Abstract

This study aims to analyze the application of Regional Regulation no. 38 of 2013 on the Effectiveness of Sorong City Government Apparatus Resources carried out by Sorong City government officials by providing development of Sorong City government apparatus resources through education and training, and to analyze Determinant factors in Improving the Quality of Sorong City Government Apparatus Resources regarding the computer skills possessed by the Sorong City government apparatus, the facilities and infrastructure in the Sorong City government apparatus, the working time of the Sorong City government apparatus, the level of education possessed by the Sorong City government apparatus, the performance of the apparatus, the competence of the apparatus and the discipline of the Sorong City government apparatus. This research is descriptive qualitative data obtained from several informants. The results showed that the application of Regional Regulation No. 38 of 2013 on the effectiveness of Sorong City government apparatus resources. Regarding development and education in Sorong City on the effectiveness of apparatus resources, it has been going well but is still far from what is expected because education has not been implemented thoroughly for the apparatus and community in Sorong City.

Abstract

PT.Tirta Remu Kota Sorong yang merupakan Perusahaan Daerah yang di dalamnya meliputi kegiatan administrasi dan manajemen yang harus dikelola oleh para pegawai sesuai dengan tugas dan fungsinya, sehingga dapat mencapai tujuan bersama, dalam hal ini kinerja pegawai dari PT. Tirta Remu masih belum optimal dikarenakan budaya organisasi yang masih belum terarah dengan baik, sehingga diperlukan adanya budaya organisasi. Peneliti ini merupakan penelitian deskriptif dengan pendekatan kualitatif.Teknik pengumpulan data yang dipakai dalam penelitian ini dengan cara wawancara, observasi dan dokumentasi. Berdasarkan penelitian bahwa pelakasanaan terkait pengembangan sumberdaya manusia pada PT.Tirta Remu di kota sorong tahun 2015 belum efektif, karena adanya faktor pendukung dan faktor penghambat (faktor kesadaran, faktor aturan, faktor organisasi, faktor pendapatan, kemampuan dan ketrampilan serta faktor sarana dan prasarana), adanya pendidikan dan pelatihan yang masih kurang dan sangat di perlukan oleh karyawan, serta kurangnya kerja sama bawahan dengan pimpinan.

Abstract

Air merupakan salah satu faktor terpenting masih manusi dalam menjalankan aktifitas keseharianya, sehingga perlu adanya peran dan partisipasi masyarakat dalam memenuhi  kebutuhan hitup tersebut. Metode kualitatif yang digunakan dalam pengabdian ini, yang meliputi pekerjaan secara penuh di lapangan selama satu minggu di kampung Baingkete dengan langkah; 1) Persiapan (survey lokasi, wawancara, pemetaan lokasi dan sosialisasi; 2) Pelaksanaan Program  (program air bersih) dan; 3) Evaluasi Program (tindahlanjut program). Program ini menitiberatkan pada 25 kepala keluarga yang belum menikmai air bersih secara baik dari jumlah 43 kepala keluarga yang ada di kampung Baingkete. Peran dan partisipasi masyarakat sangat baik dan menunjukan rasa kepedulian kepada tim pengabdian dengan adanya rasa kekerabatan yang terbangan antara mahasiswa dan masyarakat setempat.

Abstract

This research aims to describe and analyze Elisabeth Nauw's victory in the 2019 Sorong City legislative election through political marketing and the social capital used. The research method uses a qualitative approach with data collection techniques carried out through direct field observations, in-depth interviews with informants, and literature reviews through published articles or journals related to the author's research focus. For the technique of determining informants, the author chooses people who are considered capable of answering questions related to the focus of the author's research. The results of this research describe Elisabeth Nauw's victory, namely first, Elisabeth Nauw is a personal characteristic of a leader or candidate who provides an image, symbol or political product in an election. Second, promotion in this case won constituent votes, Elisabeth Nauw was assisted by the winning team, and campaigned via social media. Third, the price is the total cost of campaign activities carried out by the candidate and winning team. Fourth, a place is an area where the majority of the population has the same ethnicity as the candidate so that it is easy to get constituent votes.

Abstract

The aim of this research is to determine the transparency of the management of the Iriri Village Fund in Wakate District, Eastern Seram Regency in 2021. This research method uses descriptive and analytical qualitative research methods. Observation, interview, and literature review techniques were used for data collection. The informants chosen were those who could answer the research questions. The results of the research show that transparency of financial management in Iriri Village, Wakate District, East Seram Regency in 2021 can be seen at four levels, namely planning, implementation, management and reporting accountability. The village development plan is outlined in the Plan Village Medium Term Development (RPJMD). In its implementation, village funds come from the APBN (State Income and Expenditure Budget). Administration is carried out by the village treasurer by recording income, expenditure and bookkeeping at the end of each month. The village head is obliged to make an accountability report and submit a report on the implementation of the regional income and expenditure budget to the regent/mayor.

Abstract

This study aims to explore the government's efforts in infrastructure development in the Bamus Bama District of Tambrauw Regency and to identify the factors that hinder infrastructure development in the area. The research method used is descriptive, with a qualitative approach. Data analysis techniques and data validity are applied, where both primary and secondary data collected are reviewed to ensure the completeness of the information obtained. The findings indicate that infrastructure development in the Bamus Bama District of Tambrauw Regency has been implemented effectively. The government has carried out planning by involving the local community in the Bamus Bama District and consulting with them on the infrastructure development programs. The infrastructure development initiatives in the district include road access, residential houses, clean water supply, and the installation of generators for the community. However, several challenges were encountered during the process, including a lack of coordination between the district head and the community, difficulties in transportation access, disputes over compensation between landowners and the local government, and delays in reporting, which often hinder the progress of infrastructure development.

Abstract

Pemahaman yang cukup, remaja dapat terjerumus dalam perilaku berisiko yang membahayakan perkembangan fisik dan mental mereka. Berkaitan dengan permasalahan tersebut diperlukan upaya pencegahan secara massif melalui kegitaan sosialisasi yang dilakukan oleh mahasiswa dengan dosen pembimbing Kuliah Kerja Nyata (KKN) pada Tahun 2024. Melalui kegiatan ini, remaja dapat diberikan pengetahuan yang lebih baik mengenai berbagai resiko yang mereka hadapi serta cara untuk mengatasinya. Dalam kegiataan sosialisasi ini mencakup siswa/i MTS Language Insan mandiri, Distrik Kota Waisai, Kabupaten Raja Ampat. Terdapat 41 siswa/i yang hadir dalam kegiatan sosialisasi. Karna remaja merupakan generasi masa depan suatu bangsa yang harus di didik dimulai dari lingkungan keluarga, sekolah dan dibekali agama yang baik, kenakalan remaja merupakan hal yang tidak asing di lingkungan masyarakat dimana remaja melakukan perbuatan menyimpan dari norma, aturan hukum yang berlaku. Penyebab terjadinya kenakalan remaja dipengaruhi oleh faktor internal dan eksternal dari diri remaja sendiri, oleh karena itu edukasi sangat di perlukan sebagai upaya pencegahan terjadinya kenakalan remaja melalui pendidikan kesehatan dan peningkatan pengetahuan remaja.

Abstract

Good village governance is an important foundation for sustainable community development. This article examines community participation in village governance in Klawosom Village, Klamono District. Through a case study, it aims to analyse how the community is involved in the decision-making process, monitoring the use of the village budget, and the implementation of development programmes. Data were collected through interviews, observations, and documentation studies, then analysed qualitatively. The results showed that active community participation has a significant impact on the effectiveness and accountability of the village government. In addition, this article also identifies challenges and opportunities in improving community participation in village governance in Klawosom Village.ABSTRAKTata kelola pemerintahan Kampung yang baik merupakan fondasi penting bagi pembangunan masyarakat yang berkelanjutan. Artikel ini mengkaji peran serta masyarakat dalam tata kelola pemerintahan Kampung di Kampung Klawosom, Distrik Klamono. Melalui studi kasus, PkM ini bertujuan bagaimana masyarakat terlibat dalam proses pengambilan keputusan, pengawasan terhadap penggunaan anggaran Kampung, serta implementasi program-program pembangunan. Data dikumpulkan melalui wawancara, observasi, dan studi dokumentasi, kemudian dianalisis secara kualitatif. Hasil PkM menunjukkan bahwa partisipasi aktif masyarakat memiliki dampak signifikan terhadap efektivitas dan akuntabilitas pemerintahan Kampung. Selain itu, artikel ini juga mengidentifikasi tantangan dan peluang dalam meningkatkan partisipasi masyarakat dalam tata kelola pemerintahan Kampung di Kampung Klawosom.

Abstract

This research aims to study, analyze and interpret: Drug Control during the Covid-19 Pandemic from a Faucalt Governmentality Perspective (PT. Rifanti Asti Study, Sorong City). Because if you look at the phenomenon, there are still many complaints from the public regarding government regulations and policies during the Covid-19 pandemic. 19, as this research is descriptive analysis using a qualitative approach, data was obtained from a number of informants. The research results show that, drug control implemented by PT. Rifanti Asti during the Covid-19 pandemic, seen from the government perspective of the government of Sorong City, in various efforts that were considered strategic, were taken into action and made into policies by the government in an effort to overcome the spread of the Covid-19 pandemic, including policy actions to overcome the impact it had on the social and cultural order of life. , and the economy of society that power relations. Distribution of drugs in government relations and drug trade in accordance with the applicable regulations implemented by PT. Rifanti Asti during the Covid-19 pandemic. The relationship between actors in the power network of parties positioned to be involved is a major concern in looking at situations related to health, which is always important on various occasions, regardless of various interests. Being wise in consuming information and knowledge is a strategy to accelerate the breaking of the chain of spread of the Covid-19 pandemic specifically in Sorong City and the entire West Papua Province.

Abstract

The enactment of Law No. 21/2001 on Special Autonomy (Otsus) for Papua Province marked the state's effort to give greater authority to regions to manage development according to the local context. However, after more than two decades of implementation, this policy has not been able to significantly address the social and economic inequalities faced by the Papuan people. The main problem in this study is how much influence the implementation of the Special Autonomy Policy has on the socio-economic conditions of the Papuan people, as well as the relationship between the allocation of Special Autonomy funds and socio-economic indicators. The purpose of this study is to quantitatively measure the effect of the Special Autonomy Fund on socio-economic indicators and the relationship related to the effectiveness of this policy. The method used is a quantitative approach with descriptive and inferential statistical analysis, such as linear regression and normality tests, based on primary data from community surveys and secondary data from official documents and publications. The results of the correlation test showed a positive and significant relationship between the Special Autonomy Fund (Dana Otsus) variable and the Socio-Economic Impact variable. The Pearson correlation coefficient of 0.560 indicates a relationship that is at a moderate level and is positive in nature, which means that an increase in the allocation of the Special Autonomy Fund tends to be followed by an increase in the socio-economic indicators of the community and Based on the results of the Model Summary in linear regression analysis, a correlation coefficient (R) value of 0.560 was obtained which indicates a moderate positive relationship between the Special Autonomy Fund variable (Dana Otsus).These findings confirm the importance of transparent and participatory fund management and highlight the need to increase the capacity of local governments. Practically, this research can serve as a basis for developing more effective and sustainable policies in Papua.
