Abstract

The article examines a voluntary phenomenon that exists in “Ferie for Alle”. The name refers to a voluntary-based program organized by the Norwegian Red Cross, a prominent NGO in Norway. The program is oriented in ensuring free holiday experiences for children and families who are deemed unfortunate. Interestingly such a regard is attached due to their inability to afford vacation trips during holiday time. This article aims to address why such phenomenon of Ferie for Alle able to emerges in Norwegian society and attracts people to volunteer to it. This paper uses an ethnographic approach. In specific, it utilizes qualitative method such as semi-structured in-depth interview for the data collection process, and narratives analysis for data analysis process. Through the result, this paper argues that the existence of voluntarism in Ferie for Alle is instigated by volunteers’ reasoning towards prominent social aspects, that is: (1) growing up experiences in Norwegian society, (2) interpretation of Norwegian culture (3) understanding of a certain Norwegian welfare provision discourse. Moreover, actualization of volunteering further gave an idea of how Norwegian welfare system is supposed to be conducted. As reflected by the Ferie for Alle volunteers, such meaning helps them navigate activism in addressing transnational political issues happening in Norway.

Abstract

Pergesekan antara adat dan pariwisata menjadi salah satu masalah yang mengakar di Indonesia. Namun, hal tersebut dapat diatasi oleh masyarakat adat Bali Aga di Tenganan Pegringsingan Bali. Berangkat dari dinamika sejarah yang membentuk mereka hingga saat ini, masyarakat disana masih memegang teguh tradisi budayanya sebagai pedoman hidup di samping menjalankan sektor wisata. Mampu bersaing di tengah masifnya atmosfer pariwisata dengan identitas khusus yang melekat dalam kehidupan budaya masyarakatnya. Tujuan penulisan ini adalah menganalisis proses sejarah dan dinamika masyarakat Desa Tenganan, mengidentifikasi ragam adat tradisi masyarakat tersebut, menganalisis kemampuan resiliensi masyarakat menghadapi wisata di tengah pusaran pariwisata Bali, serta menyajikan bentuk resiliensi dari masyarakat adat tersebut dalam mendukung pembangunan pariwisata berkelanjutan. Penulisan dilakukan secara kualitatif menggunakan metode penulisan sejarah. Hasil kajian menunjukkan bahwa berdasarkan sejarah masyarakat adat dan dinamika kehidupan di Desa Tenganan, mereka mengalami transisi dari masyarakat berbasis agraris menjadi pariwisata. Namun, adanya transisi itu tidak mengikis keberadaan ragam tradisi dan budaya mereka. Hal itu terbentuk dari kemampuan resiliensi masyarakat menghadapi kondisi baru dan menciptakan harmonisasi antara adat dengan pariwisata. Pola adaptasi ini justru menjadi salah satu perwujudan dalam pembangunan pariwisata berkelanjutan dan mengatasi pergesekan antara adat dan wisata.Kata Kunci: sejarah masyarakat adat, Tenganan, resiliensi, pariwisata berkelanjutan

Abstract

Economic problems and the complexity of salt production have riddled government policies to alleviate salt farmers’ poverty. This raises the question of how to optimise policies that can impact the welfare of salt farmers. Based on this problematization, this paper attempts to explore the ambivalence of government intervention in the PUGAR (People’s Salt Business Empowerment) policy to alleviate poverty for salt farmers in Mangunlegi Village, Batangan District, Pati. Using an ethnographic approach, the search for policy studies that link the community and the government has illustrated the complexity of the economic growth of salt farmers in Mangunlegi. This complexity is shown by the declining income growth of salt farmers amid the presence of a survival strategy in articulating the meaning of local wisdom and the social environment when people adapt to government policies. The results of this study rest on the possibility of achieving the welfare of Mangunlegi salt farmers through their adaptability to government policies, which lead to grassroots social innovation. For this reason, this study pays attention to the implications of the research results, which reveal that the welfare of salt farmers can be realised if the policies issued by the government do not cause ambivalence. However, if salt farmers are given the freedom to formulate grassroots-based policies, social innovation can be realised. This is one of the solutions to poverty alleviation for salt farmers in Mangunlegi.
