Abstract

Salah satu peran penting dalam Pendidikan Kewarganegaraan adalah menciptakan warga negara yang memiliki jiwa-jiwa kebajikan bagi warga negara yang lainnya atau civic virtue, apalagi di masa pandemi COVID-19 yang memberikan dampak terhadap pendidikan, sosial, budaya, pekerjaan, bahkan juga ketahanan pangan masyarakat. Maka untuk bisa menjaga ketahanan pangan tersebut diperlukannya kontribusi warga negara untuk bisa sama-sama saling memiliki jiwa kepedulian. Salahsatu bentuk kepedulian yang paling nyata adalah dengan membangun civic virtue masyarakat, sebagaimana civic virtue yang telah berkembang lama di Amerika Serikat, pelaksanaan civic virtue bisa dilakukan dalam menggali nilai-nilai dan tradisi masyarakat, salah satunya melalui tradisi Beas Perelek yang masih eksis dilaksanakan di Kabupaten Purwakarta. Maka dalam penelitian ini, penulis mengambil isu bahasan mengenai bagaimana cara membangun civic virtue masyarakat pada masa pandemi COVID-19 melalui tradisi Beas Perelek. Metode yang diambil dalam penelitian ini adalah kajian literatur dengan menggunakan kajian artikel jurnal, berita online, buku dan catatan-catatan lainnya yang berhubungan dengan permasalahan penelitian. Hasil dari kajian literatur dapat disimpulkan bahwa tradisi Beas Perelek yang dilaksanakan di Kabupaten Purwakarta masih dilaksanakan secara terjaga di 17 kecamatan, 183 desa dan 9 kelurahan, dimana bentuk kegiatan tradisi yang dilakukan ialah dengan cara masyarakat memberikan kurang lebih 2,5 deciliter yang dikumpulkan setiap hari sampai dengan pada saat pengumpulannya kurang lebih sebanyak satu cangkir, kemudian dibagikan oleh RT pada pemerintah desa setempat untuk masyarakat yang membutuhkan. Tradisi ini dalam kajian Pendidikan Kewarganegaraan, selain mampu menjaga ketahanan pangan masyarakat, tetapi melalui tradisi ini tentunya dapat membangun civic virtue masyarakat terlebih pada masa pandemi COVID-19.

Abstract

Aktivitas warga negara tidak terlepas dari politik, pengamalan hak dan kewajiban, serta partisipasi publik. Salahsatu bentuk aktivitas yaitu pemilihan umum 2019 terkhusus di pemilihan umum legislative di kota Bandung, munculnya keterlibatan artis pada dunia politik baik sebagai artis endorsement maupun sebagai artis politik tentunya akan menghasilkan perilaku politik dan perilaku pemilih yang beragam. Penelitian ini menggunakan pendekatan kuantitatif dengan metode deskriptif, tujuan penelitian ini adalah untuk membuktikan terdapat pengaruh calon legislative artis terhadap perilaku pemilih masyarakat di kota Bandung. Hasil penelitian menunjukan pengaruh calon legislatif artis terhadap perilaku pemilih masyarakat kota Bandung memiliki pengaruh yang kuat. Terbukti dari hasil analisis data yang menunjukkan hasil hubungan korelasi sebesar 0,6222 serta menunjukkan H0 di tolak H1 sehingga menunjukan ada hubungan antara calon legislatif artis terhadap perilaku pemilih masyarakat di kota Bandung, sesuai dengan hipotesis yang dibuat oleh peneliti.

Abstract

Many studies tried to explore the correlation between leadership and communication competence and other organization variables. Some researchers focused on finding the association between leadership styles and communication competence, others focused on examining the influence of chose variables to employees job satisfaction and work performance. These studies proved that there is a relationship between the leader’s use of leadership styles and the leader’s communication competence. Its also showed that there is a strong relationship between supervisor communication competence and employee communication satisfaction.

Abstract

The concept of transparency in government finance has been established during recent decades as an instrument in the fight against organizational and individual irregularities such as corruption, fraud, and financial scandals as well as promoting good governance in such organizations as local government bodies. The laws governing access to the financial information held by the local government authorities are mainly aimed at increasing the transparency of governmentalbudget. However in practice, it seems that local government organizations often remain reluctant to freely and voluntarily reveal their financial information. Local governments still cope with several barriers in implementing financial tranparencypolicy.

Abstract

In the era of accelerated globalization and knowledge economy, learning organizations, with their flexibility in adapting to fast and complex changes, have drawn close attention from the academic and industrial communities. Now, various organizations, private or public, make it their goal to transform themselves into learning organizations. Organization by building a learning organization can accelerate and strengthen the dissemination and application of information and knowledge so that the organization can promptly gain insight into new trends, opportunities, ideas, knowledge, and information, to enhance its capabilities. Inaddition, a learning organization encourages innovation and competition so that the it can break away from outmoded conventions and have unfailing impetus for reform and innovation in terms of their ways of thinking, administrative technologies andmethods, and administrative institutions.

Abstract

Nowadays, such organizations as government institusions are required to be more transparent in doing their operations or activities. Transparency refers to the availability of information to the public and clarity about government rules, regulations, and decisions. Corresponding to one of good governance principles, transparency in government decision making and public policy implementation reduces uncertainty. In building transparency, local government can utilize its public relations as an agent of communication to the citizens. Public relations has a strategic role in helping local government establish transparency in local government institutions. There is a shift in the role of public relations in such organization as government institution from the role as press agency, public,information, and two-way asymmetrical model to two-way symmetrical model of public relations.By implementing the two-way symmetrical model, public relations can help local government establish and maintain mutual relationship between government and its stakeholders.

Abstract

In order to improve the quality of public services, governments around the world try to search new arrangment in delivering public service for its peole. Conceptually and practically, there a lot of new public service arrangements that have implemented by government around the world, including in Indonesia.The main characteristic of the model of public service arrangments is that greater involvement of private sector and community in delivering public services. It assummes that government can not do by him self in delivering public services, so to improve efficiency of the public service, private sector and community should be involved. However, in implementing new model of public service arrangements, it is suggested that there are some key factors should be considered by government such as the capacity of government and private and community itself as a partner in delivering public service.

Abstract

This study aims to analyze the implementation of green building policies and formulate a strategy for implementing policies on green buildings in the city of Bandung. Bandung Mayor Regulation Number 1023 of 2016 concerning Green Building can be divided into three policy stages, including the pre-construction stage, the construction stage and the post-construction stage. In its implementation, the three stages have not been fully implemented so that it can be said that it is not optimal. This study uses qualitative research methods, the implementation of green building policies in the city of Bandung is analyzed through communication factors, resources, disposition and bureaucratic structure factors. The results show that the implementation of green building policies in the city of Bandung is determined by factors of communication, resources, disposition and bureaucratic structure factors. Judging from the factors implementing the green building policy in Bandung City, a strategy that can be developed to improve it is the Turn Around strategy (repair and change). Priority strategies that can be developed are: Increasing the intensity of outreach to the community through cooperation with regional agencies; Increasing training standards that must be followed by policy implementers in collaboration with training institutions; Placement of staff according to educational qualifications in order to improve implementation performance to achieve environmentally sound building arrangements; Preparation of SOPs for the construction stage and post-construction stage through collaboration with academics.
