Abstract

Understanding the degree of regional autonomy in funding development and government operations by raising the possibility of regional revenue is a crucial component of putting regional autonomy authority into practice. The degree of regional financial independence indicates how well the regional government has been able to boost local financial capability and lessen reliance on financial aid from the federal government. In order to determine the direct and indirect impacts between variables, this study used the route analysis data analysis method (route Analysis) with SPSS (Statistical Product and Service Solutions) software version 29. Path analysis is chosen in this study because it enables testing of the theoretical applicability of the methodology employed, which is the causal relationship approach. Path analysis is a useful tool for analyzing more complex models than multiple linear regression can handle. The government is projected to be able to implement strategic policy initiatives in an effort to raise Regional Original Income, which serves as a source of funding for capital expenditures.

Abstract

This study aims to determine the Effect of Economic Growth and Inflation and Unemployment Rate on the Human Development Index and Poverty in East Kalimantan Province. Inferential data analysis techniques using Partial Least Squares (PLS). The results of the study indicate that the Human Development Index (HDI) has a significant effect on the unemployment rate in East Kalimantan Province, with a probability value smaller than the specified significance level. There are disparities that need to be considered in development in rural areas to ensure equal opportunities for all residents to achieve a better quality of life. Rural areas still face challenges in access to education and health services, as well as regional disparities in development, which need to be addressed through appropriate and sustainable policies. Assistance programs such as Direct Cash Assistance (BLT), National Health Insurance (JKN), and the Family Hope Program (PKH) have helped reduce the burden on the poor by providing access to basic needs. Efforts to improve the quality of education, health, and infrastructure in rural areas are the main focus to create a more prosperous and independent society. Although there has been progress in poverty alleviation, there are still challenges such as regional inequality, quality of education and health, and economic diversification that need to be addressed. Collaboration between the government, private sector, and civil society is needed to create sustainable and effective solutions to overcome poverty in East Kalimantan. Economic growth, inflation, and unemployment rates are interrelated and significantly affect the Human Development Index and poverty rates in East Kalimantan Province. Therefore, comprehensive and sustainable policies are needed to achieve inclusive and equitable development in this region.

This study aims to analyze the influence of GRDP (Gross Regional Domestic Product) and Labor Force Participation Rate (LFPR) on the welfare of the people in East Kutai Regency, with income level as a mediating variable. The identified variables in this research include the level of community welfare, proxied by the Human Development Index (HDI) (Y2) as the dependent variable, while GRDP (X1) and Labor Force Participation Rate (LFPR) (X2) are independent variables, and income level (Y1) serves as a mediating variable. This study utilizes panel data from 2012 to 2022, using Partial Least Square (PLS) analysis.

Abstract

This study aims to determine the relationship and influence of independent variables, namely investment and human development index, intervening variables, namely economic growth with dependent variables, namely the poverty rate in Balikpapan city in 2010-2023. The tool used in this study is path analysis. The results of this study indicate that investment and HDI are positive and do not have a significant effect on economic growth. While on the poverty rate, investment and HDI variables directly have a significant but positive effect and economic growth variables are negative but do not provide a mediating effect on the relationship between investment and poverty rates and between HDI and poverty rates in Balikpapan city.

Abstract

The development of digital technology has had a significant impact on people's lives, including the protection of citizens' privacy rights. One key issue that has emerged is the management and protection of personal data, which is increasingly vulnerable to misuse. This study aims to examine and compare the personal data protection provisions stipulated in the 2024 Electronic Information and Transactions Law (ITE Law) and Law Number 27 of 2022 concerning Personal Data Protection (PDP Law). The research method used is a normative approach with comparative study techniques. The study focuses on the legal substance, scope of data protection, and institutional roles in implementing both regulations. The analysis shows that the ITE Law remains general in nature, lacking specific detailed regulations governing personal data protection mechanisms. Meanwhile, the PDP Law presents a more systematic and comprehensive specific regulation, referencing international principles such as the General Data Protection Regulation (GDPR) in the European Union. However, several implementation challenges exist, including overlapping authority between institutions, inconsistencies in legal norms, and limited adequate legal infrastructure. This situation has the potential to create regulatory dualism and complicate the law enforcement process. Therefore, steps are needed to harmonize the ITE Law and the PDP Law, strengthen the capacity of institutions responsible for data protection, and increase the digital literacy of the public so that citizens' digital rights can be optimally protected in the digital era.

Abstract

This study investigates the determinants of digital platform adoption among small and medium enterprises (SMEs) by employing the Technology–Organization–Environment (TOE) framework. The model examines three independent factors—technological, organizational, and environmental—influencing the dependent variable, namely digital platform adoption. Data were collected from 300 SMEs through a structured questionnaire using a four-point Likert scale. The analysis employed Exploratory Factor Analysis (EFA) to validate construct dimensionality, followed by reliability testing using Cronbach’s Alpha, and hypothesis testing (H1–H6) to assess the relationships within the TOE framework. The results show that the Kaiser-Meyer-Olkin (KMO) value is 0.78 and Bartlett’s test is significant (χ² = 856.3, df = 136, p < 0.001), confirming the suitability of the data for factor analysis. EFA extracted three components aligned with the TOE framework, explaining 85% of the total variance. Communalities range between 0.68 and 0.84, indicating that the variables are well explained by the extracted factors. Reliability analysis demonstrates strong internal consistency, with Cronbach’s Alpha values of 0.884 for technological factors, 0.902 for organizational factors, and 0.861 for environmental factors. Corrected item-total correlations exceed 0.67, confirming the validity of each measurement item. Hypothesis testing (H1–H6) further reveals that technological readiness, organizational capabilities, and environmental pressures significantly influence digital platform adoption among SMEs, with technology emerging as the strongest determinant. These findings highlight the importance of strengthening digital infrastructure, leadership commitment, resource allocation, and government support to accelerate SME digital transformation. This study contributes both theoretically, by validating the TOE framework in the SME context, and practically, by offering actionable recommendations for managers and policymakers to foster sustainable digital adoption.

Abstract

The rapid growth of digital technology has created new opportunities for Micro, Small, and Medium Enterprises (MSMEs) in the food and beverage sector to expand their market reach through e-commerce platforms. However, adoption remains uneven, with many businesses still reluctant to fully integrate digital tools into their operations. This study aims to examine the determinants of e-commerce adoption using an extended Technology Acceptance Model that incorporates trust and perceived risk. A quantitative survey design was employed, with data collected from 210 valid responses of food and beverage MSME owners and managers in Indonesia. Data analysis confirmed the validity and reliability of the measurement model and tested the hypothesized relationships among variables. The results show that perceived usefulness, perceived ease of use, and trust significantly influence behavioral intention, while perceived risk has no significant effect. Furthermore, both behavioral intention and attitude toward use positively affect actual usage of e-commerce platforms. The extended model explains a substantial proportion of the variance in behavioral intention (62.8%) and actual usage (55.9%). These findings provide theoretical contributions by validating the extended TAM framework in the MSME context and practical implications for policymakers, platform developers, and business owners. Enhancing perceived usefulness through training, improving ease of use through user-friendly design, and strengthening trust via secure systems are critical strategies for accelerating digital adoption.
