Abstract

In an effort to realize services for the community to provide respect, protection, and fulfillment of the rights of habilitation and social rehabilitation for people with disabilities, the Ministry of Social Affairs of the Republic of Indonesia runs a Social Rehabilitation Assistance service program or known as social ATENSI. Social attention for persons with disabilities is a social rehabilitation service that is carried out on a family basis, LKS/community basis, and on a residential basis. The purpose of this research is to find out how the social attention program is implemented for persons with disabilities in Sukabumi City. The research method used is qualitative with a descriptive approach. The theory used in this study is the theory of policy implementation from O. Jones which has three dimensions including organization, interpretation, and application. Based on the findings from this study, it can be concluded that the implementation of the social attention program for persons with disabilities in Sukabumi City is not optimal so that socialization and data collection of persons with disabilities is needed more broadly because there are still persons with disabilities who have not received social attention assistance.

Abstract

The effectiveness of the Sukabumi Participated Responder (SUPER) application-based complaint service program at the Sukabumi City Communication and Informatics Office is a program created by the Sukabumi City Communication and Informatics Office which aims to facilitate the public in making complaints, criticisms, and suggestions. This research uses Qualitative methods with data collection techniques of observation, interview, and documentation. Data validation using triangulation in this study used source triangulation and technical triangulation. This research uses the theory of measuring effectiveness according to Gibson which has principles namely Production, Efficiency, Satisfaction, Adaptation, and Development. Data analysis uses Creswell's analysis techniques, namely Processing and Preparing, Reading Information, Analyzing, Coding, Describing, and Interpreting. The results of this study indicate that the SUPER program has not been effective because community aspirations still require time in the follow-up process, and the lack of socialization to the community regarding this program has not gone well so there are still many people who do not fully know about the SUPER application. Therefore, it is suggested that the SUPER program needs to improve the implementation of socialization to the people of Sukabumi City and also the Communication and Informatics Office of Sukabumi City needs to improve responsiveness to complaints from the community so that it can create a better program.

Abstract

This study aims to determine the effectiveness of the Complete Systematic Land Registration Program (PTSL) in making land certificates at the ATR / BPN Kantah, Sukabumi City. The data collection technique in this study was interviews. While the data analysis technique uses descriptive method with qualitative analysis. Based on the results of research through interviews, it shows that the implementation of the Complete Systematic Land Registration (PTSL) program in Sukabumi City has been effective, it's just that there are still several obstacles that occur and the lack of socialization activities carried out so that there are still many people who do not know about the existence of the program. The National Land Agency (BPN) needs to increase program socialization activities to the community so that people can take part in the Complete Systematic Land Registration (PTSL) program and know more about Complete Systematic Land Registration (PTSL) so that in the future more people can take advantage of it.

Abstract

The issue of discipline among civil servants is considered one of the bureaucratic pathologies. This can hinder the progress and effectiveness of government, leading to delays in decision-making and a lack of accountability. In the government of Sukabumi City, there are still civil servants who commit violations and social deviations, resulting in disciplinary actions ranging from light to severe, which can cause losses for both the individuals involved and the relevant institutions. The Regional Personnel and Human Resource Development Agency (BKPSDM) of Sukabumi City has implemented a reward and punishment system in an effort to improve employee discipline. This study aims to explore the extent to which the application of reward and punishment impacts the improvement of employee discipline in the Sukabumi City government. The method used is a descriptive research approach with a qualitative perspective, employing instruments such as observation, interviews, and documentation. The results of this study indicate that the implementation of the reward and punishment system in the Sukabumi City government has been effective and has had a positive impact on employee discipline. However, a lack of firmness, transparency, and guidance from leaders has resulted in a weak response from employees towards the reward and punishment system. In addition to the reward and punishment system, the Sukabumi City government also conducts training and technical guidance activities for its employees, aimed at developing human resources and enhancing employee competencies.
