Abstract

Pos Indonesia is required to meet the needs of consumers, as well as become a level of measurement in the quality of the products provided with the aim of maintaining its existence. This research aims to determine the quality of service at the Aimas Post office as a formulation of service quality indicators and what factors encourage and inhibit the quality of public services. The method used is descriptive with qualitative data analysis. The technique for determining informants is through purposive sampling, and data collection techniques through observation, interviews, data sources and documentation. For data analysis techniques through data reduction, data presentation, as well as drawing conclusions and verification, and finally the validity of the data which will be carried out through credibility, transferability, reliability and confirmability tests. The results of the research show firstly, the level of service quality at the Aimas Post Office is almost entirely good, but there is a lack of dimensions in the supporting facilities at the Aimas Post Office. Second, the lack of factors driving service quality is the lack of an application or suggestion box at the Aimas Post office. Third, the inhibiting factor is the absence of intensive staff provision at the Aimas Post office.

Abstract

This study aims to explore the government's efforts in infrastructure development in the Bamus Bama District of Tambrauw Regency and to identify the factors that hinder infrastructure development in the area. The research method used is descriptive, with a qualitative approach. Data analysis techniques and data validity are applied, where both primary and secondary data collected are reviewed to ensure the completeness of the information obtained. The findings indicate that infrastructure development in the Bamus Bama District of Tambrauw Regency has been implemented effectively. The government has carried out planning by involving the local community in the Bamus Bama District and consulting with them on the infrastructure development programs. The infrastructure development initiatives in the district include road access, residential houses, clean water supply, and the installation of generators for the community. However, several challenges were encountered during the process, including a lack of coordination between the district head and the community, difficulties in transportation access, disputes over compensation between landowners and the local government, and delays in reporting, which often hinder the progress of infrastructure development.

Abstract

Transformasi digital dalam administrasi publik telah menjadi agenda strategis dalam tata kelola pemerintahan daerah selama satu dekade terakhir. Penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) bertujuan untuk meningkatkan efektivitas, transparansi, dan akuntabilitas layanan publik. Namun demikian, efektivitas implementasi SPBE di tingkat pemerintah daerah masih menunjukkan disparitas yang signifikan, terutama dalam hal kesiapan infrastruktur digital, kompetensi sumber daya manusia, dan integrasi lintas sektor pelayanan. Artikel ini bertujuan untuk menganalisis sejauh mana SPBE mampu meningkatkan efektivitas pelayanan publik di pemerintah daerah, dengan meninjau aspek efisiensi proses, aksesibilitas layanan, responsivitas, dan kepuasan pengguna. Penelitian ini menggunakan pendekatan deskriptif-kualitatif dengan studi kasus pada dua pemerintah daerah di Indonesia yang telah menerapkan SPBE selama minimal tiga tahun. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipatif, dan studi dokumen. Hasil penelitian menunjukkan bahwa efektivitas SPBE sangat dipengaruhi oleh sinergi antara kebijakan internal, budaya birokrasi adaptif, dan partisipasi aktif masyarakat. Temuan juga mengindikasikan bahwa keberhasilan SPBE tidak hanya ditentukan oleh tersedianya teknologi, tetapi juga oleh reformasi struktural dan pola kepemimpinan yang pro-transformasi digital. Implikasi penelitian ini memperkuat pentingnya pendekatan holistik dalam penerapan SPBE, yang tidak semata bersandar pada modernisasi sistem, tetapi juga pada penguatan tata kelola, pelatihan SDM, dan mekanisme evaluasi berbasis data. Artikel ini merekomendasikan strategi integratif dalam pembangunan ekosistem layanan digital daerah yang berkelanjutan dan berorientasi pada kebutuhan publik.
