Abstract

Gas chromatography mass spectrometry (GC/MS) analysis is used as analytical tool for volatile and complex mixture samples. Its effectivity and sensitivity to detect the analyte components make it applicable in a wide range of purposes. This technique can be used to conduct quantitative as well as qualitative analysis. Unfortunately, very few, if there are, of publications dedicate the research to give an explanatory report using a step-by-step approach on how to read and interpret the analysis result. Thus, this study is aimed to fulfill the gap on bridging the spectra data output of GC/MS measurement into the light of easy way reading and interpreting its spectra. The research method used both library spectra matching and a priory spectra interpretation on chosen compound samples. The general guideline and application are discussed.

Abstract

Abstract Background. The State Confiscated Goods Storage House (Rupbasan) is vital in Indonesia's criminal justice system. Its primary function is to store, manage, and maintain confiscated goods and state spoils to remain in good condition until the legal process is completed. Aims. This study discusses the critical role of the State Confiscated Goods Storage House (Rupbasan) in the criminal law system in Indonesia, by highlighting the case of storing assets belonging to Sunjaya Purwadisastra, the former Regent of Cirebon, which was confiscated by the Corruption Eradication Commission (KPK). Result. The study found inconsistencies between the rule of law and its implementation in the field, caused by limited funds, facilities, and weak coordination between institutions. The national budget efficiency policy also affects the operations of the Rupbasan, so there is a discourse on merging the Rupbasan's functions into the Attorney General's Office. Methods. This research uses a normative qualitative approach to analyze the legal and administrative aspects of confiscated asset management. Conclusion. The results show the need for regulatory reform, system modernization, institutional capacity building, and budget policy evaluation. Implication. This study suggests that the management of state assets is carried out in a transparent, accountable, and fair manner in order to maintain legal integrity and prevent state losses.

Abstract

Public service is a form of service provided by the service manager, in this case the DKI Jakarta City Government. The government needs to ensure that these services are distributed fairly and equally to meet the needs of all members of society, without exception. One type of public service that must be provided to the community is accessibility services. Accessibility can be obtained through physical access, such as pedestrian paths (sidewalks) for persons with disabilities. In 2019, there were 14,459 individuals with disabilities in DKI Jakarta. Even though the level of mobility in the area is high, it is important to ensure that all residents have adequate accessibility to public facilities. By providing physical infrastructure that is friendly to persons with disabilities, their capabilities can be increased. This study aims to evaluate how Regional Regulation No. 10 of 2011 fulfills the accessibility of public facilities for persons with disabilities in DKI Jakarta. This study is a descriptive case study using a qualitative approach. A survey technique of academic literature in the field of public services is used to find concepts that are relevant to the accessibility of public roads (pedestrian paths) for persons with disabilities. Data was collected by tracing sources and literature from government documents, electronic mass media, journals and books related to this research. In addition, documentation techniques in the field such as taking photos and observations are also used to strengthen the data.
