducing disparities.

Abstract

Salah satu indikator kemajuan suatu negara atau daerah dalam membangun wilayahnya adalah berhasilnya menurunkan tingkat kemiskinan. Tujuan penelitian ini adalah untuk melihat pengaruh Produk Domestik Regional Bruto, Indeks Pembangunan Manusia, Tingkat Pengangguran terhadap Tingkat Kemiskinan di Kabupaten Bangka. Jenis penelitian bersifat kombinasi kuantitatif dan kualitatif menggunakan model Sequential Explanatory. Pengumpulan data sekunder dari Badan Pusat Statistik, pengumpulan data primer melalui wawancara dan Fokus Grup Diskusi dengan narasumber yang relevan. Hasil penelitian menunjukkan bahwa PDRB dan IPM secara parsial berpengaruh negatif dan signifikan terhadap tingkat kemiskinan, sedangkan tingkat pengangguran berpengaruh positif, namun tidak signifikan terhadap tingkat kemiskinan di Kabupaten Bangka periode 2013-2022. Tidak signifikannya pengaruh tingkat pengangguran terhadap tingkat kemiskinan disebabkan para penganggur bukan dari kalangan penduduk miskin. Kesimpulannya bahwa penurunan tingkat kemiskinan  merupakan hasil kerjasama berbagai pihak, yakni Pemerintah Pusat, Provinsi, Kabupaten, kelurahan/Desa serta pihak swasta dan masyarakat. Melalui berbagai program/kegiatan pemberdayaan ekonomi dan berbagai bantuan yang telah dilakukan dalam rangka menanggulangi tingkat kemiskinan. Masyarakat tak mampu perlu diberdayakan dengan membangun budaya swadesi melalui penyebaran pengetahuan teknik pembuatan barang dan jasa secara mandiri, lewat jalur pendidikan/pemasyarakatan serta memperbesar investasi padat pekerja berkesinambungan.

Abstract

Investment is one of the key factors that affect economic dynamics. This research focuses on the Bangka Belitung Islands Province, specifically its investment in the tin and non-tin sectors, as the largest tin-producing area in the world. Investment is an important component in capital formation; investment has great potential to spur economic growth, improve people's quality of life, and reduce social problems such as poverty and unemployment. The aim of this research is to determine the effect of investment in the tin and non-tin sectors on economic growth, the Human Development Index, poverty levels, and unemployment rates in the Bangka Belitung Islands Province from 2018 to 2023. Associative quantitative research type, with multiple regression analysis tools. The research results indicate that investment in the tin sector has a positive impact, while investment in the non-tin sector has a negative impact on economic growth; however, this effect is not statistically significant. Tin sector investment and non-tin sector investment have a negative impact on the Human Development Index, although it is not statistically significant. Tin sector investment has a positive and significant effect, while non-tin sector investment has a negative effect on poverty levels, but this effect is not statistically significant. Investment in the tin sector and non-tin investment have a negative effect on the unemployment rate, but this effect is not significant.  The conclusion from research over the last six years is that investment conditions have decreased significantly. This decline began with the COVID-19 incident in 2019, and that had an impact on economic and social development. The solution needs to be more proactive in both the government and private sectors to increase investment from investors, both domestic and foreign. Apart from that, there is a need to set a quality investment strategy so that the investment can be beneficial for increasing socio-economic development, especially in the Bangka Belitung Islands Province.

Abstract

The income Distribution Inequality of Bangka Belitung Islands Province is the lowest nationally. This study aims to obtain more in-depth information regarding any variables or factors that affect the Inequality of Income Distribution in the Province of Bangka Belitung Islands. The type of research used associative quantitative research with Multiple Linear Regression and Simple Linear Regression models, as well as feasibility tests with classical assumption tests, Simultaneous and Partial hypothesis testing. The results of this study indicate that the factors affecting income distribution inequality in the Province of the Bangka Belitung Islands are economic growth, human development, poverty, and unemployment by 60.9 percent. Other factors influence the remaining 39.1 percent. Partially, economic growth has a positive and significant effect of 30 percent with a regression coefficient of 0.009. Human development has a negative and significant effect of 55.5 percent with a regression coefficient of -0.006, and poverty has a negative and insignificant effect of 25.8 percent with a regression coefficient of -0.004, unemployment has a negative and insignificant effect of 11.1 percent with a regression coefficient of -0.003. In conclusion, it turns out that the human development factor has a very large role in reducing the inequality in income distribution in the Province of the Bangka Belitung Islands. So, recommendations to the Provincial Government need to continue to improve Human Development by improving education, health, and people's purchasing power, as well as socializing the importance of Human Development in reducing the level of inequality in development outcomes to the Regency/ City Government in the Province of the Bangka Belitung Islands Province.
