Abstract

Permenkes Nomor 129 Tahun 2008 tentang SPM (Standar Pelayanan Minimal) merupakan ketentuan mengenai jenis dan mutu pelayanan dasar yang berhak di peroleh setiap warga negara secara minimal. Pelayanan Rumah Sakit harus mengupayakan peningkatan mutu. Indikator SPM rawat jalan Rumah Sakit berfokus pada aspek pelayanan yang diberikan kepada pasien di Rumah Sakit. Waktu tunggu pasien di Instalasi rawat jalan adalah salah satu  Indikator SPM . Indikator ini mengukur waktu tunggu pasien sejak mendaftar hingga mendapatkan pelayanan di rumah sakit. Biasanya diukur dalam jumlah menit atau jam. Jumlah kunjungan pasien yang terus meningkat menyebabkan panjangnya antrian di instalasi rawat jalan RSUD Dr. Muhammad Zein Painan sehingga waktu tunggu semakin lama dan berpotensi menurunkan kepuasan pasien.  Pelayanan kesehatan merupakan salah satu ruang lingkup pelayanan publik. Jenis penelitian ini  merupakan penelitian yuridis sosiologis (socio legal approach). Penelitian ini untuk melihat kesesuaian antara law in book and law in action, yaitu antara peraturan yang mengatur tentang Implementasi Permenkes Nomor 129 Tahun 2008  tentang SPM Pada Instalasi Rawat Jalan Rumah Sakit Umum Daerah  Dr. M. Zein Painan, melalui keadaan yang terjadi di lapangan, sumber data primer dan data sekunder yang diperoleh melalui wawancara dengan petugas dan management Rumah Sakit dan  teknik pengumpulan data di lapangan baik secara: a. Study Dokumen b. Wawancara c. Observasi (pengamatan) 4. Pengolahan Data dan Analisis data. Kesimpulan penelitian ini yaitu rerata waktu tunggu pelayanan pasien di rawat jalan RSUD Dr. M. Zein Painan masih diatas 60 menit dan tingkat kepuasan masih dalam kategori cukup puas.

Abstract

Child delinquency or juvenile delinquency, which is currently continuing to spread due to rapid changes in times, has made a country create written regulations that are valid in the eyes of the law which contain rules regarding legal violations committed by minors in accordance with the guidelines they regularly use. considering the rights of children as the nation's next generation who do not yet have emotional stability. This article aims to find out how the juvenile criminal justice system is in Australia, Indonesia and Malaysia using the literature study method. The results of the analysis obtained in this article are that the juvenile criminal justice system in Australia has a different legal basis in each state or territory. Meanwhile, Indonesia and Malaysia have the same legal basis throughout their territories. Where Indonesia is based on Law Number 11 of 2012 concerning the Juvenile Criminal Justice System and Malaysia is based on the 2001 Children and Adolescents Law. The types of criminal punishment for children in Australia, Indonesia and Malaysia both prioritize rehabilitative actions with the aim of improving character. and to ensure they can return to society armed with better skills and a positive attitude

Abstract

Mangrove forests in Indonesia constitute 23% of the world’s mangrove ecosystem. This has an impact on the high rate of mangrove production in Indonesia, which triggers export smuggling. In fact, the prohibition on export smuggling has been regulated in Article 102A letter e of the Customs Law. Accordingly, this study aims to analyze the judges’ considerations in deciding mangrove export smuggling cases. This doctrinal legal research applied a case approach and used secondary data obtained from library materials through literature study. The collected data were then analyzed deductively. Analysis of the verdict on mangrove export smuggling cases found that the judges’ considerations had paid attention to the preservation of natural resources but were not yet oriented towards the preservation of the mangrove ecosystem, and the penalties applied were still minimal.

Abstract

A traffic accident involves vehicles on the road that can cause material loss, injury or even death. This accident can occur due to various factors. The focus of the problem in this research is: What is the criminal responsibility for hit-and-run perpetrators based on laws and regulations in Indonesia, what are the factors that cause accidents? This type of research is normative juridical where the data source used is secondary data consisting of primary legal materials, secondary legal materials and tertiary materials. Abstract

This study tries to find out how the existence of Academic Papers in the Formation of Regional Regulations in South Solok Regency, the mechanisms for preparing Academic Papers in the formation of Regional Regulations in South Solok Regency and what obstacles were faced by the formation of Regional Regulations in the preparation of Academic Papers in South Solok Regency (Period 2004 -2018).The research was carried out using descriptive juridical-normative and juridical-empirical research methods using statutory approaches (statute approach) and conceptual approaches (conceptual approach).The results of the study show that the existence of Academic Papers for the formation of Regional Regulations in Solok Regency from 2004 until the end of 2013 was not preceded by an Academic Study even though the laws and regulations ordered to include Academic Papers in the formation of Regional Regulations.Since 2014 the paradigm of the South Solok Regency Government has begun to change.Since 2014 until now the formation of (new) Regional Regulations has always even been obliged to be accompanied by Academic Papers.This shows that the current condition of the Regional Government of South Solok Regency views the position of Academic Papers in the formation of Regional Regulations as having a very important position.The mechanism for preparing Academic Manuscripts carried out in Solok Selatan Regency is not entirely in accordance with the provisions of the laws and regulations.Especially if the Academic Paper is prepared independently by SOPD without involving third parties.The obstacles faced in the preparation of Academic Papers were Juridical Constraints, namely obstacles that came from the uncertainty of the formulation of laws and regulations, and non-juridical obstacles, namely: lack of data, harmonization of time and quality of human resources owned by the Regional Government of South Solok Regency.
